which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Deputy Assistant Secretary for Minority Health, to award grants to faith- or community-based organizations to address persistent health inequities and chronic disease challenges.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HC1C377CB45F1493B8C89413AF5BAFA1E"><section section-type="section-one" id="H28686251AE3B40D294F996416F1426E6"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health Equity Innovation Act of 2024</short-title></quote>.</text></section><section id="H4BBFC2454DDB4AB69CCFEB3A1977C453"><enum>2.</enum><header>Health Equity Innovation Grant Program</header><text display-inline="no-display-inline">Part P of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g">42 U.S.C. 280g et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HBD004749243C4BE4A40E019AFDDCE131"><section id="HD062442FE6F9407BA8FBF673AFC60BAE"><enum>399V–8.</enum><header>Health Equity Innovation Grant Program</header><subsection id="H2E43DCC53F57442494966E33A2BA3F96"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Deputy Assistant Secretary for Minority Health (in this section referred to as the <quote>Secretary</quote>), may award grants to eligible entities to expand access to culturally and linguistically appropriate care, encourage innovation, and address persistent health inequities and chronic disease challenges, including by—</text><paragraph id="H9266D833D8014D7A9033A10194B5A5A7"><enum>(1)</enum><text>paying the costs of necessary medical services, health screenings, tests, and other preventive services;</text></paragraph><paragraph id="HE75475ED66104122832EEDF488EA4371"><enum>(2)</enum><text>expanding access to care, such as by—</text><subparagraph id="HEADAB2F44B054A428D1F28D6BEB1D420"><enum>(A)</enum><text>expanding access to health care and public health services;</text></subparagraph><subparagraph id="H1EFB0E351D524C639EF6296DEA649086"><enum>(B)</enum><text>expanding the diversity of types of health workers;</text></subparagraph><subparagraph id="HF2175FBCBBE64935839F6A1201D27992"><enum>(C)</enum><text>expanding the availability of culturally and linguistically appropriate services; and</text></subparagraph><subparagraph id="H82D1408D802B476AA6E8CB805A327FD9"><enum>(D)</enum><text>addressing other social determinants of health and barriers to receiving timely and quality care;</text></subparagraph></paragraph><paragraph id="H9A982E24EAA24821B15B57C0CFFC87F9"><enum>(3)</enum><text>supporting—</text><subparagraph id="HF9D6D37D307C4F48B34CC5B25A40259A"><enum>(A)</enum><text>community health navigators;</text></subparagraph><subparagraph id="HE36FEC701F1F43EA9BD92EB97AD14AD0"><enum>(B)</enum><text>community health workers (also known as <quote>promotores de salud</quote>);</text></subparagraph><subparagraph id="H45296C395E8246DFAE60E4B07C039602"><enum>(C)</enum><text>peer support specialists;</text></subparagraph><subparagraph id="HD27876523AC649F99EDA292F03909B0F"><enum>(D)</enum><text>community health representatives; and</text></subparagraph><subparagraph id="HF0470193E20C446C9073F56E88D08230"><enum>(E)</enum><text>other health care professionals, including those who work with faith- or community-based organizations as trusted messengers with lived experiences to support access and connection to care;</text></subparagraph></paragraph><paragraph commented="no" id="H23058B19124A4E2386FC278CBFE49696"><enum>(4)</enum><text display-inline="yes-display-inline">expanding the capacity of the eligible entity; and</text></paragraph><paragraph id="H59F1A369ADF0486FAC3122DE7467EDA5"><enum>(5)</enum><text>carrying out other programs that address social determinants of health.</text></paragraph></subsection><subsection id="H190A06DD66674C44A42982F69B209E6E"><enum>(b)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">To be eligible for a grant under this section, an entity shall be a faith- or community-based organization that—</text><paragraph id="H0B52DEB9992247CE804BA733A428C95C"><enum>(1)</enum><text display-inline="yes-display-inline">has demonstrated an ability to address chronic health disparities and health conditions in communities disproportionately affected by such disparities and conditions; and</text></paragraph><paragraph id="H5FCFD3698D144A3A9BCA0B1EC20DD040"><enum>(2)</enum><text>is located in a medically underserved community or a designated health professional shortage area.</text></paragraph></subsection><subsection id="H31E530C23A4F41BE8749B2F9B320AE68"><enum>(c)</enum><header>Community-Based organization defined</header><text display-inline="yes-display-inline">In this section, the term <term>community-based organization</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965.</text></subsection><subsection id="HECF446A6B1FD457E9D88C844F7AA3F4B"><enum>(d)</enum><header>Authorization of appropriations</header><paragraph id="H5FF19F7513354A6A98BDA1B204F3D8B3"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to carry out this section—</text><subparagraph id="HE5719BDEEB904DDA8C498AA854041C87"><enum>(A)</enum><text>$50,000,000 for fiscal year 2024;</text></subparagraph><subparagraph id="H0938FBDFDE49458F910ACA100B334883"><enum>(B)</enum><text>$55,000,000 for fiscal year 2025;</text></subparagraph><subparagraph id="HCDE54866D0144E17AC259EC234853E96"><enum>(C)</enum><text>$60,000,000 for fiscal year 2026;</text></subparagraph><subparagraph id="H415BED92F5394B7FB46156AD22476D01"><enum>(D)</enum><text>$65,000,000 for fiscal year 2027; and</text></subparagraph><subparagraph id="HDEB51AD19EB34B6FB1CEE193156DECF0"><enum>(E)</enum><text>$70,000,000 for fiscal year 2028.</text></subparagraph></paragraph><paragraph id="H449AB0D1586D4368821D8C5B07736A5E"><enum>(2)</enum><header>Administrative costs</header><text display-inline="yes-display-inline">Of the funds appropriated to carry out this section, not more than 5 percent may be used by the Secretary for the administrative costs of carrying out this section.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
