<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 410</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230214">February 14, 2023</action-date><action-desc><sponsor name-id="S399">Mr. Hawley</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize a Federal report and longitudinal study regarding the effects of social media on users under age 18.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Social Media Research Act</short-title></quote>.</text></section><section id="id17b87fb19a804906989fd1974df87ef9"><enum>2.</enum><header>Short-term study</header><subsection id="id2fc6c217b6f04c289c45271e21006e54"><enum>(a)</enum><header>Study</header><text>The Comptroller General of the United States, in partnership with any other Federal agency the Comptroller General may designate, shall study the impact of social media technologies on the mental and physical health of social media users under age 18, with particular attention to assessing current circumstances and expected trends. Such study shall aim to assess in particular any relationship between social media use patterns and the following medical conditions:</text><paragraph id="id88e186844ac94cb4a95f51a0c6249656"><enum>(1)</enum><text>Suicidality.</text></paragraph><paragraph id="iddd9921fa68a94bacb87d2cc11d54c461"><enum>(2)</enum><text>Anxiety.</text></paragraph><paragraph id="id920d167e0d5549de914cb7847990b0f7"><enum>(3)</enum><text>Depression.</text></paragraph><paragraph id="id71e0c54f886d4f95ba6c6974697d9c2c"><enum>(4)</enum><text>Eating disorders.</text></paragraph><paragraph id="idc1324f5c15814afd84c64b3215f08cf8"><enum>(5)</enum><text>Attention deficit hyperactivity disorder.</text></paragraph><paragraph id="idcaac4bc6a3704e7da06471aef9ab6022"><enum>(6)</enum><text>Gender dysphoria.</text></paragraph></subsection><subsection id="idf8ae56c3b8824cb0ba79386dbb5e2ba7"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit a report to Congress on the study required under subsection (a).</text></subsection><subsection id="id03bdb564061d41eb99c4f9cc1fb5085a"><enum>(c)</enum><header>Appropriations</header><text>Out of any money in the Treasury not otherwise appropriated, there is appropriated to the Comptroller General, for fiscal year 2023, $1,000,000, to remain available until expended, to carry out the study described in this section. </text></subsection></section><section id="id42be5b08eb1b493cb7cc9ffbe9dbbadc"><enum>3.</enum><header>Longitudinal study</header><subsection id="idad2988db998844778aa774b9f1fdfeb0"><enum>(a)</enum><header>Study</header><text>The Comptroller General of the United States, in partnership with any other Federal agency the Comptroller General may designate, shall study the impact of social media technologies on the mental and physical health of a cohort of social media users initially drawn from the population of such users under age 18, with particular attention to the long-term effects of social media technology use on the health of such users. Such study shall aim to assess in particular any relationship between social media use patterns and the medical conditions listed in section 2(a).</text></subsection><subsection id="id0724b98e595a471fa86e14957979723e"><enum>(b)</enum><header>Report</header><text>Not later than 10 years after the date of enactment of this Act, the Comptroller General shall submit a report to Congress on the study required under subsection (a).</text></subsection><subsection id="id326cf9a380ae46888e3ad4e8be31f752"><enum>(c)</enum><header>Appropriations</header><text>Out of any money in the Treasury not otherwise appropriated, there is appropriated to the Comptroller General, for fiscal year 2023, $20,000,000, to remain available until expended, to carry out the study described in this section. </text></subsection></section></legis-body></bill>
