which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Federal Crop Insurance Act to provide premium support for certain plans of insurance, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Agriculture Risk Management Enhancement and Resilience Act of 2024</short-title></quote> or the <quote><short-title>FARMER Act of 2024</short-title></quote>.</text></section><section id="id6d87edfa44ed4c47aacba133497d3a8e"><enum>2.</enum><header>Premium support for certain plans of insurance</header><text display-inline="no-display-inline">Section 508(e) of the Federal Crop Insurance Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/7/1508">7 U.S.C. 1508(e)</external-xref>) is amended—</text><paragraph id="ida3d8e038d0274f5a87969f73c1a57fd0"><enum>(1)</enum><text>by redesignating paragraph (8) as paragraph (9); </text></paragraph><paragraph id="ida88301edf1ca42d4a3d547e95852117e"><enum>(2)</enum><text>in paragraph (9) (as so redesignated) by striking <quote>and (7)</quote> and inserting <quote>(7), and (8)</quote>; and</text></paragraph><paragraph id="ide468777411604b29ba4e8007e26bd879"><enum>(3)</enum><text>by inserting after paragraph (7) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id05cef2c4d3af40db8b3804b9142f5d39"><paragraph id="idc12c7c9a2d33453bbe59a1f0e0ecb625"><enum>(8)</enum><header>Premium support for certain plans of insurance</header><text>Notwithstanding subparagraphs (F) and (G) of paragraph (2), in the case of an individual farm-based revenue protection or yield protection plan of insurance, when a producer elects such a plan of insurance based upon enterprise units or whole farm units, the Corporation shall pay a part of the premium as provided under those subparagraphs except that the applicable factor shall be—</text><subparagraph id="id51d28b3818c74907a1ed9f656423ac76"><enum>(A)</enum><text>77 percent in the case of the coverage level described in paragraph (2)(F); and</text></subparagraph><subparagraph id="idadcc66928e95428caae43bd4b0f44986"><enum>(B)</enum><text>68 percent in the case of the coverage level described in paragraph (2)(G).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="ide687eddeeac64423b8aaa783e6855bb7"><enum>3.</enum><header>Coverage level and premium subsidy under supplemental coverage option</header><subsection id="id4eab1a43b52448bcaef5a065aaa181d8"><enum>(a)</enum><header>Coverage level</header><text>Section 508(c)(4)(C) of the Federal Crop Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1508">7 U.S.C. 1508(c)(4)(C)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id0466e5ba754e4484bdc32dfccbbd75ed"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (ii), by striking <quote>14</quote> and inserting <quote>10</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id80b61f7e588841f19f1eb97f3ea276b5"><enum>(2)</enum><text display-inline="yes-display-inline">in clause (iii)(I) (iii)(I)), by striking <quote>86</quote> and inserting <quote>90</quote>.</text></paragraph></subsection><subsection id="id5e34ed50998948a18bf5b0e65f5c11ae"><enum>(b)</enum><header>Premium subsidy</header><text>Section 508(e)(2)(H)(i) of the Federal Crop Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1508">7 U.S.C. 1508(e)(2)(H)(i)</external-xref>) is amended by striking <quote>65</quote> and inserting <quote>80</quote>.</text></subsection></section><section id="idf79eb98f8f664e22ad4dd3d06286fca2"><enum>4.</enum><header>Study</header><text display-inline="no-display-inline">Section 522(c) of the Federal Crop Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1522">7 U.S.C. 1522(c)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC4F84CD9C10F4CA1B7D96D3B1041C0EE"><paragraph commented="no" id="id861bc22c3cd446039a4567dc4f3bc058"><enum>(20)</enum><header>Study on supplemental coverage option</header><subparagraph commented="no" display-inline="no-display-inline" id="id66c323af60844a7eaaee25fdfe4df235"><enum>(A)</enum><header>In general</header><text>The Corporation shall carry out a study, or offer to enter into 1 or more contracts with 1 or more qualified persons to carry out a study, to determine the feasibility of modifying the supplemental coverage option described in section 508(c)(4)(C) to provide coverage for counties larger than 1,400 square miles—</text><clause id="ide6c315d3c5ad4a19a05ca3b081dd776c"><enum>(i)</enum><text>at a level smaller than county-wide; and</text></clause><clause id="idbefd50cd25314484b5dead4c8219c079"><enum>(ii)</enum><text>at a level greater than individual coverage.</text></clause></subparagraph><subparagraph id="id97422382f0f9491d9fbd47d9631cbeea"><enum>(B)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this paragraph, the Corporation shall submit to the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Agriculture of the House of Representatives a report that describes—</text><clause id="id44525876efcd470a8553a02427718949"><enum>(i)</enum><text>the results of the study carried out under subparagraph (A); and</text></clause><clause id="id45de1b92606a4bf3accf23ee0ca234f9"><enum>(ii)</enum><text>any recommendations with respect to those results.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
