which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the Secretary of the Interior to conduct a special resource study of the Cahokia Mounds and surrounding land in the States of Illinois and Missouri, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cahokia Mounds Mississippian Culture Study Act</short-title></quote>.</text></section><section id="idb44aafd7ce4f42a2acf12bf01736cc3c"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text><paragraph id="id11898f4ff3b045ea85ecaf8886c58aa0"><enum>(1)</enum><text>the city of Cahokia—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6cfab627e4dc4d21afc67b4f2e5558a5"><enum>(A)</enum><text display-inline="yes-display-inline">was inhabited from approximately A.D. 700 to 1400; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2eaebff2450c43ecbd8bd079f61678d0"><enum>(B)</enum><text display-inline="yes-display-inline">at its peak from A.D. 1050 to 1200—</text><clause commented="no" display-inline="no-display-inline" id="id0ab6b3187bf24e16bccb4527257ba102"><enum>(i)</enum><text display-inline="yes-display-inline">covered nearly 6 square miles; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idfbbf509b6ab04061a18f5f2f6e84243b"><enum>(ii)</enum><text display-inline="yes-display-inline">was home to 10,000 to 20,000 people;</text></clause></subparagraph></paragraph><paragraph id="id1dd1702fac4e46868bc9d168c723f951"><enum>(2)</enum><text>more than 120 mounds were built over time at the site of the city of Cahokia;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8d5dd384bc5e4e50b0a3742d4a6ed8a9"><enum>(3)</enum><text display-inline="yes-display-inline">the site of the city of Cahokia is named for the Cahokia subtribe of the Illinois Confederation, who moved into the area in the 1600s;</text></paragraph><paragraph id="idcdcb5f0ab8cd474c9b88ed01c73a59f0"><enum>(4)</enum><text>the city of Cahokia was the central hub and largest city of the Mississippian culture that ruled and traded across half of North America, more than 1,250,000 square miles;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb4641b0c655f487a893cc291861e4d64"><enum>(5)</enum><text display-inline="yes-display-inline">the city of Cahokia—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6360bfc2c915474d808c33f21cd0cd74"><enum>(A)</enum><text display-inline="yes-display-inline">was the first known organized urbanization and government north of Mexico; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc8342218725942f3b7f4fa8f09924163"><enum>(B)</enum><text display-inline="yes-display-inline">at its peak, was larger than most European cities, including London;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb155992e86624cf48cb927a9d59c3265"><enum>(6)</enum><text>some of the Cahokia Mounds, which were built from A.D. 900 to 1400, still stand as earthen monuments and remnants of Mississippian culture, which is the greatest prehistoric ancient culture in North America, the people of which are ancestors to many of today's First People and Nations; and</text></paragraph><paragraph id="iddd7661a050a942d79203ea929abd0a24"><enum>(7)</enum><text>the Cahokia Mounds are designated as—</text><subparagraph id="id8be7b884c6664a7b9fe7bed755fbdd74"><enum>(A)</enum><text>a National Historic Landmark;</text></subparagraph><subparagraph id="id279cfcad6b9d4e61badd68ef1366534d"><enum>(B)</enum><text>an Illinois State Historic Site; and</text></subparagraph><subparagraph id="id008f5fa1b5774829bd7545d7906d0051"><enum>(C)</enum><text>a United Nations Educational, Scientific, and Cultural Organization World Heritage Site.</text></subparagraph></paragraph></section><section id="id8a6f7d5af9b245489f9e608dfaf8f29c"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id2f86ce1032a6413ba07661d96277dd85"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="id974c746292c24925a06865bbae03cada"><enum>(2)</enum><header>Study area</header><text>The term <term>Study Area</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id48810083f42e4df8b88a4c25244c38e4"><enum>(A)</enum><text display-inline="yes-display-inline">the Cahokia Mounds site; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc035c8610bf04e16822f6cc54ea1714d"><enum>(B)</enum><text display-inline="yes-display-inline">land in Collinsville and Monroe, Madison, and St. Clair Counties, Illinois, and St. Louis County, Missouri, surrounding the Cahokia Mounds site;</text></subparagraph><subparagraph id="idb57a6859fbb34c43b6f8a4eb2fc34f37"><enum>(C)</enum><text>satellite sites thematically connected to the Cahokia Mounds site; and</text></subparagraph><subparagraph id="id95a37eddb4394c0eb60b30d5775e460e"><enum>(D)</enum><text>Mitchell Mound, Sugarloaf Mound, Emerald Mound, Pulcher Mounds, East St. Louis Mounds, and the St. Louis Mound Group.</text></subparagraph></paragraph></section><section id="ida2ee93b648724942be70f6865bd81269"><enum>4.</enum><header>Special resource study</header><subsection id="id4a01cce58d1145f29c7cca94e4c6f369"><enum>(a)</enum><header>Study</header><text>The Secretary shall conduct a special resource study of the Study Area.</text></subsection><subsection id="id687c5664e64d43cb97586197d7e23974"><enum>(b)</enum><header>Contents</header><text>In conducting the study under subsection (a), the Secretary shall—</text><paragraph id="id6c632d4f72ea4a73b20f72091c5006e0"><enum>(1)</enum><text>evaluate the national significance of the Study Area;</text></paragraph><paragraph id="iddc74bcc781dd44609dbcdd0c35db1c43"><enum>(2)</enum><text>determine the suitability and feasibility of designating the Study Area as a unit of the National Park System;</text></paragraph><paragraph id="id33e99ae312674bec8954fc8078d2afcd"><enum>(3)</enum><text>consider other alternatives for preservation, protection, and interpretation of the Study Area by—</text><subparagraph id="idc53e07ac9fe24052ba7afcfe3fc3faff"><enum>(A)</enum><text>Federal, State, or local governmental entities; or</text></subparagraph><subparagraph id="id0745e931736b4274860549fb9fa291a5"><enum>(B)</enum><text>private and nonprofit organizations;</text></subparagraph></paragraph><paragraph id="idb6fa6e78723041a98268076fc23f2088"><enum>(4)</enum><text>consult with—</text><subparagraph id="id0100d1673a1647659843117f20183602"><enum>(A)</enum><text>interested entities of the Federal Government or State or local governmental entities;</text></subparagraph><subparagraph id="id1e95bd84d2064e27952f209d4ffe95f4"><enum>(B)</enum><text>private and nonprofit organizations; or</text></subparagraph><subparagraph id="id2e65240d83f1435c937b161c97e8ff7d"><enum>(C)</enum><text>any other interested individuals; and</text></subparagraph></paragraph><paragraph id="ide16c9b3637c9441cb41e250f37a848e8"><enum>(5)</enum><text>identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives considered under paragraph (3).</text></paragraph></subsection><subsection id="id0759ac904a184e72a0556789a3abe423"><enum>(c)</enum><header>Applicable law</header><text>The study required under subsection (a) shall be conducted in accordance with section 100507 of title 54, United States Code. </text></subsection><subsection id="id65dc5abead7940fab39ff1b8bb9782c6"><enum>(d)</enum><header>Report</header><text>Not later than 1 year after the date on which funds are first made available to conduct the study required under subsection (a), the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report containing—</text><paragraph id="idc68c1de0b70442fcb398f450a1da1cee"><enum>(1)</enum><text>the results of the study; and</text></paragraph><paragraph id="idf319ed2ac91142e7a008df120a0719e9"><enum>(2)</enum><text>any conclusions and recommendations of the Secretary.</text></paragraph></subsection><subsection id="id7fb41bfb6d64440eb1172270536cddc1"><enum>(e)</enum><header>Funding</header><text>The study required under subsection (a) shall be carried out using existing funds of the National Park Service. </text></subsection></section></legis-body></bill>
