<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 4838</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240730">July 30, 2024</action-date><action-desc><sponsor name-id="S406">Mr. Kelly</sponsor> (for himself and <cosponsor name-id="S381">Mr. Rounds</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Commerce to develop a national strategy regarding artificial intelligence consumer literacy and conduct a national artificial intelligence consumer literacy campaign.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Consumer Literacy and Empowerment to Advance Responsible Navigation of Artificial Intelligence Act</short-title></quote> or the <quote><short-title>Consumers LEARN AI Act</short-title></quote>.</text></section><section id="id0c6c28622fa640039ef83f071621003d"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="id4f5614bbb8ad46afa3feedc0952ed703"><enum>(1)</enum><text>Artificial intelligence is being incorporated into progressively more products and services that affect the lives of individuals across the United States every day.</text></paragraph><paragraph id="id044e21bb258149b3a942e981ae6a5d4f"><enum>(2)</enum><text>Artificial intelligence technology has the potential to benefit consumers— </text><subparagraph commented="no" display-inline="no-display-inline" id="id6eae01e9712a44538cc3ec7b9db98614"><enum>(A)</enum><text display-inline="yes-display-inline">in terms of increased efficiency;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5cd432e5c1e04137b55e3abe209ff7fa"><enum>(B)</enum><text display-inline="yes-display-inline">in areas such as automation, personalized learning, entertainment, problem solving, and more; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2b3e1443d0ef4ba19c3563a2d7018296"><enum>(C)</enum><text display-inline="yes-display-inline">with respect to future advances yet to be invented.</text></subparagraph></paragraph><paragraph id="iddbbce946a75644f59b673e4fee49bde3"><enum>(3)</enum><text>Consumers require new skill sets and guidance on best practices to make effective use of artificial intelligence products and services. A lack of familiarity with new technology can create barriers to its adoption and trust. An understanding of the strengths and limitations of artificial intelligence technologies can enable consumers to make informed decisions about when and where to employ artificial intelligence products and services.</text></paragraph><paragraph id="id224e738abba44a86914bee8f9f7ca887"><enum>(4)</enum><text>Consumer education can supplement, although not replace, the responsibility of developers and deployers of artificial intelligence products and services to ensure their safety and efficacy and to provide product-specific consumer guidance about recommended uses as well as inappropriate or unsafe uses.</text></paragraph></section><section id="id6aa769b04c1a46ac961d901566783060"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="idf1cff6a5ba9f4390a73ac569da5d183a"><enum>(1)</enum><header display-inline="yes-display-inline">Artificial intelligence</header><text>The term <term>artificial intelligence</term> means an engineered system that can, for a given set of human-defined objectives, generate output such as content, predictions, recommendations, or decisions that influence people or environments.</text></paragraph><paragraph id="id9f0f7ff2df0942c79be04360f6d97ede"><enum>(2)</enum><header>Artificial intelligence consumer literacy</header><text>The term <term>artificial intelligence consumer literacy</term> means an understanding of the capabilities and limitations of different kinds of artificial intelligence, and the ability to understand and use information provided about products and services that employ artificial intelligence, to support safe and responsible decisions about exposure to and the acquisition and use of such products and services.</text></paragraph><paragraph id="idee230aba625a4a3c8e091bf277881ba2"><enum>(3)</enum><header>campaign</header><text>The term <term>campaign</term> means the artificial intelligence literacy national public service campaign described in section 4(c)(2).</text></paragraph><paragraph id="id65726d4ddb47475a9a62ade23faa7b94"><enum>(4)</enum><header>Consumer</header><text>The term <term>consumer</term> means any individual, including a small business owner, within the territorial jurisdiction of the United States who is offered, purchases, transacts, or contracts for the purchase or transaction of any goods, merchandise, or services that the individual does not intend to offer for resale in the ordinary course of the individual's trade or business. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd6395411f8ed42deb4855b69d930ee08"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce.</text></paragraph></section><section id="idfe39ab4a1696469cae55999e0090248c"><enum>4.</enum><header>Artificial intelligence consumer literacy national strategy and campaign</header><subsection id="idc984da4c906a4eb8965e14178ae6fa7a"><enum>(a)</enum><header>In general</header><text>The Secretary shall develop a national strategy and public campaign materials and take such action as the Secretary deems necessary to create, improve, or augment the artificial intelligence consumer literacy programs and materials of the Federal Government, including curricula for all people of the United States.</text></subsection><subsection id="id5f552e854bf949de9e66ad49d038b6d2"><enum>(b)</enum><header>National strategy</header><paragraph id="id58e0b486c5f34340b4e03e028b618f64"><enum>(1)</enum><header>In general</header><text>The Secretary shall—</text><subparagraph id="id13bd604100774d04886bcf7f96617a68"><enum>(A)</enum><text>not later than 6 months after the date of enactment of this Act, develop a multilingual national strategy to promote artificial intelligence consumer literacy among all consumers, informed by the report described in subsection (d)(1); </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1dd4b5a305b748ad93b755aab8496048"><enum>(B)</enum><text display-inline="yes-display-inline">consult with Federal agencies and State, local, Tribal, and territorial governments, and private, nonprofit, and public institutions that the Secretary identifies as having relevant expertise pursuant to paragraphs (2) and (3) of subsection (e);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida2a5cff48b13433e9c3793c5ee4d9ddd"><enum>(C)</enum><text>consult the Administrator of the Small Business Administration to develop strategy elements relevant to small business owners, and in the creation and implementation of the national strategy;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7ea2d38d51b946bb9a0b25ddcfab08a0"><enum>(D)</enum><text>consider the specific needs of different demographics, regions, and economies that may interact with artificial intelligence products and services in different ways; and</text></subparagraph><subparagraph id="ida84d7598c41b4b1e9d4a097ff408f785"><enum>(E)</enum><text>coordinate Federal efforts to implement the national strategy and campaign.</text></subparagraph></paragraph><paragraph id="id2711a3017a2d49aab27165c93a64bb36"><enum>(2)</enum><header>Strategy</header><text>The national strategy developed pursuant to paragraph (1) shall—</text><subparagraph id="id3a6776ead11f493e9b580b6ccac56929"><enum>(A)</enum><text>support current and future consumers of artificial intelligence services and products with the information needed to decide whether and when to employ such products and services;</text></subparagraph><subparagraph id="id7b9415d5a0834f0394a030e7ad68933d"><enum>(B)</enum><text>develop methods to enhance the general understanding of the capabilities and limitations of artificial intelligence products and services offered to consumers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2c1d837401d84184a1f133532e2f3271"><enum>(C)</enum><text>employ a national public service campaign to develop and disseminate materials to all communities in the United States; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id874587f32300491fb7ee68d030e11ef9"><enum>(D)</enum><text>consider additional strategies such as prize competitions, newsletters, and other ways to engage the public and enable messages to reach consumers in local, community-specific ways.</text></subparagraph></paragraph><paragraph id="idc11ac33f9dfe43feba25cc2e8bc00030"><enum>(3)</enum><header>Areas of emphasis</header><text>The national strategy shall emphasize, among other elements, information that ensures consumers have—</text><subparagraph id="id669cf32d5984400987fe165e3933b280"><enum>(A)</enum><text>a basic understanding of— </text><clause commented="no" display-inline="no-display-inline" id="id9533aa74da744e61beb5a6849c16fc69"><enum>(i)</enum><text display-inline="yes-display-inline">artificial intelligence and its uses in daily life;</text></clause><clause commented="no" display-inline="no-display-inline" id="idc64b0ad584484027a55ec5157d0eccfb"><enum>(ii)</enum><text display-inline="yes-display-inline">the capabilities and limitations of artificial intelligence consumer products and services, including what questions to ask of a provider of such products or services to gain that understanding; and</text></clause><clause id="idb2fba573d5b44e5e960cde5165061d1f"><enum>(iii)</enum><text>artificial intelligence tasks (including classification, prediction, product recommendation, autonomous decision making, voice dictation and machine translation, and the generation of content such as text, image, video, or speech) and how such tasks involve different capabilities, benefits, and risks;</text></clause></subparagraph><subparagraph id="idb4be39067d244e93acea927cfd52d8f9"><enum>(B)</enum><text>an awareness of— </text><clause commented="no" display-inline="no-display-inline" id="idfc97ee68aa9946fb91ff8ac20c27d41c"><enum>(i)</enum><text display-inline="yes-display-inline">best practices for the protection of personal data and personal identifying information;</text></clause><clause id="id0d130b1a1d1f496f8b2b93bc82865acf"><enum>(ii)</enum><text>legal considerations in the consumer use of artificial intelligence consumer products and services; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id057ff1ddb123463e8bf128b04b88defb"><enum>(iii)</enum><text display-inline="yes-display-inline">common attempts to employ content that is generated or modified by artificial intelligence tools to deceive or defraud consumers; and</text></clause></subparagraph><subparagraph id="id3817bcce95b94d1a8ceda97bc5745a75"><enum>(C)</enum><text>other artificial intelligence consumer literacy skills identified for emphasis by the Secretary.</text></subparagraph></paragraph><paragraph id="id7e1929c6a9a2484ab1b4207faa329414" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header>Use cases</header><text display-inline="yes-display-inline">The Secretary shall, in consultation with officials the Secretary identifies as having relevant expertise pursuant to paragraphs (2) and (3) of subsection (e), create specialized use cases to address artificial intelligence consumer literacy for tasks such as those described in paragraph (3)(A)(iii) as they manifest in domains such as personal finance, healthcare recommendations, communication, creative works, and business management and operations across a range of contexts such as mobile device applications, computer software, and internet platforms. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25d537f464c74a36bb53a0563455235c"><enum>(5)</enum><header>Briefing to Congress</header><text>Not later than 30 days after completing the national strategy, the Secretary shall provide a briefing to Congress on such strategy.</text></paragraph><paragraph id="ida2ce9050b77343b9bed788cfdd2d1e62" commented="no" display-inline="no-display-inline"><enum>(6)</enum><header>National strategy review</header><text>The Secretary shall, not less than annually, review the national strategy developed under this subsection and make such changes and recommendations as the Secretary deems necessary.</text></paragraph></subsection><subsection id="id5923afbfe1cb4c068a22b10ea19b98d1"><enum>(c)</enum><header>Development and dissemination of national public service campaign materials</header><paragraph commented="no" display-inline="no-display-inline" id="idf4b6326efc6d46de935ce2c9d583f80b"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 120 days after the national strategy described in subsection (b) is completed, the Secretary shall—</text><subparagraph id="id7c850bfcf4eb48af95d33ca33593dae4"><enum>(A)</enum><text>develop materials to promote artificial intelligence consumer literacy; </text></subparagraph><subparagraph id="id0631254cc7a141f7b13d3075df9ae9f8"><enum>(B)</enum><text>disseminate such materials to the general public; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0ca7cdd3b6c04c3aa106a2a2731c56c1"><enum>(C)</enum><text>create a website where such materials will be published.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb7ec2e20ee824bf99cd7074693b67fdf"><enum>(2)</enum><header>National public service campaign</header><subparagraph commented="no" display-inline="no-display-inline" id="id23d4010971174fdc919433bfed7eb172"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall develop, in consultation with nonprofit, public, and private organizations, especially those with access to local communities and that are well qualified by virtue of their experience in the safe and responsible use of artificial intelligence, an artificial intelligence consumer literacy national public service campaign that is consistent with the national strategy described in subsection (b).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf95c4d225c554b359fa537bc2c56dd14"><enum>(B)</enum><header>Availability of campaign materials</header><text display-inline="yes-display-inline">The Secretary—</text><clause commented="no" display-inline="no-display-inline" id="id20dfd78382da4c19b3ab6fbd57bb73c8"><enum>(i)</enum><text display-inline="yes-display-inline">shall—</text><subclause commented="no" display-inline="no-display-inline" id="id32a6ba57f512421894f74ef4f194c490"><enum>(I)</enum><text display-inline="yes-display-inline">make publicly available on the website created pursuant to paragraph (1)(C) any educational materials developed as part of the campaign; </text></subclause><subclause commented="no" display-inline="no-display-inline" id="idb7b458f87f7042d48480c580cbb209af"><enum>(II)</enum><text display-inline="yes-display-inline">distribute core messaging materials of the campaign to the public using multiple channels of communication, including through the use of television, radio, and internet platforms and advertisements on such platforms; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id7947f77b991e41fab666153d7d1451b9"><enum>(III)</enum><text>coordinate with the Administrator of the Small Business Administration on the distribution of campaign materials relevant to small business owners through resource partners of the Small Business Administration, including small business development centers, women business centers, SCORE, veteran business opportunity centers, and Apex Accelerators; and</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id9109c802617448c0b82cac92ea86f856"><enum>(ii)</enum><text>may select 1 or more private or non-profit organizations that are well-qualified in the distribution of public service campaigns to aid in the dissemination of campaign materials.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id550c380587fb44158d167fec08d0c0bf"><enum>(C)</enum><header>Periodic updates</header><text display-inline="yes-display-inline">Not later than 1 year after the date the campaign is initiated, and annually thereafter, the Secretary shall update the campaign materials as needed to incorporate any significant changes due to new innovations, products, or services available to consumers or in light of new consumer harms that are identified.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id543d3a17cb1845daac6c76d65e892dcd"><enum>(D)</enum><header>Performance measures</header><text display-inline="yes-display-inline">The Secretary shall develop measures to evaluate the effectiveness of the campaign, such as the effectiveness of the campaign at reaching consumers, consumer engagement with materials, and the level of consumer adoption of and satisfaction with artificial intelligence products and services.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id98a04e3c53d44d4196d3f5fb0cf8a06c"><enum>(E)</enum><header>Evaluation</header><text display-inline="yes-display-inline">Not later than 90 days after campaign materials are made available or distributed under subparagraph (B) or updated under subparagraph (C), the Secretary shall employ a private or nonprofit organization to conduct an evaluation on the effectiveness of the campaign using the performance measures developed pursuant to subparagraph (D).</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc4d0cab09c40401c9ea46a4ace645a54"><enum>(3)</enum><header>Multilingual materials</header><text>The Secretary shall ensure that the artificial intelligence consumer literacy materials and the campaign developed and disseminated under this subsection are available in English, Spanish, and other languages deemed appropriate by the Secretary.</text></paragraph></subsection><subsection id="idb95244a0fadc4c669f88341550024fc5"><enum>(d)</enum><header>Reports</header><paragraph commented="no" display-inline="no-display-inline" id="id192071cc4928400f8731675fbf65df5e"><enum>(1)</enum><header>Artificial intelligence consumer literacy survey report</header><text>Not later than 90 days after the date of enactment of this Act, the Government Accountability Office shall issue a report that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id96dc2a55a5ab4848ad57d14ea1e06ec8"><enum>(A)</enum><text display-inline="yes-display-inline">summarizes all Federal programs and materials extant at the time of enactment of this Act that seek to improve artificial intelligence literacy for consumers; and</text></subparagraph><subparagraph id="id10f9a5c00f8941b9a4a02e4a67eeaf12" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>assesses the effectiveness of such programs. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1207afafcf44424c973dc364fb47842a"><enum>(2)</enum><header display-inline="yes-display-inline">Strategy for Consumer Artificial Intelligence Literacy Report</header><text>Not later than 15 months after the date of enactment of this Act, and annually thereafter, the Secretary shall submit a report, titled the <quote>Strategy for Consumer Artificial Intelligence Literacy</quote> or <quote>SCAIL Report</quote>, to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Energy and Commerce of the House of Representatives on the progress of the Secretary in carrying out this Act. Such report shall include—</text><subparagraph id="idfa6448175a054bf5b7ff55bef0b09212"><enum>(A)</enum><text>the national strategy for artificial intelligence consumer literacy developed pursuant to subsection (b);</text></subparagraph><subparagraph id="ide3b00da28e92452e8b1a211043581409"><enum>(B)</enum><text>information concerning the implementation of the duties of the Secretary described in this section, including a list of government officials and other representatives consulted pursuant to subsection (e);</text></subparagraph><subparagraph id="id4aa1bcda3dc54af79bf8b0f659f24e39"><enum>(C)</enum><text>an assessment of the success of the Secretary in implementing the national strategy developed pursuant to subsection (b);</text></subparagraph><subparagraph id="id4277de6e73164ed693fd0865330c1c46"><enum>(D)</enum><text>an assessment of the state of artificial intelligence consumer literacy in the United States;</text></subparagraph><subparagraph id="id8ff62b905ec0401ba1cb40aef4f8df8b"><enum>(E)</enum><text>a brief summary of the artificial intelligence consumer literacy materials developed pursuant to subsection (c);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcae34dddd3a94f80ba27bb443a07243f"><enum>(F)</enum><text display-inline="yes-display-inline">for years in which the campaign is active, a description on the status of the campaign and information regarding its dissemination, efficacy, and impact, including information on any evaluation of the campaign conducted pursuant to subsection (c)(2)(E);</text></subparagraph><subparagraph id="id61881aa0dc5b4929b031d488f357ab49"><enum>(G)</enum><text>information about the activities of the Secretary in implementing this Act planned for the next fiscal year; and</text></subparagraph><subparagraph id="id746983e8c8804ee0ab487c5e98187ac9"><enum>(H)</enum><text>such other materials relating to the duties of the Secretary under this Act that the Secretary deems appropriate.</text></subparagraph></paragraph></subsection><subsection id="idebf77740b5354563a310a89413449bcf"><enum>(e)</enum><header>Consultation</header><text>In carrying out this Act, the Secretary shall actively consult with—</text><paragraph commented="no" display-inline="no-display-inline" id="idc4ac6e7b399748b793f07d38d7064ff3"><enum>(1)</enum><text display-inline="yes-display-inline">government officials with relevant consumer and artificial intelligence expertise, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="idbe90c55c242849f592c7c7f69ea81616"><enum>(A)</enum><text display-inline="yes-display-inline">the Chair of the Consumer Product Safety Commission;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide66626aa464345bba04932a3bf072b49"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretary of Education;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5e5f857a0ae34791af139b4dda10539e"><enum>(C)</enum><text>the Director of the National Institute of Standards and Technology;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd2b1a0e58c3e46b79de085c8d5a81d0a"><enum>(D)</enum><text display-inline="yes-display-inline">the Director of the National Science Foundation; and</text></subparagraph><subparagraph id="idf6a98922a6e24f4cba4db28176f0efb4"><enum>(E)</enum><text>the Administrator of the Small Business Administration;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb347fc0c2d6b4231a022c3c85f950cc8"><enum>(2)</enum><text display-inline="yes-display-inline">any other official the Secretary identifies as having relevant expertise, especially in the development of domain-specific artificial intelligence use cases, such as—</text><subparagraph commented="no" display-inline="no-display-inline" id="idba84f05aed304df690aedd4551aca3a0"><enum>(A)</enum><text display-inline="yes-display-inline">the Secretary of Agriculture;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf76f6b969a1742b9bb5298b43cb239f0"><enum>(B)</enum><text>the Director of the Consumer Financial Protection Bureau;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2e33b8d3f6cd4a83aa109885245985a4"><enum>(C)</enum><text>the Attorney General;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida5de5d7648b04060a33a7d7de498b4bc"><enum>(D)</enum><text>the Chair of the Federal Communications Commission;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide317f6896e844be290c8ce2dd90ecff4"><enum>(E)</enum><text>the Chair of the Federal Trade Commission;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbf516398df6c48aab9c9950fa152ac34"><enum>(F)</enum><text>the Secretary of Health and Human Services; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8446a032af0f4245a83d9ebee5db94ec"><enum>(G)</enum><text>the Administrator of the National Highway Traffic Safety Administration; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55d9a171da7f43ae977e8e4f98e569ea"><enum>(3)</enum><text display-inline="yes-display-inline">industry and public organizations that the Secretary identifies as having expertise, information, or knowledge relevant to artificial intelligence consumer literacy or dissemination of literacy materials to the public, including representatives from—</text><subparagraph commented="no" display-inline="no-display-inline" id="id290106f8fac24855a994ba5e2337171e"><enum>(A)</enum><text display-inline="yes-display-inline">private, nonprofit, and public organizations; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idba9e1ddf07814821a7cf7722b5b9c845"><enum>(B)</enum><text display-inline="yes-display-inline">State, local, Tribal, and territorial governments.</text></subparagraph></paragraph></subsection><subsection id="id2f58ae7f59ea4426a3cc85271015ff47"><enum>(f)</enum><header>Coordination of efforts</header><text>The Secretary shall take such steps as are necessary to coordinate and promote artificial intelligence consumer literacy efforts at the State and local level, including promoting partnerships among Federal, State, and local governments, nonprofit organizations, and private enterprises.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id1512c5837eec423f9eda5a27bccefc2f"><enum>5.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to the Secretary for fiscal years 2025 through 2034 such sums as may be necessary to carry out the activities described in this Act.</text></section></legis-body></bill>
