which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the Jackie Robinson Ballpark National Commemorative Site in the State of Florida, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H8577BF5FE473400FB5A392DCDD0A7270"><section section-type="section-one" id="HF2DDA43DD1F5446F81FE305030E698D5"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Jackie Robinson Commemorative Site Act</short-title></quote>.</text></section><section id="H3A23B45589D641378BE51052CA6071A2"><enum>2.</enum><header>Jackie Robinson Ballpark National Commemorative Site</header><subsection id="H28209CB9261C404389A5123AA0BA998A"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="H99DDAA8505D44FCB906A5E09E8C6290A"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="H9CCA4B242ABC413BB2996B0A2EE2610C"><enum>(2)</enum><header>Site</header><text>The term <term>Site</term> means the Jackie Robinson Ballpark National Commemorative Site designated by subsection (b).</text></paragraph><paragraph id="HCDCAB86EF9AF4189A5AA540859FA1365"><enum>(3)</enum><header>State</header><text>The term <term>State</term> means the State of Florida.</text></paragraph></subsection><subsection id="H4DAEDF6BD2F542E89C86DA87B1CB6598"><enum>(b)</enum><header>Designation</header><paragraph commented="no" display-inline="no-display-inline" id="id8c12cb0a949942d89ca4ea1c9bd864cc"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Jackie Robinson Ballpark in Daytona Beach, Florida, is designated as the <quote>Jackie Robinson Ballpark National Commemorative Site</quote>.</text></paragraph><paragraph id="ide06576aa029e4958b92226bae2e316ec"><enum>(2)</enum><header>References</header><text>Any reference in a law, map, regulation, document, paper, or other record of the United States to the ballpark referred to in paragraph (1) shall be deemed to be a reference to the <quote>Jackie Robinson Ballpark National Commemorative Site</quote>. </text></paragraph></subsection><subsection id="H2A9EEBD8C06D40CAAA54C01C2A31E79E"><enum>(c)</enum><header>African American Civil Rights Network</header><text>The Site shall be part of the African American Civil Rights Network established under section 308402(a) of title 54, United States Code.</text></subsection><subsection id="HE346ECEC42D944268742B1129BFE4289"><enum>(d)</enum><header>Administration</header><paragraph id="HA12E9EDDE67B429CB8344535FB9569E4"><enum>(1)</enum><header>Cooperative agreements</header><text display-inline="yes-display-inline">The Secretary may enter into cooperative agreements with appropriate public or private entities for interpretative and educational purposes related to the Site.</text></paragraph><paragraph id="HDCCAA86705FB4EB2B7C38D918E424861"><enum>(2)</enum><header>Effect of designation</header><text>The Site is not a unit of the National Park System.</text></paragraph><paragraph id="HE8763CB3DC1749D2A64156093D75873C"><enum>(3)</enum><header>Limitations</header><text>Nothing in this Act authorizes the Secretary—</text><subparagraph id="H6521C0F8DDC34E96A9CAE5466801DE2F"><enum>(A)</enum><text display-inline="yes-display-inline">to interfere with the rights of any person with respect to private property or any local zoning ordinance or land use plan of the State or any political subdivision of the State; or</text></subparagraph><subparagraph id="HBAC8571916244652B9E5B347DD39993A"><enum>(B)</enum><text display-inline="yes-display-inline">to acquire land or interests in land through condemnation or other methods.</text></subparagraph></paragraph></subsection><subsection id="HD5D2BA3707C34E5CB886A7C5518B7257"><enum>(e)</enum><header>Special resource study</header><paragraph id="HB86EB764D126448EB5C2CF3C4D4FF6C6"><enum>(1)</enum><header>In general</header><text>The Secretary shall conduct a special resource study of the Site—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf59e39c1d6dd4c459f627130b8af71f7"><enum>(A)</enum><text display-inline="yes-display-inline">to evaluate the national significance of the Site; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id26884069b8e3412b8aced07a93d12926"><enum>(B)</enum><text display-inline="yes-display-inline">to determine the suitability and feasibility of designating the Site as a unit of the National Park System.</text></subparagraph></paragraph><paragraph id="H05DE3ED62DDC4D389CAE0ED2B23C731B"><enum>(2)</enum><header>Alternatives</header><text>In conducting the study under paragraph (1), the Secretary shall consider alternatives for preservation, protection, and interpretation of the Site by the Federal Government, State or local government entities, or private and nonprofit organizations.</text></paragraph><paragraph id="HEAE5074444824D41A4946E3D586A464F"><enum>(3)</enum><header>Applicable law</header><text>The study under paragraph (1) shall be conducted in accordance with section 100507 of title 54, United States Code.</text></paragraph><paragraph id="H2B646B45E6794D68AFFAAA0778DC3F28"><enum>(4)</enum><header>Report</header><text>Not later than 2 years after the date on which funds are made available to conduct the study under paragraph (1), the Secretary shall submit to Congress a report that describes—</text><subparagraph commented="no" display-inline="no-display-inline" id="id4df33e0cce1549f7804ac02daec124b4"><enum>(A)</enum><text display-inline="yes-display-inline">the results of the study; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcbfda82d87294d10ad568f462cc70397"><enum>(B)</enum><text display-inline="yes-display-inline">any recommendations of the Secretary with respect to the Site.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
