which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary of Agriculture to establish a program under which the Secretary shall award competitive grants to eligible entities for the purpose of establishing and enhancing farming and ranching opportunities for veterans, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H89D3AF06EABC4DD19E247335AA9C06B7"><section section-type="section-one" id="H95F12B33046E42F78C1AEC77BCAB038F"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Colonel Gary LaGrange AgVets Act of 2024</short-title></quote>.</text></section><section section-type="subsequent-section" id="idEFB7A97C644B48D5B9A5ABDAA84D8F6C"><enum>2.</enum><header>Agriculture grants for veteran education and training services</header><text display-inline="no-display-inline">Title IV of the Agricultural Research, Extension, and Education Reform Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/7/7624">7 U.S.C. 7624 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H410C7714061B425DAC89E0D503A0E1A3"><section id="H36C617AA8CAC4C05A9F4AC5DE4F5D330"><enum>414.</enum><header>Agriculture grants for veteran education and training services</header><subsection id="id3CE73AF2A9DF4A6C9FC58FC47BE323B9"><enum>(a)</enum><header>Definition of veteran</header><text>In this section, the term <term>veteran</term> has the meaning given the term in section 101 of title 38, United States Code.</text></subsection><subsection id="H2BAC8E10D77F485998B29DDF3AE7505A"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall establish a program under which the Secretary shall award competitive grants to eligible entities described in subsection (c) for the purpose of establishing and enhancing farming and ranching opportunities for veterans.</text></subsection><subsection id="HEF0E0DF2234A4C0DB2B8283FA5DF69BB"><enum>(c)</enum><header>Eligible entities</header><text>An entity is eligible for a grant under this section if the entity is—</text><paragraph id="HD4938ABF699D445195C52D9BF819D919"><enum>(1)</enum><text>a cooperative extension service (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>));</text></paragraph><paragraph id="H4EACFD0B6A654F5EA05A16E595A0EDFA"><enum>(2)</enum><text>a land-grant college or university (as defined in that section);</text></paragraph><paragraph id="HA628B3FE268A4B9DB40F8A40411A0EC2"><enum>(3)</enum><text>a non-land-grant college of agriculture (as defined in that section);</text></paragraph><paragraph id="HEAF1BB5E332A40BC911CC59CE23AF38D"><enum>(4)</enum><text>a Hispanic-serving agricultural college or university (as defined in that section);</text></paragraph><paragraph id="H043A57996DC347BB8E831D3348845F1F"><enum>(5)</enum><text>a State department of agriculture;</text></paragraph><paragraph id="HF8DCF4AF60BF43A0A7D710A3719DDFD0"><enum>(6)</enum><text>a nonprofit organization;</text></paragraph><paragraph id="H845CCDD99FE0488C96E87F3925DEEA8D"><enum>(7)</enum><text>a community-based organization; or</text></paragraph><paragraph id="H910DABEF82AF496A8D307CA2BB56E1B4"><enum>(8)</enum><text>a combination of 2 or more eligible entities described in paragraphs (1) through (7).</text></paragraph></subsection><subsection id="HC31BF56B6A554C2CB8EABDA933EAE3DC"><enum>(d)</enum><header>Use of funds</header><text>An eligible entity that receives a grant under this section shall use the funds received through the grant—</text><paragraph id="H4668B1705EA34F44BC62E67EF0F45CB6"><enum>(1)</enum><text>to provide training and classroom education that lead to a comprehensive understanding of farm and ranch business operations and management practices;</text></paragraph><paragraph id="H87CCDB65DD7348E3BCBC700CD8CE3816"><enum>(2)</enum><text>to develop or identify curricula that veteran farmers and ranchers can adopt to help manage their enterprises;</text></paragraph><paragraph id="HDB147D12FC274FE9BA4B57C716717950"><enum>(3)</enum><text>to offer education, workshops, tours, and instructor-supervised field experiences; or</text></paragraph><paragraph id="H06B55474F4914184885EB21A9ACD39F4"><enum>(4)</enum><text>to support any other activity, as identified by the Secretary, to increase the number of veterans pursuing knowledge and skills development in agriculture.</text></paragraph></subsection><subsection id="HD64C294E21684A318EA55B56D9DB956D"><enum>(e)</enum><header>Matching funds</header><text>An eligible entity that receives a grant under this section shall provide non-Federal matching funds for the purposes of carrying out this section in an amount equal to not less than the amount of the grant.</text></subsection><subsection id="H529F1C0719B046E492E7C2200EBCC658"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2025 through 2029.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
