<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 4617</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240620">June 20, 2024</action-date><action-desc><sponsor name-id="S380">Mr. Peters</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To exempt National Guard Bilateral Affairs Officers from active-duty end strength limits and to clarify the congressional committees to which the Secretary of Defense shall submit an annual report on security cooperation activities. </official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="id8f8df9d9fad24a0483ec59afe907210e" section-type="section-one"><enum>1.</enum><header>Exemption of National Guard Bilateral Affairs Officers from active-Duty end strength limits and modification of annual reporting requirement regarding security cooperation activities</header><subsection commented="no" display-inline="no-display-inline" id="idef24d157ba0642708c248b22b07ee00b"><enum>(a)</enum><header display-inline="yes-display-inline">Exemption of National Guard Bilateral Affairs Officers from active-Duty end strength limits</header><text display-inline="yes-display-inline">Section 115(i) of title 10, United States Code, is amended by adding at the end the following new paragraph:</text><quoted-block id="id6F7324560E9449A3A8377598EE9FB742" style="OLC" act-name=""><paragraph id="id6B0068AE5B424D9680F2DEC73DE6B25C"><enum>(14)</enum><text>Members of the National Guard on active duty or full-time National Guard duty serving as Bilateral Affairs Officers as part of the National Guard State Partnership Program.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id2a12be9d1b824e0c945c0d2f56ccd6d4"><enum>(b)</enum><header>Modification of annual reporting requirement regarding security cooperation activities</header><text>Section 386(a) of title 10, United States Code, is amended by striking <quote>appropriate congressional committees</quote> and inserting <quote>congressional defense committees</quote>. </text></subsection></section></legis-body></bill>
