<congress display="yes">118th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 4365</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To provide public health veterinary services to Indian Tribes and Tribal organizations for rabies prevention, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section id="S1" section-type="section-one" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterinary Services to Improve Public Health in Rural Communities Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id7abe04f7eb8c4511b9023243d940e532" changed="not-changed"><enum>2.</enum><header display-inline="yes-display-inline">Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that the Indian Health Service of the Department of Health and Human Services is uniquely suited to empower Indian Tribes and Tribal organizations to address zoonotic disease threats in the communities they serve by providing public health veterinary services through a One Health approach that recognizes the interconnection between people, animals, plants, and their shared environment.</text></section><section commented="no" display-inline="no-display-inline" id="idEAC57DA4738D46ECA493ACBFA692A0B9" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Public health veterinary services</header><text display-inline="no-display-inline">Title II of the Indian Health Care Improvement Act is amended by inserting after section 223 (<external-xref legal-doc="usc" parsable-cite="usc/25/1621v">25 U.S.C. 1621v</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC806CBF50991410DA4ACD4AA8AE7FE94"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ide929512f728f4d36ba156dca540b23e6"><enum>224.</enum><header display-inline="yes-display-inline">Public health veterinary services</header><subsection commented="no" display-inline="no-display-inline" id="id55a89a124bbe4ffb827b874da27c26b8"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id4a4ab26a00754dd08e52e23468379b77"><enum>(1)</enum><header display-inline="yes-display-inline">Public health veterinary services</header><text display-inline="yes-display-inline">The term <term>public health veterinary services</term> includes any of the following:</text><subparagraph id="id54c2d03e1d6f47ac8c360ae99d257105" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">spaying and neutering services for domestic animals;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb73529371524461297bb8961f38e9e01"><enum>(B)</enum><text display-inline="yes-display-inline">diagnoses;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id53d911bbccae4861898fda6c3ec994e6"><enum>(C)</enum><text display-inline="yes-display-inline">surveillance;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2ab1cd6c48e34d19a8a7bccc64ecb7da"><enum>(D)</enum><text display-inline="yes-display-inline">epidemiology;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id48ba32d9d6374d8b836f3e6369cc8dea"><enum>(E)</enum><text display-inline="yes-display-inline">control;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id50002818a66e472aa6352e0dd27a4579"><enum>(F)</enum><text display-inline="yes-display-inline">prevention;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id62b639b969a14cf1b123bf89ba2b2567"><enum>(G)</enum><text display-inline="yes-display-inline">elimination;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6dc3ddb703094b9599e4b49ad8aadf77"><enum>(H)</enum><text display-inline="yes-display-inline">vaccination; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0638cbd2d25844ad8a0c8680454ea039"><enum>(I)</enum><text display-inline="yes-display-inline">any other related service or activity that reduces the risk of zoonotic disease transmission or antimicrobial resistance in humans, food, or animals.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7940474491234f74be2bd71f1ff38e1e"><enum>(2)</enum><header display-inline="yes-display-inline">Zoonotic disease</header><text display-inline="yes-display-inline">The term <term>zoonotic disease</term> means a disease or infection that may be transmitted naturally from vertebrate animals to humans, or from humans to vertebrate animals.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida131d41c78314467b4936a693cb4a1ab"><enum>(b)</enum><header display-inline="yes-display-inline">Authorization for veterinary services</header><text display-inline="yes-display-inline">The Secretary, acting through the Service, may expend funds, directly or pursuant to the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5301">25 U.S.C. 5301 et seq.</external-xref>), for public health veterinary services to prevent and control of zoonotic disease infection and transmission in Service areas where the risk for disease occurrence in humans and wildlife is endemic.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idABD10107E9184077945FBE4A280A2A78" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Public health officers; coordination</header><text display-inline="yes-display-inline">In providing public health veterinary services under subsection (b), the Secretary may—</text><paragraph commented="no" display-inline="no-display-inline" id="idED61B287E86146C4A35E541EF49B6144" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">assign or deploy veterinary public health officers from the Commissioned Corps of the Public Health Service to Service areas; and</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="id3008D995238D41E0946EB25F0D5F0FB1" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">coordinate and implement activities with—</text><subparagraph display-inline="no-display-inline" commented="no" id="id7A63F80E201D47A88C9F519DC2024486" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">the Director of the Centers for Disease Control and Prevention; and</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="id082689F5DF5A4DFFB1E704968665DE5F" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretary of Agriculture.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id52021d9cd5724098b961d82b5b2bc08a"><enum>(d)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">The Secretary shall submit to the Committee on Indian Affairs of the Senate, the Committee on Health, Education, Labor, and Pensions of the Senate, the Committee on Natural Resources of the House of Representatives, and the Committee on Energy and Commerce of the House of Representatives a biennial report on the use of funds, the assignment and deployment of veterinary public health officers from the Commissioned Corps of the Public Health Service, data related to the monitoring and disease surveillance of zoonotic diseases, and related services provided under this section.</text></subsection></section><after-quoted-block display="yes">.</after-quoted-block></quoted-block></section><section id="id18551dd97ed946fb8960995fde06c0bf" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">APHIS wildlife services study on oral rabies vaccines in Arctic regions of the United States</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary of Agriculture shall conduct a feasibility study—</text><paragraph commented="no" display-inline="no-display-inline" id="id4d1051932c7f4c82b651b8021e43a5b9"><enum>(1)</enum><text display-inline="yes-display-inline">on the delivery of oral rabies vaccines to wildlife reservoir species that are directly or indirectly connected to the transmission of rabies to Tribal members living in Arctic regions of the United States; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id143301463a78487aa65b095f109c4ea1"><enum>(2)</enum><text display-inline="yes-display-inline">that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id65fab6dcb3cf40e697bca92dcd53d472"><enum>(A)</enum><text display-inline="yes-display-inline">evaluates the efficacy of the vaccines described in paragraph (1); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcc265bb03e2b462bbfef2384f4d2c486"><enum>(B)</enum><text display-inline="yes-display-inline">makes recommendations to improve the delivery of those vaccines.</text></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id6ec1676c478e4671b445efe3a55494b0"><enum>5.</enum><header display-inline="yes-display-inline">One Health framework</header><text display-inline="no-display-inline">Section 2235(b) of the Prepare for and Respond to Existing Viruses, Emerging New Threats, and Pandemics Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300hh-37">42 U.S.C. 300hh–37(b)</external-xref>) is amended by striking <quote>and the Secretary of the Interior</quote> and inserting <quote>, the Secretary of the Interior, and the Director of the Indian Health Service</quote>.</text></section></legis-body><attestation><attestation-group><attestation-date date="20241212" chamber="Senate">Passed the Senate December 12, 2024.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
