which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To ensure the timely approval of requests to export defense articles and provide defense services to the State of Israel and the fulfillment of each such agreement.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Assuring Resupply of Munitions Act of 2024</short-title></quote> or the <quote><short-title>ARM Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id59ccee4d92ba4df88210d0e309ef0e81"><enum>2.</enum><header>Required provision of military assistance to Israel</header><subsection id="idb1f93e9da36643b9ac0f825cc5a63bd3"><enum>(a)</enum><header>Approval of licenses</header><text>Not later than one day after the date of the enactment of this Act and notwithstanding any provision of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751 et seq.</external-xref>), the President shall approve all pending requests, applications, and licenses for the export of defense articles or defense services to the Government of Israel.</text></subsection><subsection id="id27cfc654b25949c689ac2f801665360a"><enum>(b)</enum><header>Transfer of munitions and weapons</header><paragraph commented="no" display-inline="no-display-inline" id="id7773aa19589f47faaf6fdc781ddbe133"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>As soon as practicable after the date of the enactment of this Act, the President shall transfer the defense articles and provide the defense services described in subsection (a) to the Government of Israel.</text></paragraph><paragraph id="id2c776944a4634975b8e1fce6e24c9278"><enum>(2)</enum><header>Certification</header><text>Not later than 10 days after the date of the enactment of this Act, and every 30 days thereafter until December 31, 2025, the Secretary of State and the Secretary of Defense shall provide to the appropriate congressional committees a report that includes—</text><subparagraph id="id6f084fb8d30f4528a31c898a83e6560f"><enum>(A)</enum><text>a list of each request, application, or license for the export of defense articles or defense services to the Government of Israel that was pending on the date of the enactment of this Act; and</text></subparagraph><subparagraph id="id420b9c1669db4ad88b62f9b2443ebd9c"><enum>(B)</enum><text>a certification whether those defense articles or defense services have been provided or, if they have not been provided, an estimate of when they will be provided.</text></subparagraph></paragraph></subsection><subsection id="idad8dcb4a0eb84c8782cb8a1492bc6f2d"><enum>(c)</enum><header>Prohibition on obstruction of transfers</header><paragraph id="idab149378567e435c91d6b057b1ed0f36"><enum>(1)</enum><header>Prohibition on obstruction of transfers</header><text>No executive officer or employee may halt, defer, or otherwise prevent the transfer of defense articles or defense services described in subsection (a) to the Government of Israel.</text></paragraph><paragraph id="ide2dbeab4c2344f5ba98d6a1a3819e83d"><enum>(2)</enum><header>Sunset</header><text>The prohibition under paragraph (1) shall terminate one year after the President certifies to the appropriate congressional committees that the state of Israel is not engaged in active hostilities. </text></paragraph></subsection><subsection id="idf23ffc7f31b94b8c8446052e674ae3e2"><enum>(d)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph id="id71859851e1e545fc8a0156a923b84e86"><enum>(1)</enum><text>the Committee on Foreign Relations, the Committee on Armed Services, and the Committee on Appropriations of the Senate; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id578ee1e2d5dd42aba7beeb881e071a3f"><enum>(2)</enum><text>the Committee on Foreign Affairs, the Committee on Armed Services, and the Committee on Appropriations of the House of Representatives.</text></paragraph></subsection></section></legis-body></bill>
