<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 5088</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240918">September 18, 2024</action-date><action-desc><sponsor name-id="S386">Ms. Duckworth</sponsor> (for herself and <cosponsor name-id="S410">Ms. Lummis</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSSB00">Committee on Small Business and Entrepreneurship</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Small Business Administration to submit to Congress a report on the entrepreneurial challenges facing entrepreneurs with a disability, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H6C1690FCE35841768A1B515FCC9BFC11"><section section-type="section-one" id="HBBC699582232433082D4998FF8D86CE5"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Entrepreneurs with Disabilities Reporting Act of 2024</short-title></quote>.</text></section><section id="HAD7CAE9A0C124D6E94656F4B76A29B59"><enum>2.</enum><header>Report on entrepreneurship challenges of entrepreneurs with disabilities</header><subsection id="H582C045E97444566B21624443C8CE411"><enum>(a)</enum><header>Definitions</header><text>In this section, the terms <term>Administration</term> and <term>Administrator</term> mean the Small Business Administration and the Administrator thereof, respectively. </text></subsection><subsection id="idE6938024EA7E4F0C8173DE3C24518111"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to Congress a report on the challenges that entrepreneurs with a disability encounter with starting and operating a business, including—</text><paragraph id="H6DB05AAE8D1E41929D2FF394EF03EB26"><enum>(1)</enum><text display-inline="yes-display-inline">an assessment of the challenges and needs of entrepreneurs with a disability;</text></paragraph><paragraph id="H378295FEECC44352B58BA94970CD8C4E"><enum>(2)</enum><text>a description of the resources and support that the Administration provides to entrepreneurs with a disability;</text></paragraph><paragraph id="H98C16A6D21704117B666E807A211CD34"><enum>(3)</enum><text display-inline="yes-display-inline">a description of outreach to entrepreneurs with a disability by the Administration, including by district and regional offices of the Administration, small business development centers (as defined in section 3(t) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(t)</external-xref>)), and women’s business centers (as defined in section 29(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656(a)</external-xref>));</text></paragraph><paragraph id="H3E0482858D1A47CDAC7B44E027E7EE34"><enum>(4)</enum><text display-inline="yes-display-inline">a description of any joint efforts between offices of the Administration or between the Administration and other Federal agencies to advance the goal of supporting the economic success of entrepreneurs with a disability;</text></paragraph><paragraph id="H85FE47E12C754225B4120485A0EA9E9E"><enum>(5)</enum><text>a discussion of any deficiencies in the resources and support described under paragraph (2);</text></paragraph><paragraph id="H747D6C6FE6D94F0D898AFFFBE777210F"><enum>(6)</enum><text display-inline="yes-display-inline">a description of the use of, and access to, resources of the Administration by entrepreneurs with a disability; and</text></paragraph><paragraph id="HF7766F28BB2F4B418C947CB325DF298E"><enum>(7)</enum><text>any recommendations for legislative actions that are necessary to address the challenges or needs of entrepreneurs with a disability that are identified in the report.</text></paragraph></subsection><subsection id="H3A36839ED03A4A3485A9D140F2903219"><enum>(c)</enum><header>Compliance with CUTGO</header><text>No additional amounts are authorized to be appropriated to carry out this Act.</text></subsection></section></legis-body></bill>
