which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Agriculture to convene a blue ribbon panel to review the forest inventory and analysis program of the Forest Service, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id2466010092B847C38AC82DBB18F47BDA"><enum>1.</enum><header>Forest inventory and analysis program blue ribbon panel</header><text display-inline="no-display-inline">Section 3 of the Forest and Rangeland Renewable Resources Research Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/1642">16 U.S.C. 1642</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA2D4D02D172E4D08A87BA7411CFF1EA3"><subsection id="idB634C7EFFAB8431F8F80917BF85E0644"><enum>(f)</enum><header>Forest inventory and analysis program blue ribbon panel</header><paragraph id="idC96C795EFB38498688BF6C267685577D"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this subsection, the Secretary, in consultation with the National Association of State Foresters, shall convene a blue ribbon panel (referred to in this subsection as the <term>Panel</term>) to review the forest inventory and analysis program established under this section (referred to in this subsection as the <term>program</term>).</text></paragraph><paragraph id="id7FC1952775AA44A8A7305D3DFF2132DB"><enum>(2)</enum><header>Composition</header><subparagraph id="idD928F20A33774883BC0DEBF163A1EC86"><enum>(A)</enum><header>Number</header><text>The Panel shall be composed of not fewer than 10, and not more than 20, members.</text></subparagraph><subparagraph id="id0C527E7CF6374054A996F64F40C6700E"><enum>(B)</enum><header>Members</header><text>Members of the Panel shall—</text><clause id="idD26E42204CE346EE90C70D3EFBA42ADC"><enum>(i)</enum><text>include recognized national leaders from across State and Federal agencies, universities, industry, and nongovernmental organizations; and</text></clause><clause id="id351D3590D7FF49CEAA18457FB6749598"><enum>(ii)</enum><text>have knowledge of and expertise in forest biometrics, inventory, and remote sensing technology.</text></clause></subparagraph></paragraph><paragraph id="id4DC870F05C8A407F892803A813222ED9"><enum>(3)</enum><header>Duties</header><subparagraph id="id37BBBC5BFD6A4C33BB23982801D868BD"><enum>(A)</enum><header>Review</header><text>The Panel shall conduct a review of the past progress, current priorities, and future needs of the program with respect to national monitoring of forest carbon, climate change, forest health, and sustainable wood products.</text></subparagraph><subparagraph id="id2C0108A153624D1499DF5F5B13E235DC"><enum>(B)</enum><header>Considerations</header><text>The review under subparagraph (A) shall include consideration of—</text><clause id="id6C7FFF99593B4A369DD758355443CD53"><enum>(i)</enum><text>the modernization of the program—</text><subclause id="id1C1BA295C01444AABBDD6491FE30E365"><enum>(I)</enum><text>broadly; and</text></subclause><subclause id="id7FD286BA348A46CF91D00DC8DCAD2B8D"><enum>(II)</enum><text>specifically relating to the integration of advanced remote sensing technologies and methods such as small area estimation; and</text></subclause></clause><clause id="idAC1ECB36F7F04E7EA1DAFE30D390092B"><enum>(ii)</enum><text>the possibility of more public-private-academic partnerships under the program to help meet the goals of the program and external needs, particularly relating to research priorities, operational implementation of current or ongoing science, and decision support.</text></clause></subparagraph><subparagraph id="idB55C4F00719449A9802F93AB7547EF58"><enum>(C)</enum><header>Report</header><text>Not later than March 31, 2024, the Panel shall submit to the Secretary, the Secretary of the Interior, and Congress a report describing the review conducted under subparagraph (A).</text></subparagraph></paragraph><paragraph id="idEB59C6D4B98D4893AE68C916AE259916"><enum>(4)</enum><header>Administrative matters</header><subparagraph id="id28D1194965BC4E73A17E00CC40C4D04E"><enum>(A)</enum><header>Chairperson and Vice Chairperson</header><text>The Panel shall select a Chairperson and Vice Chairperson from among the nongovernmental members of the Panel.</text></subparagraph><subparagraph id="id7BFD0240F332425BBC0B1E104E208C0F"><enum>(B)</enum><header>Committees</header><text>The Panel may establish 1 or more committees within the Panel as the Panel determines to be appropriate.</text></subparagraph><subparagraph id="idF6EF0B16E4394E21B8466F19D26086C1"><enum>(C)</enum><header>Compensation</header><text>A member of the Panel shall serve without compensation.</text></subparagraph><subparagraph id="id57562ED3CDF34C8B9B8C7CD804A8A187"><enum>(D)</enum><header>Administrative support</header><text>The Secretary shall provide such administrative support as is necessary for the Panel to carry out its duties.</text></subparagraph><subparagraph id="id6C54C10C1C3D452BB7F7C68E6F81E014"><enum>(E)</enum><header>Federal Advisory Committee Act</header><text>The Panel shall be exempt from <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">chapter 10</external-xref> of title 5, United States Code (commonly referred to as the <quote><act-name parsable-cite="FACA">Federal Advisory Committee Act</act-name></quote>).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
