Emergency response teams

(a)

Amendment

Section 406(b)(3)(A) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5172(b)(3)(A)) is amended—(1)in the matter preceding clause (i), by inserting before the period , including for subrecipients;(2)in clause (ii), by inserting preparedness, after disaster relief,; (3)in clause (iv)—(A)by inserting or programs designated by the Administrator of the Federal Emergency Management Agency to increase resilience for storms, tsunamis, wildfires, or equivalent disasters after community rating system; and(B)by striking and;(4)in clause (v), by striking the period and inserting ; and; and(5)by adding at the end the following:

(vi)support of viable community emergency response teams or equivalent non-governmental organizations that provide disaster assistance, including by—(I)facilitating the establishment of mutual aid agreements supportive of the operation of such teams or organizations; or(II)providing or facilitating regular training, outreach, and soliciting participation in preparedness exercises.

(b)

Comprehensive guidance

Not later than 1 year after the date of enactment of this Act, the President, acting through the Administrator, shall issue comprehensive guidance to State and Tribal governments relating to the measures and investments described in section 406(b)(3)(A) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5172(b)(3)(A)), as amended in subsection (a).
