which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide authority to enter into a cooperative agreement to protect civilians in Iraq and on the Arabian Peninsula from weaponized unmanned aerial systems.</official-title></form><legis-body><section id="id5aca35ccd6f64d68aedb5ce49ed57297" section-type="section-one"><enum>1.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="id9123f9fabc50463884d61cc1b9d23a0c"><enum>(1)</enum><text>the United States should improve cooperation with allies, including Israel, and like-minded partners to systematically map out, expose, and disrupt missile and drone procurement networks used by the Iran-backed Houthi rebels in Yemen and other Iranian proxies targeting United States forces and assets and United States allies and partners in the region;</text></paragraph><paragraph id="id9c19ed6a9b99463fb37f39ad2e3278a4"><enum>(2)</enum><text>the partner countries of the United States, including Iraq and countries on the Arabian Peninsula, face urgent and emerging threats from unmanned aerial systems and other unmanned aerial vehicles;</text></paragraph><paragraph id="id2f139542ecba47f099a2589947637ea4"><enum>(3)</enum><text>joint research and development to counter unmanned aerial systems will serve the national security interests of the United States and its partners in Iraq and on the Arabian Peninsula;</text></paragraph><paragraph id="ida4339161198c4466b88c5847a694165e"><enum>(4)</enum><text>development of counter Unmanned Aircraft Systems technology will reduce the impacts of these attacks, build deterrence, and increase regional stability; and</text></paragraph><paragraph id="id99e38931347c4574b4c0aa8c0211024b"><enum>(5)</enum><text>the United States and partners in Iraq and on the Arabian Peninsula should continue to work together to protect against the threat from unmanned aerial systems.</text></paragraph></section><section id="id7b8d1bea0ba249ebbbac3e4eff21381f"><enum>2.</enum><header>Defined term</header><text display-inline="no-display-inline">In this Act, the term <term>Arabian Peninsula</term> means Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the United Arab Emirates, and Yemen. </text></section><section id="id126cfca3b9894f7fa434a164c55db6ec"><enum>3.</enum><header>Authority to enter into a cooperative agreement to protect civilians in Iraq and on the Arabian Peninsula from weaponized unmanned aerial systems</header><subsection id="idce7bdea547074a13ae5eb3b9af19b441"><enum>(a)</enum><header>In general</header><text>The President is authorized to enter into a cooperative project agreement with Iraq and countries on the Arabian Peninsula under the authority of section 27 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2767">22 U.S.C. 2767</external-xref>) to carry out research on and development, testing, evaluation, and joint production (including follow-on support) of defense articles and defense services to detect, track, and destroy armed unmanned aerial systems that threaten the United States and its partners in Iraq and on the Arabian Peninsula.</text></subsection><subsection id="id50b1ef5ae9394fc6bc73c45a205b72c2"><enum>(b)</enum><header>Applicable requirements</header><paragraph id="id00B589DD71A9485CB9917CC2E5E7E757"><enum>(1)</enum><header>In general</header><text>The cooperative project agreement described in subsection (a)—</text><subparagraph id="id09f0dc834c6244efb32ee83cf746c645"><enum>(A)</enum><text>shall provide that any activities carried out pursuant to such agreement are subject to—</text><clause id="idcb1b43311988445c894ee21b8fbfdd14"><enum>(i)</enum><text>the applicable requirements described in subparagraphs (A), (B), and (C) of section 27(b)(2) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2767">22 U.S.C. 2767(b)(2)</external-xref>); and</text></clause><clause id="idf40503a4f23143cc843e331a6f0d1e5c"><enum>(ii)</enum><text>any other applicable requirements of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751 et seq.</external-xref>) with respect to the use, transfer, and security of such defense articles and defense services under such Act; and</text></clause></subparagraph><subparagraph id="id7acbc688bbd0445e9c78ee6c9a3d11f4"><enum>(B)</enum><text>shall establish a framework to negotiate the rights to intellectual property developed under such agreement.</text></subparagraph></paragraph><paragraph id="id638F417537164FE0AC7FBDF9E44C55FD"><enum>(2)</enum><header>Congressional notification requirements</header><text>Notwithstanding section 27(g) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2767">22 U.S.C. 2767(g)</external-xref>), any defense articles that result from a cooperative project agreement shall be subject to the requirements under subsections (b) and (c) of section 36 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref>). </text></paragraph></subsection></section><section id="id684562D9273A47A69A32F10B68C3EE3D" commented="no"><enum>4.</enum><header>Rule of construction with respect to use of military force</header><text display-inline="no-display-inline">Nothing in this Act may be construed as an authorization for the use of military force. </text></section></legis-body></bill>
