which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to conduct an evaluation of relocation assistance programs available to members of the Armed Forces.</official-title></form><legis-body><section id="idc2d55a28fc5d48cb9012d7e37edf0c80" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Relocation Assistance for Military Families Act of 2024</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="idd7e24b0f9c294d7a8749bd0c7bf7bb9e"><enum>2.</enum><header display-inline="yes-display-inline">Evaluation of relocation assistance programs</header><subsection id="id2eadcedcc7304a9380e6a412bc15b468"><enum>(a)</enum><header>In general</header><text>The Secretary of Defense shall conduct an in-depth evaluation of relocation assistance programs carried out under section 1056 of title 10, United States Code, and the use of such programs by members of the Armed Forces.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id8a40fc14deb842a78eb141fe9956934c"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The evaluation required by subsection (a) shall include the following:</text><paragraph id="id1eaec708200e46eeb60e899a190740ce"><enum>(1)</enum><text>An analysis of whether the relocation assistance programs offered by the Department of Defense as of the date of the enactment of this Act—</text><subparagraph commented="no" display-inline="no-display-inline" id="idecefea78ae934db895471eb2d3d7d59f"><enum>(A)</enum><text display-inline="yes-display-inline">conform to the requirements for such programs under section 1056 of title 10, United States Code; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id998886fc3d4e4184b4c97d2a2b0310be"><enum>(B)</enum><text display-inline="yes-display-inline">meet the needs of members of the Armed Forces.</text></subparagraph></paragraph><paragraph id="id8abb7ba1cfc5493e88d72c87e413d4d6"><enum>(2)</enum><text>An identification of the relocation assistance programs most frequently used by members, including an identification of the key factors that contribute to such usage.</text></paragraph><paragraph id="id31df3e55081341cdbf4748bae07625b9"><enum>(3)</enum><text>An identification of—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6c9dd7235e6647e9b7e4765c8f7f76e6"><enum>(A)</enum><text display-inline="yes-display-inline">specific barriers faced by members in accessing effective relocation assistance; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1e6046e429b44ceba6859ee47bf7860f"><enum>(B)</enum><text display-inline="yes-display-inline">strategies to mitigate those barriers.</text></subparagraph></paragraph><paragraph id="idbfe0eb6806c24b06ac8fa71afc5eb720"><enum>(4)</enum><text>An identification of a representative sample of military installations located in high-cost areas and, with respect to such installations, an assessment of the following:</text><subparagraph id="id33589dd7bb2744238b2604589e7d9102"><enum>(A)</enum><text>The success of relocation assistance programs at such installations.</text></subparagraph><subparagraph id="id0540d984052a419bb7ba4349bc0fe43e"><enum>(B)</enum><text>Partnerships between such installations and local communities aimed at helping alleviate financial burdens for members, specifically related to housing.</text></subparagraph><subparagraph id="id7f958e946ef549f295c6e8cbf7940b05"><enum>(C)</enum><text>Housing supply for members, both accompanied and unaccompanied by dependents, comparing supply with total need.</text></subparagraph></paragraph><paragraph id="id1f3f7c0b4d9d4c0da204abff0fdbcac7"><enum>(5)</enum><text>An analysis of the support mechanisms available as of the date of the enactment of this Act for military families facing significant financial burdens as a result of permanent changes of station to high-cost areas.</text></paragraph></subsection><subsection id="idaf57f5b02430420aa7a4b0fbb71ae3ea"><enum>(c)</enum><header>Consultations</header><text>In conducting the evaluation required by subsection (a), the Secretary shall consult with the following:</text><paragraph id="id00bd8b525a2c4f349f7482a088888c4f"><enum>(1)</enum><text>Military family support organizations.</text></paragraph><paragraph id="id1f6065c8c7284a8e9fb93766e93b3cbf"><enum>(2)</enum><text>Members of the Armed Forces who have recently undergone permanent changes of station, both accompanied and unaccompanied by dependents.</text></paragraph><paragraph id="idf135f24ff30a48ec823b0839e7cf2019"><enum>(3)</enum><text>Members who have used relocation assistance services, with a focus on those who have moved to or from high-cost areas.</text></paragraph><paragraph id="idc79740f32f604f348d06adfdc9d97fca"><enum>(4)</enum><text>Commanders of military installations.</text></paragraph><paragraph id="idea33e157c51c478ea772dceae6edc1f7"><enum>(5)</enum><text>A selection of State and local officials that represent areas in the vicinity of military installations.</text></paragraph><paragraph id="id6af0982372a442e4bb14156e8c475699"><enum>(6)</enum><text>The Office of Local Defense Community Cooperation of the Department of Defense.</text></paragraph><paragraph id="idabe9d3ca057042b5af78420db21dbe4f"><enum>(7)</enum><text>Housing and urban development experts with expertise in accommodations in high-cost areas.</text></paragraph><paragraph id="id13632475b1fa43bea5fc9cb14c40c6e0"><enum>(8)</enum><text>Such other individuals or organizations as the Secretary considers appropriate.</text></paragraph></subsection><subsection id="id78ecbcf7709b4d08a89135dadc6cc2d4"><enum>(d)</enum><header>Best practices guide</header><paragraph commented="no" display-inline="no-display-inline" id="ide306e2f149c24b75928d9c9e94289722"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the completion of the evaluation required by subsection (a), the Secretary of Defense, in coordination with the Secretaries of the military departments, shall publish a best practices guide to be used by the leadership of military installations and by local communities to assist members of the Armed Forces with accessing relocation assistance programs.</text></paragraph><paragraph id="ida2149baa66db420d97ac4bc5181da692"><enum>(2)</enum><header>Elements</header><text>The best practices guide required by paragraph (1) shall address access to relocation assistance programs determined, pursuant to the evaluation conducted under subsection (a), to be successful in assisting members who make permanent changes of station to high-cost areas. Such programs shall include programs offered both through the Department of Defense and through local communities.</text></paragraph></subsection><subsection id="ida930ea1ff6ce4b62a1e9f6cbcf453a77"><enum>(e)</enum><header>Report required</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees (as defined in section 101 of title 10, United States Code) a report that includes the following:</text><paragraph id="id4521f7eb832d4734a4053aa0179393d3"><enum>(1)</enum><text>Detailed findings from the evaluation conducted under subsection (a).</text></paragraph><paragraph id="idb79c76a4bbc14b5fae6de1a07a61ddaa"><enum>(2)</enum><text>The best practices guide required by subsection (d), not later than 30 days before publication of the guide.</text></paragraph><paragraph id="id2d65e0806fc44a67ba09d9a3648f8948"><enum>(3)</enum><text>Recommendations for legislative or policy changes to relocation assistance programs to better fulfill the objectives of section 1056 of title 10, United States Code.</text></paragraph><paragraph id="id87c127d9e0de45729247fce7b43c5f97"><enum>(4)</enum><text>A roadmap, including projected timelines and resources required, for—</text><subparagraph commented="no" display-inline="no-display-inline" id="id43046937464d44e9ac0b493cbce8ada3"><enum>(A)</enum><text display-inline="yes-display-inline">implementation and integration of the best practices set forth in the guide; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id560f189c61c9464182b2ac610a0b8b1c"><enum>(B)</enum><text display-inline="yes-display-inline">addressing the needs of members of the Armed Forces making permanent changes of station to high-cost areas.</text></subparagraph></paragraph></subsection><subsection id="id0f4038ae15a54df2930f2a43db683caf"><enum>(f)</enum><header>Review of best practices guide implementation</header><text>Not later than 3 years after the best practices guide required by subsection (d) is published, the Comptroller General of the United States shall review the implementation of the guide, relocation assistance programs, and other resources provided to members of the Armed Forces to assist such members with permanent changes of station, specifically focusing on high-cost areas.</text></subsection><subsection id="id2c27ba23d82b44fb93b3d4d965d7b192"><enum>(g)</enum><header>High-Cost area defined</header><paragraph commented="no" display-inline="no-display-inline" id="iddc2fe22112124aec92282d3dff6ddbe3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In this section, the term <term>high-cost area</term> shall have the meaning determined by the Secretary of Defense in regulations prescribed in accordance with paragraph (2). </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id51be126370524a1296cbee2e800db9a5"><enum>(2)</enum><header>Regulations</header><text display-inline="yes-display-inline">In prescribing regulations defining the term <term>high-cost area</term> for purposes of this section, the Secretary shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7abbc4ee358742bda06931639dd85563"><enum>(A)</enum><text display-inline="yes-display-inline">solicit and incorporate feedback from—</text><clause commented="no" display-inline="no-display-inline" id="ided98e1812440495c8a65f649fa85a63b"><enum>(i)</enum><text display-inline="yes-display-inline">appropriate officials of the General Services Administration who work on relevant matters; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id07f708d496534400924a4cb2ecd112c4"><enum>(ii)</enum><text display-inline="yes-display-inline">individuals and entities described in subsection (c); and </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd58df0ed5c574c22a69e0af2bfff237b"><enum>(B)</enum><text display-inline="yes-display-inline">consider relevant factors from across various Federal agencies that may indicate areas that are high cost, such as the non-standard per diem rates of the General Services Administration. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
