which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 23, United States Code, to permit the use of certain electric vehicle charging stations at rest areas, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Recharge your Electric Car on the Highway to Alleviate Range Gaps Effectively Act</short-title></quote> or the <quote><short-title>RECHARGE Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id841a3d500a494ae6a8736e81b3de5371"><enum>2.</enum><header>Electric vehicle charging stations at rest areas</header><subsection commented="no" display-inline="no-display-inline" id="id9a0a1c29266d45dca181c23a0063a6ce"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 111(b)(2) of title 23, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id6f4e2b101d6f45c3a832a70893bd6712"><enum>(1)</enum><text>in subparagraph (D), by striking <quote>and</quote> at the end;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfcf01edf09af470183b63d5d3967ace2"><enum>(2)</enum><text>in subparagraph (E), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id266c6873a21a400aa07571ac7777e892"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC6270CA22CA7422DA42C61A259F62F0B"><subparagraph commented="no" display-inline="no-display-inline" id="id2937fe98243f4ad98be49ef32d9acfb7"><enum>(F)</enum><text>electric vehicle charging stations for light-duty vehicles (as defined in section 803 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16152">42 U.S.C. 16152</external-xref>)).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id9993444f06d3440eb92ef87fe7b0bb5c"><enum>(b)</enum><header>Conforming amendments</header><paragraph commented="no" display-inline="no-display-inline" id="id3b8322ec5bf04c74a1023daf31bf3487"><enum>(1)</enum><header>Congestion mitigation and air quality improvement program</header><text>Section 149(c)(2) of title 23, United States Code, is amended by striking <quote>except that such stations may not be established or supported where commercial establishments serving motor vehicle users are prohibited by section 111 of title 23, United States Code</quote>.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2d9a3428a4554a45bae697048d005a88"><enum>(2)</enum><header>Jason's Law</header><text>Section 1401(d) of the Moving Ahead for Progress in the 21st Century Act (<external-xref legal-doc="usc" parsable-cite="usc/23/137">23 U.S.C. 137</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>) is amended— </text><subparagraph commented="no" display-inline="no-display-inline" id="idd70874ea0f544d6a8ca13026d0c219b8"><enum>(A)</enum><text display-inline="yes-display-inline"> in paragraph (1), by striking <quote>Except as provided in paragraph (2), a State</quote> and inserting <quote>A State</quote>; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcd5fac6e984f471cbfe3e289308bc9a0"><enum>(B)</enum><text>by striking paragraph (2); and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2638307ff7b847fd9783330b9c3945bc"><enum>(C)</enum><text>by redesignating paragraph (3) as paragraph (2). </text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="iddb6d7f9366b0497988858373162b39ee"><enum>(c)</enum><header>Congressional intent</header><text>Nothing in this Act or an amendment made by this Act is intended as a statement of congressional intent with respect to the existing authority of the President or any other Federal agency under section 111 of title 23, United States Code. </text></subsection></section></legis-body></bill>
