which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to conduct a study on access to operational energy by the Armed Forces in the Indo-Pacific region. </official-title></form><legis-body><section id="id6b539323c67c45c98a8ea863b0bc3d27" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fuel Utilization for Enhanced Logistics Act</short-title></quote> or the <quote><short-title>FUEL Act</short-title></quote>.</text></section><section id="id7b32b9607686408bacddc1df4b863df2"><enum>2.</enum><header>Study, strategy, and report on operational resilience of energy supply for Armed Forces in Indo-Pacific region</header><subsection id="id96b85fe2c9e147c08b352a1e7ef6d2ae"><enum>(a)</enum><header>Study</header><paragraph commented="no" display-inline="no-display-inline" id="id92a604b0a4d541778a67e5040001b9b2"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense shall conduct a study on the energy supply, logistics networks, and infrastructure that support access to operational energy (as defined in section 2924 of title 10, United States Code) by the Armed Forces in the Indo-Pacific region. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id26d7dbdec1ca489580a0895efc4a55b5"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">The study required by paragraph (1) shall assess—</text><subparagraph id="id4af54266b31641ce964018f086f75a15"><enum>(A)</enum><text>current contingency plans and alternative logistics routes that ensure continued access by the Armed Forces to uninterrupted energy supply chains under contested conditions;</text></subparagraph><subparagraph id="idd0e4dba1bc9a4340bd6cce52052ded1a"><enum>(B)</enum><text>the current operational energy infrastructure in the Indo-Pacific region owned by commercial companies or host countries, and the ability of such infrastructure to endure attacks, including kinetic and cyber attacks;</text></subparagraph><subparagraph id="id01cbb391b0cb4211abacbfc82d5de3b0"><enum>(C)</enum><text>potential political and economic influences on the availability of operational energy in contested environments, taking into consideration the growing market share of national oil companies; and</text></subparagraph><subparagraph id="idd6f5645659264076a02e05804259c76c"><enum>(D)</enum><text>current and projected trends in global refining capacity and investments in petroleum infrastructure, and the implications of such trends for United States national security, including the potential implications in a future conflict.</text></subparagraph></paragraph></subsection><subsection id="id35a8d2a8df2b4f729901fffa73830d7e"><enum>(b)</enum><header>Strategy</header><paragraph commented="no" display-inline="no-display-inline" id="id46ce15ffc9d74516bbe3b8fcb2782852"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall develop a strategy, based on the findings of the study required by subsection (a), to secure access to operational energy for the Armed Forces in the Indo-Pacific region.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5a0a16749e02433dab810389b7802a8a"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">The strategy developed under paragraph (1) shall identify—</text><subparagraph id="idd2d6a2cde5f24a0cb03aa5f09e43608c"><enum>(A)</enum><text>rapid-deployment energy solutions that enable the Armed Forces to conduct sustained operations in the absence of traditional fuel supplies;</text></subparagraph><subparagraph id="id1414b049c2684ed587ab741af73e4b68"><enum>(B)</enum><text>any needed or anticipated investment in infrastructure and fuel capabilities owned by the United States in the Indo-Pacific region, to reduce dependency on foreign infrastructure and petroleum;</text></subparagraph><subparagraph id="id6535fde93c1849248af7eb5a40a7e74f"><enum>(C)</enum><text>any enhancement needed to ensure the security of operational energy supply chains for such sustained operations through advanced monitoring, including cybersecurity measures and physical protections;</text></subparagraph><subparagraph id="id132227d3a0b34beaa5b74b8682ae1137"><enum>(D)</enum><text>any collaboration between United States energy companies and partner countries the Secretary has pursued to reduce reliance on energy sources owned by adversarial countries; and</text></subparagraph><subparagraph id="idea28db67855f4702a45b266b2993bb6c"><enum>(E)</enum><text>allied and partner countries with which the Commander of the United States Indo-Pacific Command should collaborate to address vulnerabilities in the energy supply and logistics networks of the Armed Forces in the Indo-Pacific region.</text></subparagraph></paragraph></subsection><subsection id="idb905ded0a9504c6aba5b0f4bd0600e13"><enum>(c)</enum><header>Report</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the congressional defense committees a report that includes—</text><paragraph commented="no" display-inline="no-display-inline" id="id3670ec02220746de89daa6acd7614291"><enum>(1)</enum><text display-inline="yes-display-inline">the findings of the study required by subsection (a)(1);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id83460564f2ae4cfdbd481e4aad67448f"><enum>(2)</enum><text display-inline="yes-display-inline">the strategy developed under subsection (b)(1); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id07db3bedbd7149aeb2676102acdc326a"><enum>(3)</enum><text display-inline="yes-display-inline">any recommendation for legislative or administrative actions to support such strategy.</text></paragraph></subsection></section></legis-body></bill>
