and</text></paragraph><paragraph id="id0A6DE094DC364C5AB8BB62A24340306D"><enum>(2)</enum><text display-inline="yes-display-inline">by striking the item relating to subtitle D of title V. </text></paragraph></subsection></section></title><title id="id8a408fba39914d1fabc71c9a147570b5" style="OLC"><enum>II</enum><header>Limiting Federal mandates </header><section id="idbcce0f80d92a408fa69a1676c1153aab"><enum>201.</enum><header>Limitation on Federal mandates imposed on entities seeking Federal funds</header><subsection commented="no" display-inline="no-display-inline" id="id6494fd2c233f4f3aaebb528f309e4074"><enum>(a)</enum><header display-inline="yes-display-inline">Definition</header><text>In this section, the term <term>agency</term> means an establishment in the executive branch of the Federal Government. </text></subsection><subsection id="id67e92956a4f44fd8b1492c96fef50856"><enum>(b)</enum><header>Limitation</header><text>The head of an agency may not impose on an entity seeking Federal funding from the agency a mandate to have in effect any of the following policies: </text><paragraph id="id3bfd6c95aeb9404f9bc721088f9a0f22"><enum>(1)</enum><text>Policies relating to prioritizing hiring, training, and retaining employees comparable to policies established in Executive Order 14305 (86 Fed. Reg. 34593; relating to diversity, equity, inclusion, and accessibility in the Federal workforce).</text></paragraph><paragraph id="id4d351eb69abf41119582d2e5954fba49"><enum>(2)</enum><text>Policies for a workforce plan or a commitment to include plans to hire, train, and retain a diverse workforce, including economically disadvantaged individuals.</text></paragraph><paragraph id="idd0be1eea3d70411eabe4fc4874a79588"><enum>(3)</enum><text>Policies on the provision of childcare for children of employees.</text></paragraph><paragraph id="idf492dfe4a5c647d8974150f88fb838d4"><enum>(4)</enum><text>Policies on the provision of wraparound services for the workforce, including adult care, transportation services, housing assistance, and emergency cash assistance.</text></paragraph><paragraph id="id572f175b91314245b9d0e64241a26212"><enum>(5)</enum><text>Policies on a community investment plan, including affordable housing, housing vouchers, and transportation services.</text></paragraph><paragraph id="id97bcba980d4144438e4a7a965894cb21"><enum>(6)</enum><text>Policies on planning projects specifically designed to minimize potentially adverse impacts on the environment and local communities.</text></paragraph><paragraph id="id4ae9d4c243ca46d9810ce7534697ad87"><enum>(7)</enum><text>Policies on planning to mitigate climate change or environmental justice concerns.</text></paragraph><paragraph id="id2024b6d282064562bca1206231e008b6"><enum>(8)</enum><text>Policies on sustaining existing or establishing new project labor agreements. </text></paragraph><paragraph id="id55ccee12d61d47e79822d0b069fc38e7"><enum>(9)</enum><text>Policies on consultation with local labor organizations. </text></paragraph></subsection></section></title></legis-body></bill>
