Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for the establishment of a National Synthetic Biology Center, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Synthetic Biology Advancement Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id247841da58494756bd99051f2c2cd2d9"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text><paragraph id="id67eef0804bde4afbbec3e4b37a3d25d9"><enum>(1)</enum><text>the application of synthetic biology to accelerate innovation in food and agriculture is critical to—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc868b735ae06436e81662ebeab50ff74"><enum>(A)</enum><text display-inline="yes-display-inline"> the national security and economic future of the United States; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idca6e3d391bf44318b1aaa1cdb4204486"><enum>(B)</enum><text display-inline="yes-display-inline">the ability of the United States to feed and fuel the global economy;</text></subparagraph></paragraph><paragraph id="id4764274888b64486904d08ee42971b63"><enum>(2)</enum><text>while agriculture has experienced significant advancements in productivity and sustainability, the future of the food system relies on disruptive technologies catalyzed by synthetic biology at the intersections of soil health, plant science, animal health, and, ultimately, human health;</text></paragraph><paragraph id="idfba237fa9892444c9ab211df6fc9d6a0"><enum>(3)</enum><text>synthetic biology is a key tool to defend against terrorism and high-consequence events;</text></paragraph><paragraph id="id6325fa3c56894a7294024834ac251609"><enum>(4)</enum><text>investments into synthetic biology will catalyze the strengths of engineering, agriculture, and manufacturing to develop a resilient food and agriculture system;</text></paragraph><paragraph id="id141817e9b7474a70b6133222262f7537"><enum>(5)</enum><text>resiliency is accomplished through advanced biotechnology and digital solutions to keep the United States at the forefront of feeding the United States and the world;</text></paragraph><paragraph id="id7a06607ca68348a0962d188d3d13bbb5"><enum>(6)</enum><text>Congress has historically prioritized a safe and secure food supply in the United States, as evidenced by the enactment of the Securing Our Agriculture and Food Act (<external-xref legal-doc="public-law" parsable-cite="pl/115/43">Public Law 115–43</external-xref>; 131 Stat. 884); and</text></paragraph><paragraph id="id4b198cf7252445f59ac85cb9b26214b6"><enum>(7)</enum><text>innovation and research are necessary to push the boundaries of science to develop disruptive technologies that advance national security through food security.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="ide077301c6f31401988fffa83c2716d28"><enum>3.</enum><header>National Synthetic Biology Center</header><subsection commented="no" display-inline="no-display-inline" id="id3184ef1fea56435189c8ce05bd06117b"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="idc2e3e1bce14f46a2937d60ea44ca8a83"><enum>(1)</enum><header>1862 Institution; 1890 institution</header><text>The terms <term>1862 Institution</term> and <term>1890 Institution</term> have the meanings given those terms in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/7/7601">7 U.S.C. 7601</external-xref>).</text></paragraph><paragraph id="id2a8acd061247496ba31131dcac3c32f0"><enum>(2)</enum><header>1994 Institution</header><text>The term <term>1994 Institution</term> has the meaning given the term in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/301">7 U.S.C. 301</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/382">Public Law 103–382</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idab7f7c3392bb40e18513f2944511be28"><enum>(3)</enum><header>Center</header><text>The term <term>Center</term> means the National Synthetic Biology Center established under subsection (b)(1).</text></paragraph><paragraph id="idbce218ac27b0423f84813fe62abb1f2e"><enum>(4)</enum><header>Eligible institution</header><text>The term <term>eligible institution</term> means—</text><subparagraph id="id00574b640d3a4cf7ab950cd873173791"><enum>(A)</enum><text>an 1862 Institution;</text></subparagraph><subparagraph id="id909d606357014c77aa5734330defe017"><enum>(B)</enum><text>an 1890 Institution; and</text></subparagraph><subparagraph id="id622787bb78104fec8ea96b95edd2cfcb"><enum>(C)</enum><text>a 1994 Institution.</text></subparagraph></paragraph><paragraph commented="no" id="ID98E6438C5D8942F49E3F464A7FD4D82C"><enum>(5)</enum><header>National Laboratory</header><text>The term <term>National Laboratory</term> has the meaning given the term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>). </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id449244bc33594e7481f4284a4504d811"><enum>(6)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture. </text></paragraph></subsection><subsection id="id7670df1eb1f54b349736407df4be3631"><enum>(b)</enum><header>Establishment of National Synthetic Biology Center</header><paragraph commented="no" display-inline="no-display-inline" id="id766e40784ce44fa59ba8768b06cba743"><enum>(1)</enum><header>In general</header><text>The Secretary, in consultation with the head of any other relevant Federal agency, shall establish a center, to be known as the <quote>National Synthetic Biology Center</quote>, to award grants, on a competitive basis, to eligible institutions.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7034fa34c83341c1816789d5a43fc6db"><enum>(2)</enum><header>Purpose</header><text>The purpose of the Center is to provide a hub for researchers and industry partners in the United States to discover and develop science-based solutions based on synthetic biology to improve agricultural performance while minimizing environmental impact and improving overall food system resiliency.</text></paragraph></subsection><subsection id="idfb38bc67641b42bc91262a27f164a798"><enum>(c)</enum><header>Partnerships</header><text>The Center shall provide grants to eligible institutions to carry out projects in partnership with not fewer than 1 other entity, which may include—</text><paragraph id="id1ddd382890b7498ab4a9d35486e80476"><enum>(1)</enum><text>a nonprofit organization;</text></paragraph><paragraph id="id577c72e4421b40b4b6a71a29503ffb97"><enum>(2)</enum><text>a State entity;</text></paragraph><paragraph id="id5c0d57c7fc49407bb01ffba3d1a75438"><enum>(3)</enum><text>a National Laboratory;</text></paragraph><paragraph id="id442d5302fc7f4f1eb60c47ee0033a872"><enum>(4)</enum><text>an 1862 Institution;</text></paragraph><paragraph id="id54dc3e34a4ea4b67875aae9b3cd5d574"><enum>(5)</enum><text>an 1890 Institution;</text></paragraph><paragraph id="iddf35b752c46e43a9b8a6930b832b6f1b"><enum>(6)</enum><text>a 1994 Institution; or</text></paragraph><paragraph id="id6f92231a31fc4b828d10d5b65cea6f77"><enum>(7)</enum><text>any combination of entities described in paragraphs (1) through (6).</text></paragraph></subsection><subsection id="id8733d2fe3030409884c623b730feb620"><enum>(d)</enum><header>Application</header><paragraph commented="no" display-inline="no-display-inline" id="id3dfb03e388884c309e8e4476c6ee54c9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An eligible institution seeking a grant under this section shall submit an application to the Center at such time, in such manner, and containing such information as the Center may require.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1c6eb550ae6941e09e9933eeff8b9092"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">An application submitted under paragraph (1) shall include, at a minimum, a description of how the proposed project will—</text><subparagraph id="id998b8974499e49219784f4e15cc3070c"><enum>(A)</enum><text>promote innovative synthetic biology technologies and practices that address current and emerging challenges in the food and agriculture sector;</text></subparagraph><subparagraph id="id0667a9c2394e4211b2b750f274faa087"><enum>(B)</enum><text>foster the development and dissemination of science-based educational resources and training programs on synthetic biology for stakeholders in the agricultural community;</text></subparagraph><subparagraph id="idead02fb38a80488b83fc929f8db9242f"><enum>(C)</enum><text>enhance the efficiency, sustainability, and resiliency of food production systems through synthetic biology interventions; and</text></subparagraph><subparagraph id="id40327afcbc344dfba4d05b70c5ab98f2"><enum>(D)</enum><text>monitor and evaluate the impacts, benefits, and challenges of implementing synthetic biology solutions in real-world agricultural settings. </text></subparagraph></paragraph></subsection><subsection id="id8a090c8cfd12438eaac6c5317f16e650"><enum>(e)</enum><header>Use of funds</header><paragraph commented="no" display-inline="no-display-inline" id="ida2b722fee0704ff1a8f942202c645f46"><enum>(1)</enum><header>Research priorities</header><text display-inline="yes-display-inline">In awarding grants to eligible institutions, the Center shall prioritize the following areas of research:</text><subparagraph id="idc3d4ff0ca2ea4f0caa2fcb5cdefcef4f"><enum>(A)</enum><text>Cellular biology.</text></subparagraph><subparagraph id="id401bd1e6d1a14d96a030e3151be947e0"><enum>(B)</enum><text>Genomes to phenomes.</text></subparagraph><subparagraph id="id24947884e4df40f3a737feb20dfbb50c"><enum>(C)</enum><text>Microbiomes or microbes.</text></subparagraph><subparagraph id="id12eb54c540cd443ab79c883ded688c9e"><enum>(D)</enum><text>Gene editing.</text></subparagraph><subparagraph id="id55c04ca16f6f41d6b75b302161a324e4"><enum>(E)</enum><text>Digital agriculture.</text></subparagraph><subparagraph id="idfaf0f1ff8cfd496594d2a0ce7aa8e413"><enum>(F)</enum><text>Fermentation.</text></subparagraph><subparagraph id="idd1f191e755c74037b789279afca4e51e"><enum>(G)</enum><text>Controlled environment agriculture.</text></subparagraph></paragraph><paragraph id="idbb5934262c8f462b9e3f0e4e80d087f1"><enum>(2)</enum><header>Purposes</header><text>An eligible institution receiving a grant from the Center may use the grant for the following purposes:</text><subparagraph id="idb0f6755294f94ed2926880f99492a1da"><enum>(A)</enum><text>To explore and advance biotechnology applied to food science in the creation of new protein sources for human and animal consumption.</text></subparagraph><subparagraph id="id13a0c340a3e94fc095b1c0e04e9061a0"><enum>(B)</enum><text>To build on the Agricultural Genome to Phenome Initiative (also known as the <quote>AG2PI</quote>) of the National Institute of Food and Agriculture to inform approaches to understanding how variable weather, environments, and production systems interact with genetic diversity in crops and animals to impact growth and productivity.</text></subparagraph><subparagraph id="idcce5bc7423f04269b85b80fb0112b188"><enum>(C)</enum><text>To advance the development and commercialization of nutritional and therapeutic innovations to improve the health of livestock and companion animals.</text></subparagraph><subparagraph id="id3f0a1316319a48beb08ff6d634bb5487"><enum>(D)</enum><text>To create new crops that have functional mutations that improve performance and increase climate resiliency through increased efficiency in the use of inputs and increased disease and pest resistance.</text></subparagraph><subparagraph id="id0fc590d79fb54c399c51115cd1e48da4"><enum>(E)</enum><text>To apply artificial intelligence, machine learning, data science, and advanced computational processes to accelerate modeling and measurement for new synthetic biological solutions.</text></subparagraph><subparagraph id="idff5483c528c04fd69e4c967ae28242e8"><enum>(F)</enum><text>To strengthen advanced manufacturing sciences and infrastructure to use microorganisms to produce food and agricultural products, including vaccines, crop protection products, and food products for human and animal nutrition, by capitalizing on the strength of food science, engineering, and pharmacy.</text></subparagraph><subparagraph id="id080aa4cfd383428db6560d107767a3c7"><enum>(G)</enum><text>To advance diversity of crops to increase the food supply and explore pharmaceutical plant-based derivatives within a controlled environment.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id59b610d4eb5b463d9af5006f9bd6aa18"><enum>(f)</enum><header>Timing of awards</header><text>Not later than 1 year after the date of enactment of this Act, the Center shall begin awarding grants under this section.</text></subsection><subsection id="id2d538c75539543dea41c39d26a6daa99"><enum>(g)</enum><header>Coordination</header><paragraph commented="no" display-inline="no-display-inline" id="id7148ccba132b441ea49f314c08601bd4"><enum>(1)</enum><header>Grant recipients</header><text display-inline="yes-display-inline">An eligible institution receiving a grant from the Center under this section shall endeavor to coordinate with a wide range of experts and researchers to create efficiency in the innovation development pipeline.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id58e1593236b1489ba204dd1f823243b1"><enum>(2)</enum><header>Center</header><text display-inline="yes-display-inline">The Center shall coordinate with technology transfer offices or technology licensing offices in order to disseminate innovations and reach commercialization.</text></paragraph></subsection><subsection id="id2c42e92dbf564f20bd922790dc7df5bc"><enum>(h)</enum><header>Website</header><text>The Center shall establish and maintain a website with a user friendly portal in order to disseminate synthetic biology findings and connect researchers and innovators to collaborative opportunities.</text></subsection><subsection id="id28d0b6dd93e44c8e899b3cd0d5a4ebc2"><enum>(i)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this Act, and every 2 years thereafter, the Center shall submit to the relevant committees of Congress a report detailing—</text><paragraph commented="no" display-inline="no-display-inline" id="id473fdc4ce0814fb7b7385f280b89bfc2"><enum>(1)</enum><text display-inline="yes-display-inline">any findings from the research funded by the Center;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id202d26fae44a4621bb7ba02b3c33f89d"><enum>(2)</enum><text display-inline="yes-display-inline">the progress of any innovation funded by the Center;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcb2f73310d5841879cc133a478beec7e"><enum>(3)</enum><text>a description of the focus and proposed goals of each grant recipient;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id11eaa2cb68a54acbbc02bb19f056c8ed"><enum>(4)</enum><text>an assessment, based on a common set of metrics across all grant recipients, of the success of each grant recipient in improving efficiency in the innovation development pipeline; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6f7b6ab3c372474baaf79221f8fd3dce"><enum>(5)</enum><text>any recommendations for administrative or legislative action that may optimize the effectiveness of the research activities carried out by grant recipients under this section.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7c3c3e8dc4cb496a84a42d29c6e0f1f2"><enum>(j)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary—</text><paragraph commented="no" display-inline="no-display-inline" id="idb2832e3cafa04dc788b57b41e39e2aee"><enum>(1)</enum><text display-inline="yes-display-inline">$5,000,000 for each of fiscal years 2025 through 2029, to remain available until expended, for the awarding of grants by the Center; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide75abe63289c41929e2765358517b15a"><enum>(2)</enum><text display-inline="yes-display-inline">$1,000,000 for each of fiscal years 2025 through 2029, to remain available until expended, for the establishment of the Center and for other activities of the Center.</text></paragraph></subsection></section></legis-body></bill>
