<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 4903</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240731">July 31, 2024</action-date><action-desc><sponsor name-id="S424">Ms. Butler</sponsor> (for herself and <cosponsor name-id="S362">Mr. Kaine</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Workforce Innovation and Opportunity Act to require youth representation on each State workforce development board, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Generation Now Workforce Representation Act of 2024</short-title></quote>.</text></section><section id="idFDB7F4FCA50F45E1AB9D7B2A241A67CB"><enum>2.</enum><header>Amendments to the Workforce Innovation and Opportunity Act</header><text display-inline="no-display-inline">Section 101 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3111">29 U.S.C. 3111</external-xref>) is amended—</text><paragraph id="id32AD6E05ED62458D8B686D7E6B66D716"><enum>(1)</enum><text>in subsection (b)(1)(C)(iii)—</text><subparagraph id="idF8DED4F867554A18B4B605C0270FB5C9"><enum>(A)</enum><text>in subclause (I)(bb), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="id01E58CFB7FBA498CB900FBEC4A86DEC9"><enum>(B)</enum><text>by redesignating subclause (II) as subclause (IV); and</text></subparagraph><subparagraph id="idBAB6CA4A797845D293050C3C5187BD98"><enum>(C)</enum><text>by inserting after subclause (I) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3EC703081466435390512DF729ECDB54"><subclause id="id860087FF59994CFA87DBAE800D0EC749"><enum>(II)</enum><text>shall include not less than one representative of youth in the State who is selected in coordination with the State educational agency of the State and—</text><item id="id411B47CEC2DF4FE083DB0C2FCF6A2C8A"><enum>(aa)</enum><text>is—</text><subitem id="idB8436186423F45D1B15A14175EF27F40"><enum>(AA)</enum><text>an out-of-school youth; or</text></subitem><subitem id="id3C828004DF2042EC81CAE7B38E92D9E6"><enum>(BB)</enum><text>not younger than age 16 or older than age 24 and disconnected from school and work; or</text></subitem></item><item id="id63B7DA9CE6A9472ABFA0F7366E389D57"><enum>(bb)</enum><text>has successfully completed a program of youth workforce investment activities under subtitle B or activities under section 171;</text></item></subclause><subclause id="id6B1274B0A462417A861F5789BA95268A"><enum>(III)</enum><text>shall include not less than one representative from a youth-serving nonprofit organization in the State that—</text><item id="id23C9A7E4F7EB4BE59F70AD7DFA555AD0"><enum>(aa)</enum><text>is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code; and</text></item><item id="idFAA2BDED448A49DABE650D8576F49C49"><enum>(bb)</enum><text>provides supportive services to youth; and</text></item></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id6302F81AA27948B4AE6A87DC516BF477"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idBD8B7257F5C5423AAE4F5B7A15644642"><subsection id="id6FDF85156BB14172806681933B7B9120"><enum>(i)</enum><header>Standing youth workforce committee</header><text>The State board shall have a standing youth workforce committee of members of the State board that shall provide recommendations to the full State board regarding youth workforce investment activities under subtitle B or activities under section 171.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
