which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Federal Fire Prevention and Control Act of 1974 to make available under the assistance to firefighters grant program the establishment of cancer prevention programs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HAA1B9243482B4684BD6F586F69BD76C0"><section section-type="section-one" id="H5C54E80903E54685A1ABB92CEC381C76"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Firefighter Investments to Recognize Exposure to Cancer Act of 2024</short-title></quote> or the <quote><short-title>FIRE Cancer Act of 2024</short-title></quote>.</text></section><section id="H74BC44618744459C810F6915FE5DED8E"><enum>2.</enum><header>Cancer prevention programs for firefighters</header><subsection id="H128251F6BD8142FA8DA549CEE6F63445"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 33 of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229</external-xref>) is amended—</text><paragraph id="HB2D32449F68F4252ABFBC63F38B6F28C"><enum>(1)</enum><text>in subsection (c)(3)—</text><subparagraph id="H8E5A8476C97E4890B71B047D035BEF62"><enum>(A)</enum><text>by redesignating subparagraphs (F) through (N) as subparagraphs (G) through (O), respectively; and</text></subparagraph><subparagraph id="H9689755768244E648C759DC36DEB1139"><enum>(B)</enum><text>by inserting after subparagraph (E) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H8157262DBEA44E7E819A48BECC61C263"><subparagraph id="HF65D3678720F447E9576619CB1849FC6"><enum>(F)</enum><text display-inline="yes-display-inline">To establish cancer prevention programs for firefighting personnel, including providing multi-cancer early detection testing or other forms of preventative tests.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H85D2E7D69DF644BB9DC3C4EC9E7606C9"><enum>(2)</enum><text>in subsection (i), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HD78B5035EA4B4056A707E78285CBA4B8"><paragraph id="H214D33344EE64892962F165C0ECE5004"><enum>(4)</enum><header>Maximum amount for certain cancer tests</header><text display-inline="yes-display-inline">Not more than $1,750 from available grant funds under subsection (c)(3)(F) may be obligated and expended for each multi-cancer early detection test or other form of preventative test.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H511066D5BB6B4676B12CD90AB3C2F6F2"><enum>(3)</enum><text>in subsection (q), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H7405051B15734AA7ABED3EE5962122C7"><paragraph id="HD0811B64DC3B4B1EB04B1837BA0D1D96"><enum>(4)</enum><header>Cancer prevention programs</header><text display-inline="yes-display-inline">There is authorized to be appropriated $700,000,000 for grants under subsection (c)(3)(F).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H9940D1A9781C4046B89B3808D1FE2546"><enum>(4)</enum><text>by redesignating subsection (r) as subsection (s); and</text></paragraph><paragraph id="H90A90EE71ABD4480B0B7E2C317073C75"><enum>(5)</enum><text>by inserting after subsection (q) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HEECEAE05562B48A485A48B20A751EA0B"><subsection id="HE00D750BC42546DB8E992B34BFF62E9B"><enum>(r)</enum><header>Cancer research</header><paragraph commented="no" display-inline="no-display-inline" id="idfe66129496ab4c0086f8beb7c33d947e"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator of FEMA and the Director of the Centers for Disease Control and Prevention shall jointly establish a voluntary program through which firefighting personnel may share with the Centers results of multi-cancer early detection testing or other forms of preventative tests in order to identify any trends or causes of cancer in such personnel. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9200966f73a04b0db9661fd51e3f8f85"><enum>(2)</enum><header>Sharing</header><text display-inline="yes-display-inline">Any results of firefighting personnel described in paragraph (1) shall be shared in an anonymized, de-identified manner that safeguards the personally identifiable information of such personnel in order to prevent attribution to any such personnel of any such shared results.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H0F53B906F3EA4EE287F98F42678A4411"><enum>(b)</enum><header>Technical and conforming amendment</header><text display-inline="yes-display-inline">Section 33(i)(1) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229(i)(1)</external-xref>) is amended by striking <quote>described in subsection (c)(3)(F)</quote> and inserting <quote>described in subsection (c)(3)(G)</quote>.</text></subsection></section></legis-body></bill>
