which was read twice and referred to the <committee-name committee-id="SSSB00">Committee on Small Business and Entrepreneurship</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Small Business Act to enhance the Office of Rural Affairs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H442178DADA8840C596A96180753E674C"><section section-type="section-one" id="H79839B1D9A2E44198134D6C8E51E4C8C"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coordinated Support for Rural Small Businesses Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="idF4F0858185694148A1F77E03AC4122CA"><enum>2.</enum><header>Office of Rural Affairs of the Small Business Administration</header><text display-inline="no-display-inline">Section 26 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/653">15 U.S.C. 653</external-xref>) is amended—</text><paragraph id="ida500bf5f88814cdf96a202c0a5bb5e20"><enum>(1)</enum><text>by redesignating subsections (a), (b), and (c) as subsections (b), (c), and (d), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd665013cc7354457bd82b3ca2e059109"><enum>(2)</enum><text>by inserting before subsection (b) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6DC9C38449C643BD93E9DCA81B307361"><subsection id="H9ECAF1B4EAC344798C42D58EAA76C62D"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HD3E9CAC396FE494E97E3E7538C0CEB57"><enum>(1)</enum><header>Assistant Administrator</header><text>The term <term>Assistant Administrator</term> means the Assistant Administrator of the Office.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4201c99ae753401db800a9f0f4732d22"><enum>(2)</enum><header>HUBZone</header><text>The term <term>HUBZone</term> has the meaning given the term in section 31(b).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id16a2ab7f47594ec8ba985f0f7c2be5ee"><enum>(3)</enum><header display-inline="yes-display-inline">Office</header><text>The term <term>Office</term> means the Office of Rural Affairs established under subsection (b).</text></paragraph><paragraph id="HCD7043C31FA9486095EE8C1CF49EF97E"><enum>(4)</enum><header>Resource partners</header><text display-inline="yes-display-inline">The term <term>resource partners</term> means—</text><subparagraph id="H8765984B4A9B4DC8B5D424D0F0153C48"><enum>(A)</enum><text>small business development centers;</text></subparagraph><subparagraph id="HBB3C2211BFCA4B38A214843FB80A0E21"><enum>(B)</enum><text>women’s business centers described in section 29;</text></subparagraph><subparagraph id="H09D5CEA1338F41ED9F4C5A9716E7DEB7"><enum>(C)</enum><text>chapters of the Service Corps of Retired Executives established under section 8(b)(1)(B); and</text></subparagraph><subparagraph id="H435B9AAC6B0D44048994E8EE0FBA857F"><enum>(D)</enum><text>Veteran Business Outreach Centers described in section 32.</text></subparagraph></paragraph><paragraph id="H25802C9E07E247BB8608AC7DC0B0D3F7"><enum>(5)</enum><header>Rural small business concern</header><text display-inline="yes-display-inline">The term <term>rural small business concern</term> means a small business concern located in a rural area.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc92314fd3ac247b19e300e2fc4ce5866"><enum>(3)</enum><text>in subsection (b), as so redesignated—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3e5cc8c86a134a2db1ee5f13e78af8a0"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote><header-in-text style="OLC" level="subsection">Establishment</header-in-text>.—</quote> before <quote>There</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6e27c31dd91c46af9d6fbe288f4e99cc"><enum>(B)</enum><text>by striking <quote>(hereafter in this section referred to as the <term>Office</term>)</quote>;</text></subparagraph></paragraph><paragraph id="HF6A3CCEB448D480AA29D4302A4DF2DBB"><enum>(4)</enum><text>by amending subsection (c), as so redesignated, to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H9750C90EA7C94A63A39AAB9CC803653E"><subsection id="H8DE8EE1EADF342159BA8029161BBA079"><enum>(c)</enum><header>Appointment of Assistant Administrator</header><paragraph id="H496FA143F92246EBA5366A2A06D08144"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Office shall be administered by an Assistant Administrator, who shall be an employee in the competitive service.</text></paragraph><paragraph id="H165847C8B26E45C086BC6F6AF878BD4C"><enum>(2)</enum><header>Qualifications</header><text display-inline="yes-display-inline">The Assistant Administrator shall—</text><subparagraph id="H92B1D98CF10F4585962BB5D66AC5234B"><enum>(A)</enum><text>have education or professional experience with, or knowledge of, rural affairs and issues relating to small business concerns; and</text></subparagraph><subparagraph id="HB590E05941AB439CA3AABA890E56A2BB"><enum>(B)</enum><text>have experience providing development assistance to rural small business concerns.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H79CB191CB2434E9681684C771879172E"><enum>(5)</enum><text>in subsection (d), as so redesignated—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8998f1f0e7024bd787508df365d61bcf"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by inserting <quote><header-in-text style="OLC" level="subsection">Duties</header-in-text>.—</quote> before <quote>The</quote>;</text></subparagraph><subparagraph commented="no" id="HF0E54759AE4546D5B17A32B39B7A00F3"><enum>(B)</enum><text>in paragraph (1), by striking <quote>small business concerns located in rural areas</quote> and inserting <quote>rural small business concerns</quote>; </text></subparagraph><subparagraph id="H4CC6BC2C61444570B808478860F870EB"><enum>(C)</enum><text>by amending paragraph (3) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8B8E50251762461DABCD3C068D65E7B1"><paragraph commented="no" display-inline="no-display-inline" id="id07c4480bb9a14e8ca93476eec1a5643c"><enum>(3)</enum><text display-inline="yes-display-inline">promote the policies and programs of the Administration and of other Federal departments and agencies for assisting rural small business concerns to industries, organizations, and State and local governments;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="H9E5E6F882A8242C68044F995BD37D25F"><enum>(D)</enum><text>in paragraph (4), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph><subparagraph id="H3F108D58DEB54DFD84C3662D258FF1F7"><enum>(E)</enum><text>in paragraph (5)—</text><clause id="H233CCD83BABB4B5BA660FE58A212850C"><enum>(i)</enum><text>by striking <quote>the United States Tourism and Travel Administration</quote> and inserting <quote>the National Travel and Tourism Office of the Department of Commerce</quote>;</text></clause><clause commented="no" id="H8B873A7486B2423D81FB203B309EFFA5"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>small businesses in rural areas</quote> and inserting <quote>rural small business concerns</quote>; and </text></clause><clause id="HBF226AE77559470F879F7AFAD10AE160"><enum>(iii)</enum><text>by striking the period at the end and inserting <quote>; and</quote>; and</text></clause></subparagraph><subparagraph id="H6A11536C0C9449CF8358B89A2BFA7972"><enum>(F)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H09A0B1B998174DD3A128E5CEEA2F8639"><paragraph id="HF331F0D8D7F445D195809FB1FCDC87EB"><enum>(6)</enum><text display-inline="yes-display-inline">host webinars and outreach events for rural small business concerns as described in subsection (e).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H490EE95A52F14C12888BE2653C7160E5"><enum>(6)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HE8AF2B03F9994E0EB9A557BFF383788C"><subsection id="HB4C953999CE64742B289C35136A9FF80"><enum>(e)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Assistant Administrator shall—</text><paragraph id="H759C530A952444C087B2887033B4A123"><enum>(1)</enum><text display-inline="yes-display-inline">host webinars and outreach events in various regions of the United States for rural small business concerns; and</text></paragraph><paragraph commented="no" id="H55FE39F80696413984BFA5E0410859C5"><enum>(2)</enum><text display-inline="yes-display-inline">invite representatives from district offices of the Administration, resource partners, Federal and State agencies, and other interested persons to participate in the webinars and outreach events described in paragraph (1).</text></paragraph></subsection><subsection id="id2315a7c4b1d443f6b71f64007d7b16c4"><enum>(f)</enum><header>Interagency cooperation</header><text>The Assistant Administrator shall coordinate with the Department of Agriculture to—</text><paragraph id="id37e18e284b4248cdbc059980866674ca"><enum>(1)</enum><text>conduct outreach regarding programs of the Administration and the Department of Agriculture and to improve awareness and utilization of the existing programs and services of each agency; and</text></paragraph><paragraph id="idd72bdd825eac44818d6143f58e6dc65d"><enum>(2)</enum><text>convene interagency working groups to address issues including—</text><subparagraph id="id27d12c91514b4cd3bfc1179c166ca5e3"><enum>(A)</enum><text>capital access and investment in rural areas of the United States, which may include—</text><clause id="id422abe0f405141b3a78c624cc8767289"><enum>(i)</enum><text>identifying synergies between the business loan programs of the Administration and the Department of Agriculture, including where intermediaries, such as those under the microloan program under section 7(m), as defined in paragraph (11) of such section, and the rural microentrepreneur assistance program established under section 379E of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/2008s">7 U.S.C. 2008s</external-xref>) and the intermediary relending program established under section 310H of that Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1936b">7 U.S.C. 1936b</external-xref>), may be able to participate in programs at both agencies;</text></clause><clause id="id118b5035497f4d57bab97be50b88bd9d"><enum>(ii)</enum><text>assessing opportunities for the Administration to facilitate the delivery of programs of the Department of Agriculture to rural communities through the district offices of the Administration, relationships with rural lenders, resource partners of the Administration, and joint outreach and marketing efforts, as well as opportunities for the Department of Agriculture to facilitate the delivery of programs of the Administration to rural communities;</text></clause><clause id="id08dbe2ab62954dfa89c765ba962ede50"><enum>(iii)</enum><text>improving information sharing and discussion of best practices between the Administration and the Department of Agriculture;</text></clause><clause id="ideb5e2b32b9c34837be70feeb52da7ef8"><enum>(iv)</enum><text>examining coordination between the small business investment company program under part A of title III of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/681">15 U.S.C. 681 et seq.</external-xref>) and related programs at the Department of Agriculture, including the Rural Business Investment Program of the Department of Agriculture;</text></clause><clause id="id9812ce7db82a4b2499503d7e76680c9c"><enum>(v)</enum><text>examining opportunities for coordination between the Administration, the Department of Agriculture, and community and nonprofit partners in the small business ecosystem, including resource partners, Regional Food Business Centers, and innovation clusters; and</text></clause><clause id="idcff34d2e00254bcea2fd44d1bc7494b3"><enum>(vi)</enum><text>addressing barriers and examining opportunities for cooperatives to participate in programs and access resources of the Administration that are similar to the financing programs of the Department of Agriculture that serve cooperatives; and</text></clause></subparagraph><subparagraph id="id6942b7c2db234bcf94ad1d91041fae42"><enum>(B)</enum><text>assisting businesses in rural areas of the United States, which may include—</text><clause id="id8669b845e1af4e7a9f38b56dbe0a3a2e"><enum>(i)</enum><text>identifying overlap among the rural markets identified by the Department of Agriculture, HUBZones, rural census tracts identified by the Administration, and underserved rural communities;</text></clause><clause id="id9d090eb47122455cbd1e630a7e6aafb8"><enum>(ii)</enum><text>exploring opportunities to support innovation clusters in rural areas;</text></clause><clause id="id3d3de6992dd646c5bf86790528e2b602"><enum>(iii)</enum><text>coordinating effective support initiatives that benefit Native Americans; and</text></clause><clause id="idf74fbe3b3cb14ff4bdb260f44a3ac654"><enum>(iv)</enum><text>collaborating on technical assistance, especially with respect to exportation and procurement. </text></clause></subparagraph></paragraph></subsection><subsection id="H100F3B0A79E64E9AB65D284586B2371E"><enum>(g)</enum><header>Report</header><paragraph id="HBBC1323CEF53460D99045C86E85E65D3"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this subsection, and annually thereafter, the Administrator shall submit to the Committee on Small Business and Entrepreneurship of the Senate and the Committee on Small Business of the House of Representatives, and make publicly make available on a website of the Administration, a report on the activities of the Office during the 1-year period immediately preceding the date of submission of the report.</text></paragraph><paragraph id="H1337AB2C12BA4FF489281F4148419AD4"><enum>(2)</enum><header>Contents</header><text>Each report required under paragraph (1) shall include the following:</text><subparagraph id="H00377E718D2840BC9D6CA128F95F0261"><enum>(A)</enum><text display-inline="yes-display-inline">The operational details of the Office, including the name of the Assistant Administrator, the budget of the Office, and the number of full-time employees employed by or detailed to the Office.</text></subparagraph><subparagraph id="H52B9646C86A34A1D98310F646BBBFC0F"><enum>(B)</enum><text>A summary of the activities conducted under subsection (d).</text></subparagraph><subparagraph id="H9EB348F12667429B9D37A02E195E2AB6"><enum>(C)</enum><text>The number of webinars and outreach events conducted by the Administration to promote policies and programs and provide information described in paragraphs (3) and (4), respectively, of subsection (c).</text></subparagraph><subparagraph display-inline="no-display-inline" id="H9B4B22FC407E44498DBEA4C673AA6CF1"><enum>(D)</enum><text>An analysis of gaps in lending programs of the Administration in serving the needs of rural small business concerns.</text></subparagraph><subparagraph id="H465FE6A3F2B9405087A7AA9A1843DE0C"><enum>(E)</enum><text display-inline="yes-display-inline">Information gathered from any webinars and outreach events conducted by the Administration during the period covered by the report.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1ab3351128e546228f547b8d882743c0"><enum>(F)</enum><text display-inline="yes-display-inline">A summary of activities conducted under subsection (f), including—</text><clause id="id7059e0253048427f906cf9fa44945d15"><enum>(i)</enum><text>the status of any memorandum of understanding between the Administration and the Department of Agriculture to further the goals of improving service delivery, advice, and assistance for rural small business concerns;</text></clause><clause id="id38cb94990cd340ed9cc5b39d517dc503"><enum>(ii)</enum><text>a summary of outreach efforts under subsection (f)(1);</text></clause><clause id="id786c5e42afdf4c9481def98784d52f90"><enum>(iii)</enum><text>a summary of working groups created under subsection (f)(2), including any synergies identified in capital access programs under subparagraph (A) of such subsection; and</text></clause><clause id="id5cfe64f99217497a8e0828ff407c214b"><enum>(iv)</enum><text>efforts to coordinate outreach under subsection (f)(2)(B).</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
