which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Infrastructure Investment and Jobs Act to require the Secretary of Energy to establish an abandoned wells research, development, and demonstration program, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Abandoned Well Remediation Research and Development Act</short-title></quote>.</text></section><section id="id3919ddf229a44f09803e4e2422817c7e"><enum>2.</enum><header>Abandoned well remediation research and development</header><subsection id="idC12BABFD92424C3C9346D7B1D87673DF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title VI of division D of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>; 135 Stat. 1080) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4b6008315f6e4e64bd2502c0478d76c6"><section id="id1cc484f6dc84452786f7f720a9097d47"><enum>40602.</enum><header>Abandoned wells research, development, and demonstration program</header><subsection id="id5315bff351a14ab1ba75bfd879ae19ba"><enum>(a)</enum><header>Definition of abandoned well</header><text>In this section, the term <term>abandoned well</term> means a well originally drilled in connection with oil and gas operations that—</text><paragraph id="id8AF9059EC0824BD59DF0F51C0CB5BD20"><enum>(1)</enum><text>is not being used;</text></paragraph><paragraph id="id798105361F9942A1901D810E7B8305CE"><enum>(2)</enum><text>has not been plugged; and</text></paragraph><paragraph id="id4CFC8191BC0E4A89B3D9575434348866"><enum>(3)</enum><text>has no anticipated use in oil and gas operations.</text></paragraph></subsection><subsection id="id20afa5a6c78343a5ba5d48d7d9353bbb"><enum>(b)</enum><header>Establishment</header><text>Not later than 120 days after the date of enactment of the <short-title>Abandoned Well Remediation Research and Development Act</short-title>, the Secretary, in coordination with relevant Federal and State agencies and entities, shall establish a research, development, and demonstration program to improve—</text><paragraph id="idaffeec87bcdb45e4a8944b7046f34426"><enum>(1)</enum><text>data collection on the location of abandoned wells;</text></paragraph><paragraph id="id59b6cefdcf524e039b11cfc7b0b033b0"><enum>(2)</enum><text>the plugging, remediation, reclamation, and repurposing of abandoned wells; and</text></paragraph><paragraph id="id06f3b475afd540bc8916ae97ac944257"><enum>(3)</enum><text>strategies to mitigate potential environmental impacts of documented and undocumented abandoned wells.</text></paragraph></subsection><subsection id="id443f311db33a457fa09687a3ee580c87"><enum>(c)</enum><header>Activities</header><text>Research, development, and demonstration activities carried out under the program established under subsection (b) shall include activities to improve—</text><paragraph id="id9f5bde9db8134ceca65296282a34a82a"><enum>(1)</enum><text>remote sensor capabilities, light detection and ranging (referred to in this section as <quote>LiDAR</quote>) capabilities, optical gas imaging, magnetic survey technology, and any other technologies relevant to the efficient identification of abandoned wells;</text></paragraph><paragraph id="id5db49541e2e54ddcaa815b347161ec3e"><enum>(2)</enum><text>understanding of how certain parameters of abandoned wells affect methane emission rates of the wells, including parameters such as well age, well depth, geology, construction, case material, and geographic region;</text></paragraph><paragraph id="id5cc3325ef5de4d078759f82b134311c3"><enum>(3)</enum><text>the efficiency and cost-efficacy of processes for plugging, remediating, reclaiming, and repurposing abandoned wells, including—</text><subparagraph id="idc6879d2c56af40e99795cb6553eed16b"><enum>(A)</enum><text>improvement of processes and technologies for the unique challenges associated with plugging remote abandoned wells;</text></subparagraph><subparagraph id="id0b6ccf50c67f4b918967dac55020ab76"><enum>(B)</enum><text>use of low carbon, lightweight cement or use of alternative materials and additives for plugging purposes; and</text></subparagraph><subparagraph id="id07f51b48e27741bca99fff6a388fc3c9"><enum>(C)</enum><text>repurposing of abandoned wells for alternative uses, including geothermal power production or carbon capture, utilization, and storage; and</text></subparagraph></paragraph><paragraph id="id86821ff276a645fba69432a6482b1e20"><enum>(4)</enum><text>understanding of the impacts of abandoned wells on groundwater quality and contamination.</text></paragraph></subsection><subsection id="id18b9f0bab96249a68243e14febff5ec9"><enum>(d)</enum><header>Coordination</header><text>In carrying out the program established under subsection (b), the Secretary shall ensure coordination of activities carried out under the program with—</text><paragraph id="id89539B4D3AF848CAA8B80EA336A0FB0E"><enum>(1)</enum><text>institutions of higher education;</text></paragraph><paragraph id="id00FAE97AB3D640B88270C3BA04300E27"><enum>(2)</enum><text>the National Laboratories; and </text></paragraph><paragraph id="idF8A8E4EA66664500848210E4AFC01831"><enum>(3)</enum><text>the private sector.</text></paragraph></subsection><subsection id="id83320c7859934c03ad2abe71d0672d01"><enum>(e)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section—</text><paragraph id="idcf1fea32b99040a6a6fe40eb1fcac2f3" commented="no"><enum>(1)</enum><text>$30,000,000 for fiscal year 2023;</text></paragraph><paragraph id="id548bd521b0054b0ba33f8509fc4ba7ec" commented="no"><enum>(2)</enum><text>$31,250,000 for fiscal year 2024;</text></paragraph><paragraph id="id8e6729b198d240f0a71d9a89de4e566a" commented="no"><enum>(3)</enum><text>$32,500,000 for fiscal year 2025;</text></paragraph><paragraph id="id2c6adc01fef1438287346a096828ac3a" commented="no"><enum>(4)</enum><text>$33,750,000 for fiscal year 2026; and</text></paragraph><paragraph id="id3d9097be3323426a9019acbceaaa25fc" commented="no"><enum>(5)</enum><text>$35,000,000 for fiscal year 2027.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id3e4c0efc67054ce1a8fd679397c54cc9"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents for the Infrastructure Investment and Jobs Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>; 135 Stat. 437) is amended by inserting after the item relating to section 40601 the following: </text><quoted-block style="OLC" id="id679653a9-f7a4-4fd1-9628-d75963c287ef"><toc><toc-entry level="section" idref="id1cc484f6dc84452786f7f720a9097d47">Sec. 40602.
