provide for the establishment of the Bessie Coleman Women in Aviation Advisory Committee.</official-title></form><legis-body><section id="H35E62F2A604F4F99B2867564C78C8CF9" display-inline="no-display-inline" section-type="section-one"><enum>1.</enum><header>Bessie Coleman Women in Aviation Advisory Committee</header><subsection id="H04B0C689F3FF45A58D64A3CB4F47D136"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 6 months after the date of enactment of this Act, the Secretary shall establish the Bessie Coleman Women in Aviation Advisory Committee (in this section referred to as the <quote>Committee</quote>).</text></subsection><subsection id="H2661E1DF1EC74CD3AA9921E76CF6C9E8"><enum>(b)</enum><header>Purpose</header><text>The Committee shall advise the Secretary and the Administrator on matters and policies related to promoting the recruitment, retention, employment, education, training, career advancement, and well-being of women in the aviation industry and aviation-focused Federal civil service positions.</text></subsection><subsection id="HB5258400325D4FAF9697CF9172154523"><enum>(c)</enum><header>Form of directives</header><text display-inline="yes-display-inline">All activities carried out by the Committee, including special committees, shall be in response to written terms of work from the Secretary or taskings approved by a majority of the voting members of the Committee and may not duplicate the objectives of the Air Carrier Training Aviation Rulemaking Committee.</text></subsection><subsection id="HA99575A7B204432AB785B17C975C1FF2"><enum>(d)</enum><header>Functions</header><text>In carrying out the directives described in subsection (c), the functions of the Committee are as follows:</text><paragraph id="H2367CD93464B42608FB0B71F9DD54E6B"><enum>(1)</enum><text>Foster industry collaboration in an open and transparent manner by engaging, as prescribed by this section, with representatives of the private sector associated with an entity described in subsection (e)(1)(B). </text></paragraph><paragraph id="H1F8760BBF6E646E1867D84FFF10309B7"><enum>(2)</enum><text>Make recommendations for strategic objectives, priorities, and policies that would improve the recruitment, retention, training, and career advancement of women in aviation professions.</text></paragraph><paragraph id="H190DBB1377724E9A8AE1CD48EDAE56E0" commented="no"><enum>(3)</enum><text>Evaluate opportunities for the FAA to improve the recruitment and retention of women in the FAA.</text></paragraph><paragraph id="HE24BA5D19D6F419CAD27FA6529779EF0"><enum>(4)</enum><text>Periodically review and update the recommendations directed to the FAA and non-FAA entities produced by the Advisory Board created pursuant to section 612 of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note) to improve the implementation of such recommendations.</text></paragraph><paragraph id="HFB3D7CBB0E494159B154953C748538A8"><enum>(5)</enum><text>Coordinate with the Office of Civil Rights of the Department of Transportation and the Federal Women’s Program of the FAA to ensure directives described in subsection (c) do not duplicate objectives of such office or program.</text></paragraph></subsection><subsection id="H82B2397D33D842ACA60EFF23A70A2012"><enum>(e)</enum><header>Membership</header><paragraph id="H63BDAF071C5B4908B5823734F5AA9DC8"><enum>(1)</enum><header>Voting members</header><text>The Committee shall be composed of the following members:</text><subparagraph id="H781A0453B8E54EF7BAA3F4C37244B10E"><enum>(A)</enum><text>The Administrator, or the designee of the Administrator.</text></subparagraph><subparagraph id="HA502D055D7C34BE9A7A561B35A9053D6"><enum>(B)</enum><text>At least 25 individuals, appointed by the Secretary, representing the following:</text><clause id="H36A160969C854F6BA56EA880727127A3"><enum>(i)</enum><text display-inline="yes-display-inline">Aircraft manufacturers and aerospace companies.</text></clause><clause id="H20A59C2C7D244035B6DCD4949BEF5587" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">Public and private aviation labor organizations, including collective bargaining representatives of—</text><subclause id="H6DAD4A3B0C9B494F8692092D0AAA74BB"><enum>(I)</enum><text>aviation safety inspectors and safety engineers of the FAA;</text></subclause><subclause id="H1E7A2CBC5888484BA4EBE1F47D4E710A"><enum>(II)</enum><text>air traffic controllers;</text></subclause><subclause id="H721DE48E6E1B4E91B3957E4A0CE9E50E"><enum>(III)</enum><text>certified aircraft maintenance technicians; and</text></subclause><subclause id="H3B33E63A1B7A47B3BB534562C8C2B95D"><enum>(IV)</enum><text>commercial airline crewmembers. </text></subclause></clause><clause id="HF3C039C0E28C4D5192D8040A33EDEE03"><enum>(iii)</enum><text>General aviation operators. </text></clause><clause id="HB24AD11C9C9D4AA995D9A49C65072000"><enum>(iv)</enum><text>Air carriers.</text></clause><clause id="HAFA7D7D4FBEF4B9695970B4004CE8F06" commented="no"><enum>(v)</enum><text>Business aviation operators, including powered-lift operators. </text></clause><clause id="H79FC2CDD1A2B4CE88A7D8E4F5652D365"><enum>(vi)</enum><text>Unmanned aircraft systems operators.</text></clause><clause id="HB70D784EFCA74F469F6FA4D3D1FD3869"><enum>(vii)</enum><text>Aviation safety management experts.</text></clause><clause id="H82F7F3CCB7F8416FBF19374F24E47999"><enum>(viii)</enum><text>Aviation maintenance, repair, and overhaul entities.</text></clause><clause id="H9866AAB704E1418FB336011EDF1ECBDB"><enum>(ix)</enum><text>Airport owners, operators, and employees.</text></clause><clause id="H71E31B5507C64BB896DBA5BDE9704C14"><enum>(x)</enum><text display-inline="yes-display-inline">Institutions of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)), a postsecondary vocational institution (as defined in section 102(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)), or a high school or secondary school (as such terms are defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)).</text></clause><clause id="H55A3DA1D143E437DA7E846F98E69C8C4"><enum>(xi)</enum><text display-inline="yes-display-inline">A flight school that provides flight training, as defined in part 61 of title 14, Code of Federal Regulations, or that holds a pilot school certificate under part 141 of title 14, Code of Federal Regulations.</text></clause><clause id="H476820A802CE4A33B12C3A545E1ABC78"><enum>(xii)</enum><text>Aviation maintenance technician schools governed under part 147 of title 14, Code of Federal Regulations.</text></clause><clause id="HD3CFBEC60BFC4AC6A6F52C3BE3D86774"><enum>(xiii)</enum><text>Engineering business associations.</text></clause><clause id="H5BAB6B72FB3D4B17A6129BE3F9F5B3D2"><enum>(xiv)</enum><text>Civil Air Patrol.</text></clause><clause id="H9535B4B041A845B8BBDBE57243635B1D"><enum>(xv)</enum><text>Nonprofit organizations within the aviation industry.</text></clause></subparagraph></paragraph><paragraph id="H363BF71B1AE44102942A348ADA16D39F"><enum>(2)</enum><header>Nonvoting members</header><subparagraph id="H0E88C4B655C44E399D95E65B81D592BF"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to the members appointed under paragraph (1), the Committee shall be composed of not more than 5 nonvoting members appointed by the Secretary from among officers or employees of the FAA, at least 1 of which shall be an employee of the Office of Civil Rights of the FAA.</text></subparagraph><subparagraph id="HEBC07CC91FFD49E491489CDA0B29BC84"><enum>(B)</enum><header>Additional nonvoting members</header><text>The Secretary may invite representatives from the Department of Education and Department of Labor to serve as nonvoting members on the Committee.</text></subparagraph><subparagraph id="HAA12C1405B01472F866F307BEEDE961B"><enum>(C)</enum><header>Duties</header><text>The nonvoting members may—</text><clause id="HE0E6F4C4F84A414D989DEEE353198FB3"><enum>(i)</enum><text>take part in deliberations of the Committee; and</text></clause><clause id="HD9DCA14A54DA4460892F8ECB60BBFC00"><enum>(ii)</enum><text>provide subject matter expertise with respect to reports and recommendations of the Committee.</text></clause></subparagraph><subparagraph id="HD8B7F1766FBD47B598C9CE18AEEC06CD" commented="no"><enum>(D)</enum><header>Limitation</header><text display-inline="yes-display-inline">The nonvoting members may not represent any stakeholder interest other than that of the respective Federal agency of the member.</text></subparagraph></paragraph><paragraph id="H7D9AF36651D846AA9D5997463F467865"><enum>(3)</enum><header>Terms</header><text>Each voting member and nonvoting member of the Committee appointed by the Secretary shall be appointed for a term that expires not later than the date on which the authorization of the Committee expires under subsection (l).</text></paragraph><paragraph id="H2A07B31E9556405C8BBE0910BE8C51FE" commented="no"><enum>(4)</enum><header>Committee characteristics</header><text>The Committee shall have the following characteristics:</text><subparagraph id="H0AEB73FB3AFC470BA7D296E26FD12206" commented="no"><enum>(A)</enum><text>The ability to obtain necessary information from additional experts in the aviation and aerospace communities.</text></subparagraph><subparagraph id="HCDB3C7B54BAB4AF994E959C493DA4D6E" commented="no"><enum>(B)</enum><text>A membership that enables the Committee to have substantive discussions and reach consensus on issues in a timely manner.</text></subparagraph><subparagraph id="H24580E8086604364AF0170325ED4E220" commented="no"><enum>(C)</enum><text>Appropriate expertise, including expertise in human resources, human capital management, policy, labor relations, employment training, workforce development, and youth outreach.</text></subparagraph></paragraph><paragraph id="H48BA2C50C2764B86B7E7C16F747D2805"><enum>(5)</enum><header>Date</header><text>Not later than 9 months after the date of enactment of this Act, the Secretary shall make the appointments described in this subsection.</text></paragraph></subsection><subsection id="HB8176A36728441E1992CCFBF04592B4C"><enum>(f)</enum><header>Chairperson</header><paragraph id="H67CF46F9B6924B7082CBDB74ACF4CC92"><enum>(1)</enum><header>In general</header><text>The Committee shall select a chairperson from among the voting members of the Committee.</text></paragraph><paragraph id="H67A0919B3F34426292E79F25BD67411E"><enum>(2)</enum><header>Term</header><text>The Chairperson shall serve a 2-year term.</text></paragraph></subsection><subsection id="H235EE135B61D420CB247351EC6F690E9"><enum>(g)</enum><header>Meetings</header><paragraph id="H598F1C88BBB449D4849C7D46EA7AAC7F"><enum>(1)</enum><header>Frequency</header><text>The Committee shall meet at least twice each year at the call of the Chairperson or the Secretary.</text></paragraph><paragraph id="HBBAC0B1618CC45B4805806F424533A49"><enum>(2)</enum><header>Public attendance</header><text>The meetings of the Committee shall be open and accessible to the public.</text></paragraph><paragraph id="HC40F7A433E4642B7A5198F500802DD90"><enum>(3)</enum><header>Administrative support</header><text>The Secretary shall furnish the Committee with logistical and administrative support to enable the Committee to perform the duties of the Committee.</text></paragraph></subsection><subsection id="HD5E4CB9D8444491EA7B825C24AD6F1D1"><enum>(h)</enum><header>Special committees</header><paragraph id="H68FEB6DCD2794FCAADA0619B0D6872B2"><enum>(1)</enum><header>Establishment</header><text>The Committee may establish special committees composed of industry representatives, members of the public, labor representatives, and other relevant parties in complying with the consultation and participation requirements under subsection (d).</text></paragraph><paragraph id="H2BB314ABAB1C4EDF8A33B97921D4AE2C"><enum>(2)</enum><header>Applicable law</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">Chapter 10</external-xref> of title 5, United States Code, shall not apply to a special committee established by the Committee.</text></paragraph></subsection><subsection id="H61A913DCAE6440D7A05CDC2A5FC3A39F"><enum>(i)</enum><header>Personnel matters</header><paragraph id="H8C83F83BD1F04753BCB0D64A60B3ABD8"><enum>(1)</enum><header>No compensation of members</header><subparagraph id="H1ABA179FA0514B028C07094C3BA9F0B9"><enum>(A)</enum><header>Non-Federal employees</header><text>A member of the Committee who is not an officer or employee of the Government shall serve without compensation. </text></subparagraph><subparagraph id="H0EC1691D5A2140E782CACF56C6F4CFF3"><enum>(B)</enum><header>Federal employees</header><text>A member of the Committee who is an officer or employee of the Federal Government shall serve without compensation in addition to the compensation received for the services of the member as an officer or employee of the Federal Government.</text></subparagraph></paragraph><paragraph id="HC3D8F0AB4C2C409699E9E40060533F60"><enum>(2)</enum><header>Death or resignation</header><text>If a member of the Committee dies or resigns during the term of service of such member, the Secretary shall designate a successor for the unexpired term of such member.</text></paragraph></subsection><subsection id="H41BD5A1862214AB799A8A84B8ECCA24E"><enum>(j)</enum><header>Reports</header><paragraph id="H39549073200E4658AF0E8A2EB1EDB3C5"><enum>(1)</enum><header>Task reports</header><text>The Committee shall submit to the Secretary and the appropriate committees of Congress annual reports detailing the completion of each directive summarizing the—</text><subparagraph id="HAB0774D2905640F8BB848D0AE5901F42"><enum>(A)</enum><text display-inline="yes-display-inline">findings and associated recommendations of the Committee for any legislative and administrative actions the Committee considers appropriate to improve the advancement of women in aviation; and</text></subparagraph><subparagraph id="H0252BBAB54F94C72A17A72E43C5B4216"><enum>(B)</enum><text display-inline="yes-display-inline">planned activities of the Committee, as directed by the Secretary or approved by a majority of voting members of the Committee, and proposed terms of work to fulfill each activity.</text></subparagraph></paragraph><paragraph id="H09C69078AB234DA6B05DE5DA92B8F8C9"><enum>(2)</enum><header>Additional reports</header><text>The Committee may submit to the appropriate committees of Congress, the Secretary, and the Administrator additional reports and recommendations related to education, training, recruitment, retention, and advancement of women in the aviation industry as the Committee determines appropriate.</text></paragraph></subsection><subsection id="id456A9399F40D4EF49DFA8F3909E0518B"><enum>(k)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H2BCD9B25FC354D48BC2D172C4A364EB4"><enum>(1)</enum><header>Administrator</header><text>The term <quote>Administrator</quote> means the Administrator of the FAA.</text></paragraph><paragraph id="HC430F326AC0D4B168EAD2F307583247E"><enum>(2)</enum><header>Appropriate committees of Congress</header><text display-inline="yes-display-inline">The term <quote>appropriate committees of Congress</quote> means the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives.</text></paragraph><paragraph id="H11D5160F848E42C2A611A5BF1F31167E"><enum>(3)</enum><header>FAA</header><text>The term <quote>FAA</quote> means the Federal Aviation Administration.</text></paragraph><paragraph id="H2129BB001BEF40E0ADEF71003D6AE996"><enum>(4)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Transportation. </text></paragraph></subsection><subsection id="H51DE078F23124D5EACCBAB2D2EE2EFFB"><enum>(l)</enum><header>Sunset</header><text display-inline="yes-display-inline">The authorization of the Committee shall expire on October 1, 2028. </text></subsection></section></legis-body></bill>
