which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a program to disseminate technical and other assistance to small and rural electric cooperatives to support expanding electric transmission capacity and hardening electric transmission and distribution infrastructure against cyberattacks and threats from natural hazards, with a focus on threats from wildfire, and for other purposes. </official-title></form><legis-body><section id="idbf85873a456d4033a66a6eaf796904d0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Grid Resilience Improvement through Dedicated Assistance Act</short-title></quote> or the <quote><short-title>GRID Assistance Act</short-title></quote>.</text></section><section id="idc422ccc7f8584c57bd8213001eda6f8d"><enum>2.</enum><header>Grid Assistance Program</header><text display-inline="no-display-inline">Subtitle A of title I of division D of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18711">42 U.S.C. 18711 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4DAE727A946C4BBA92D41848E52ABC9B"><section id="id77e5d3e881244e95a69c22ea60adbb8c"><enum>40114.</enum><header>Grid Assistance Program</header><subsection id="id10980e5cc2d047b6985fa6a308a6675a"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id911dcdd9bb6f4e7f9097da4d1aef4cb2"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text><subparagraph id="ide703b590580c4995992d7c52bb08ac88"><enum>(A)</enum><text>a State government or the government of any political subdivision of a State;</text></subparagraph><subparagraph id="id4747c3500c75493e8d974b97abb24024"><enum>(B)</enum><text>a federally recognized Indian Tribe;</text></subparagraph><subparagraph id="id5ff21c6232374d1388de0d90476aaa1e"><enum>(C)</enum><text>an institution of higher education; and</text></subparagraph><subparagraph id="id82581360d59d40629aadc1cb20d56e43"><enum>(D)</enum><text>a not-for-profit organization.</text></subparagraph></paragraph><paragraph id="id0bd82301aa7a43c586f2062d91410963"><enum>(2)</enum><header>Grid Assistant</header><text>The term <term>Grid Assistant</term> means an individual who is trained to provide and support, on a professional basis, assistance (including technical assistance) and informed decisionmaking in the planning, financing, and implementation of electric transmission capacity expansion or the hardening of electric transmission or distribution infrastructure, including with respect to 1 or more of the following:</text><subparagraph id="idbf25e4c72b8b45e78e9c28c5560e19a2"><enum>(A)</enum><text>Applicable Federal funding opportunities and tax incentives.</text></subparagraph><subparagraph id="idcafe76466ab348af87c055d01d236b9b"><enum>(B)</enum><text>Applicable State, local, and utility-based incentives, including, as appropriate, coordinating with the State energy office in that State.</text></subparagraph><subparagraph id="iddfbbed5685454d06943127fbd10c51fd"><enum>(C)</enum><text>Project financing.</text></subparagraph><subparagraph id="id62393b38d9f740a1ba823a1850b01773"><enum>(D)</enum><text>Grant writing.</text></subparagraph><subparagraph id="idb22dd5486c3847a99d67c467f519309e"><enum>(E)</enum><text>Community-based capacity building, including succession planning.</text></subparagraph></paragraph><paragraph id="id94204cd36c7a4e76b1f9b9a1b1f98a57"><enum>(3)</enum><header>Program</header><text>The term <term>Program</term> means the Grid Assistance Program established under subsection (b).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc31a37953e154c889327d8d98582dc21"><enum>(4)</enum><header display-inline="yes-display-inline">Secretary</header><text>The term <term>Secretary</term> means the Secretary, acting through the Director of the Grid Deployment Office.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9cc5007f568a4690970b1b65af23b74d"><enum>(5)</enum><header>State energy office</header><text>The term <term>State energy office</term> has the meaning given the term <term>State energy agency</term> in section 391 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6371">42 U.S.C. 6371</external-xref>).</text></paragraph></subsection><subsection id="id0010546bb3c6438088ddf33dbcf216cb"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall establish a program, to be known as the <quote>Grid Assistance Program</quote>, under which the Secretary shall provide grants to eligible entities for the hiring, training, and retention by eligible entities of 1 or more Grid Assistants.</text></subsection><subsection id="id588abfaedfe644209b889c8c3d6f90cb"><enum>(c)</enum><header>Grants</header><paragraph id="idde38882df91d492d894bb6fffa4e01a1"><enum>(1)</enum><header>In general</header><text>To be eligible to receive a grant under the Program, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph><paragraph id="id5b93591c7aba4fd0a79e7afc702e1d00"><enum>(2)</enum><header>Term</header><text>The term of a grant provided under the Program shall be more than 3, but not more than 6, years, as the Secretary determines to be appropriate to achieve the purposes of this section.</text></paragraph><paragraph id="id0d522101187e48cb885a3d42c55bb618"><enum>(3)</enum><header>Federal share</header><text>The Federal share of the cost of carrying out activities under the grant shall be not more than 80 percent.</text></paragraph><paragraph id="id5569718b57df432b8372c4a8c6345af7"><enum>(4)</enum><header>Priority</header><text>In providing grants under the Program, the Secretary shall give priority to an eligible entity—</text><subparagraph commented="no" display-inline="no-display-inline" id="id2d427d5240cd464ba7944481c9b744cc"><enum>(A)</enum><text display-inline="yes-display-inline">the application under paragraph (1) of which is recommended by the director of the relevant State energy office; or</text></subparagraph><subparagraph id="ide16a563974144fefa69bd8dec1888aac"><enum>(B)</enum><text>that serves a rural electric cooperative or utility that—</text><clause commented="no" display-inline="no-display-inline" id="id8c5a0a50fee64b6c8e4b67c91a1014b3"><enum>(i)</enum><text display-inline="yes-display-inline">is owned by a subdivision of a State, such as a municipal electric utility; and</text></clause><clause commented="no" display-inline="no-display-inline" id="iddef85b9c79924369a5ad72fe5fe5d01c"><enum>(ii)</enum><text display-inline="yes-display-inline">operates primarily in an area at high risk of wildfires, as determined using the wildfire National Risk Index of the Federal Emergency Management Agency. </text></clause></subparagraph></paragraph></subsection><subsection id="id396edfdb1947427bb251a6a26ad32096"><enum>(d)</enum><header>Grid Assistants</header><text>A Grid Assistant employed by an eligible entity using a grant provided under this section—</text><paragraph id="idf8d587877cbd4604803b770d50519a7c"><enum>(1)</enum><text>shall offer assistance and support described in subsection (a)(2) to not fewer than 2 rural electric cooperatives or utilities owned by a subdivision of a State (such as municipal electric utilities) served by, or in the vicinity of, the eligible entity; and</text></paragraph><paragraph id="id94fd594b8c1f4c8996430687b0dce211"><enum>(2)</enum><text>may provide technical assistance to the eligible entity in applying for transmission capacity expansion and transmission and distribution resilience opportunities under—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd1cc1261631b49b5b8f5108cad21d3c6"><enum>(A)</enum><text display-inline="yes-display-inline">this Act and the amendments made by this Act; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id895df1d10b66469a838ea7d8ca2b78ea"><enum>(B)</enum><text display-inline="yes-display-inline">Public Law 117–169 (commonly known as the ‘Inflation Reduction Act of 2022’) (136 Stat. 1818).</text></subparagraph></paragraph></subsection><subsection id="id732c631e13644491959b1a58d9cee3de"><enum>(e)</enum><header>Information sharing</header><paragraph id="id58278f7db25046c29275c51b6688f673"><enum>(1)</enum><header>In general</header><text>The Secretary shall facilitate the sharing among Grid Assistants of information relating to best practices.</text></paragraph><paragraph id="id39bf2db4d7f04e13b893d9c78648edac"><enum>(2)</enum><header>Information from other agencies</header><text>The Secretary, in consultation with the Secretary of Agriculture, the Secretary of Transportation, the Secretary of the Treasury, the Administrator of the Environmental Protection Agency, the Chief of Engineers, and the heads of such other Federal departments and agencies as the Secretary determines to be appropriate, shall make available to Grid Assistants information relating to other Federal incentives available to eligible entities for transmission capacity expansion and transmission and distribution resilience projects.</text></paragraph></subsection><subsection id="ida760c012c12141b78eb2c7eca5284474"><enum>(f)</enum><header>Reports to Congress</header><text>Not less frequently than annually, the Secretary shall submit to Congress a report describing the accomplishments of the Program, including with respect to—</text><paragraph id="ideb8c6061127e4c949aae9d5cb4c9ebe0"><enum>(1)</enum><text>additional transmission capacity added to the grid or transmission or distribution infrastructure hardened using assistance provided pursuant to the Program;</text></paragraph><paragraph id="ide4f70bcbcd604c35a3dde2aea69abe0a"><enum>(2)</enum><text>monetary savings to communities; and</text></paragraph><paragraph id="idbd6ce5a484a345b89c09caaaa58e5441"><enum>(3)</enum><text>reductions in risks relating to—</text><subparagraph commented="no" display-inline="no-display-inline" id="idaf6695e306ad43ec8f9f47dd796320d5"><enum>(A)</enum><text display-inline="yes-display-inline">natural hazards, including, at a minimum, wildfires; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd7fed1a2e47444dab83b5f3a91afdd33"><enum>(B)</enum><text display-inline="yes-display-inline">cyberattacks.</text></subparagraph></paragraph></subsection><subsection id="id26c066e567df413aae52d4522926ea16"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this section $25,000,000 for each of fiscal years 2025 through 2029.</text></subsection></section><after-quoted-block>. </after-quoted-block></quoted-block></section></legis-body></bill>
