which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Agriculture and Consumer Protection Act of 1973 to establish a pilot program to award grants to facilitate home delivery of commodities under the commodity supplemental food program, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HB4BB4A07D1C448CDA88FDAE4FB74FC69"><section section-type="section-one" id="H2306E4AEA2F0430088CE6E1061ADBD28"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Delivering for Rural Seniors Act of 2024</short-title></quote>.</text></section><section id="H3F3FD56012574C599767AAB1CB2C13B7"><enum>2.</enum><header>Commodity supplemental food program home delivery pilot program</header><text display-inline="no-display-inline">The Agriculture and Consumer Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/7/612c">7 U.S.C. 612c</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/93/86">Public Law 93–86</external-xref>) is amended by inserting after section 5 the following:</text><quoted-block id="HB1509FF026214191A04D21DE617434D7"><section id="H35DBEF75D8FD4CBCA31FD506944FD048"><enum>5A.</enum><header>Commodity supplemental food program home delivery pilot program</header><subsection id="HEB3356D2406D4F82A2C2BBC0BFA0C8B1"><enum>(a)</enum><header>Purposes</header><text>The purposes of this section are—</text><paragraph id="HF7CAF7C98BF34B568D35D6B5A44C5FBA"><enum>(1)</enum><text>to award grants for the operation of projects that increase access for low-income elderly persons to commodities through home delivery; and</text></paragraph><paragraph id="HF5B3EBBE359649AB9B9CC5B4F05FC4A3"><enum>(2)</enum><text>to evaluate those projects.</text></paragraph></subsection><subsection id="HC8DA52F679E54C25A7312B6B77C02D45"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H5E7E46AE8DF64BAE8FEC0C007C388911"><enum>(1)</enum><header>Commodity supplemental food program</header><text display-inline="yes-display-inline">The term <term>commodity supplemental food program</term> means the program established under section 4.</text></paragraph><paragraph id="H436B78ECE15B4E4089F2CB52C34E7E29"><enum>(2)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text><subparagraph id="HCC99227FA30842CAA903641940E3767A"><enum>(A)</enum><text>a local agency; or</text></subparagraph><subparagraph id="HD23130CFA3D54183A08404368C86975B"><enum>(B)</enum><text>a subdistributing agency.</text></subparagraph></paragraph><paragraph id="HFE77390816994A8388E6C8758CB10046"><enum>(3)</enum><header>Local agency; State agency; subdistributing agency</header><text>The terms <term>local agency</term>, <term>State agency</term>, and <term>subdistributing agency</term> have the meanings given those terms in section 247.1 of title 7, Code of Federal Regulations (or a successor regulation). </text></paragraph><paragraph id="H7BA862029E52419C98BAAE1747C72E2F"><enum>(4)</enum><header>Rural area</header><text>The term <term>rural area</term> has the meaning given the term in section 343(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1991">7 U.S.C. 1991(a)</external-xref>). </text></paragraph></subsection><subsection id="HB61C8DB694984DECBC41457358B89BDC"><enum>(c)</enum><header>Grants</header><text>The Secretary shall award grants, on a competitive basis, to State agencies to carry out the activities described in subsection (f)(1).</text></subsection><subsection id="HD5F411E6DFD341229B0210C037204959"><enum>(d)</enum><header>Maximum grant award</header><text>The amount of a grant awarded to a State agency under subsection (c) may not exceed the lesser of—</text><paragraph id="H4F5341FD04134FF1BECC2B2065FE5AF1"><enum>(1)</enum><text display-inline="yes-display-inline">$4,000,000; and</text></paragraph><paragraph id="H13316175AE554EC2859FBFE98A39B445"><enum>(2)</enum><text>the product obtained by multiplying—</text><subparagraph commented="no" display-inline="no-display-inline" id="idcfa8d12779e042bfac3a50799934c1d5"><enum>(A)</enum><text display-inline="yes-display-inline">the commodity supplemental food program caseload of the applicable State at the time that the application for the grant is submitted under subsection (e); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id072fb59106364def9606dd0130a25ac8"><enum>(B)</enum><text display-inline="yes-display-inline">$60.</text></subparagraph></paragraph></subsection><subsection id="H293ACDEE4F8D48EBAA81B2522052DCBD"><enum>(e)</enum><header>Applications</header><text>A State agency seeking a grant under subsection (c) shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="H4C2805E1BDAB46989F63977CE090D4C1"><enum>(f)</enum><header>Use of grant funds</header><paragraph commented="no" display-inline="no-display-inline" id="id1e436ee2bcd2450291f7393f6861aae1"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A State agency awarded a grant under subsection (c) shall distribute the grant funds to eligible entities to operate projects that facilitate home delivery of commodities to participants in the commodity supplemental food program, including for costs associated with—</text><subparagraph id="H72FEB1C1D2F84FC3BBDD829F42A14652"><enum>(A)</enum><text>transportation and distribution of commodities to participants in the commodity supplemental food program, including transportation and distribution services provided by a third party;</text></subparagraph><subparagraph id="HA90BB04F9FF9465E96E615495327871E"><enum>(B)</enum><text>staffing required to operate home delivery services; and</text></subparagraph><subparagraph id="HFD571E86461940F9BE93B4A047B1E4C5"><enum>(C)</enum><text>outreach to participants or potential participants in the commodity supplemental food program with respect to home delivery.</text></subparagraph></paragraph><paragraph id="H23F12D6E54D6409EA18D01C6513C5625"><enum>(2)</enum><header>Priority</header><text>In distributing grant funds in accordance with paragraph (1), a State agency shall prioritize eligible entities that serve participants in the commodity supplemental food program who reside in a rural area.</text></paragraph></subsection><subsection id="H4ABDD28F85524368BC88127BD3C6B081"><enum>(g)</enum><header>Report to the Secretary</header><text>Not later than 180 days after the end of the fiscal year in which a State agency is awarded a grant under subsection (c), and each fiscal year thereafter until all grant funds are expended, a State agency shall submit to the Secretary a report that includes—</text><paragraph id="H83A13E0948784B899BFDBA29747C0A53"><enum>(1)</enum><text>a summary of the activities carried out under the projects funded by the grant, including the quantity of commodities delivered, number of participants in the commodity supplemental food program served, and total number of deliveries;</text></paragraph><paragraph id="H0EB9B9A83F074985973DBB6F02B7048A"><enum>(2)</enum><text>an assessment of the effectiveness of those projects, including—</text><subparagraph id="HF2D117A6E11D4DC29EF57054F0822E21"><enum>(A)</enum><text>a calculation of the average cost per delivery; and</text></subparagraph><subparagraph id="H4DC7E47D4A8342A1B26C20B59AD7C4C5"><enum>(B)</enum><text>an evaluation of any services provided by a third party; and</text></subparagraph></paragraph><paragraph id="HAB2ACB46F7FF4F65AEF6FF0F95827174"><enum>(3)</enum><text>best practices regarding use of home delivery to improve the effectiveness of the commodity supplemental food program.</text></paragraph></subsection><subsection id="HD1E0C4EE70ED4E3C84AE9381C307E336"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2025 through 2027, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
