Conservation Stewardship Program payments.2.In this Act, the term Secretary means the Secretary of Agriculture.<enum>I</enum><header>Enabling enteric methane research</header><section id="id301f94bc5efb4c468e01ea4bba283578"><enum>101.</enum><header>Creation of enteric methane product and practice testing capacity through the Agricultural Research Service</header><subsection id="id3035776838204ed2bb3d4f7c11ba74ad"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Administrator of the Agricultural Research Service, shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idce10e67bfbc048f39b187069f04daf39"><enum>(1)</enum><text display-inline="yes-display-inline">establish and operate laboratory and testing facilities to conduct studies to enhance the understanding of baseline enteric methane emissions and the safety and efficacy of enteric methane-mitigating products and practices; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7db6e2653e0742c69a332668e5cd97e4"><enum>(2)</enum><text display-inline="yes-display-inline">develop the ongoing capacity of personnel of the Agricultural Research Service with expertise in conducting the studies described in paragraph (1); and</text></paragraph><paragraph id="ida5c399de080842ef8f34d1a714e8e9bf"><enum>(3)</enum><text>regularly assess—</text><subparagraph commented="no" display-inline="no-display-inline" id="id79516c3e75c34e3c9cb8b0b30b9203c3"><enum>(A)</enum><text display-inline="yes-display-inline">baseline enteric methane emissions;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id75b56fc7c0d7406a92394db852034b02"><enum>(B)</enum><text>the impacts of enteric methane production on animal productivity and animal health and welfare; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6aa7c475391747fd8f8d63b0db914fff"><enum>(C)</enum><text>the impacts of enteric methane-mitigating products and practices on greenhouse gas emissions, animal productivity, and animal health and welfare.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8a6edcf4fb6f414abd6bc36d4353721b"><enum>(b)</enum><header>Activities</header><text display-inline="yes-display-inline">The Secretary, acting through the Administrator of the Agricultural Research Service, may use amounts made available to carry out this section, in accordance with subsection (a)—</text><paragraph commented="no" display-inline="no-display-inline" id="idf7b109ecca534d0f885d0ccd27e0d06f"><enum>(1)</enum><text display-inline="yes-display-inline">to construct federally owned testing facilities; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8acaa8006eee4ade87417b517c6c6991"><enum>(2)</enum><text display-inline="yes-display-inline">to purchase assessment technologies; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb3a215aeb97748ff927b47ed2d5eb0de"><enum>(3)</enum><text display-inline="yes-display-inline">to retrofit or renovate existing facilities; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9fb95f16aa79471e91ab8e03b90f478f"><enum>(4)</enum><text display-inline="yes-display-inline">to contract with independent or academic facilities to conduct research. </text></paragraph></subsection></section><section id="id6791a8303b8b4e16abb734eb7ea818f0"><enum>102.</enum><header>Training programs for enteric methane livestock emissions</header><text display-inline="no-display-inline">Title IV of the Agricultural Research, Extension, and Education Reform Act of 1998 is amended by inserting before section 404 (<external-xref legal-doc="usc" parsable-cite="usc/7/7624">7 U.S.C. 7624</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id45F66EEF3AB643CC9D28365D9A649956"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id8879c1d3b2d042e89e6c634b0f09a53c"><enum>401.</enum><header>Training programs for enteric methane livestock emissions</header><subsection commented="no" display-inline="no-display-inline" id="id42b406cf463f45dcbb23c8ae030dfbc3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish or expand at eligible institutions training programs relating to, with respect to enteric methane emissions from livestock—</text><paragraph commented="no" display-inline="no-display-inline" id="id43b32b5108b7454cad6ce29b35e9b656"><enum>(1)</enum><text display-inline="yes-display-inline">livestock management and nutrition;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb7973cb0cfea47d2ad814025a11d3dc9"><enum>(2)</enum><text display-inline="yes-display-inline">greenhouse gas monitoring, verification, and reporting technologies; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc9d344f3a7434fa8ad6926a2cb7139da"><enum>(3)</enum><text display-inline="yes-display-inline">testing skills and capacity; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id073000c5faf84bd5a9a33c13ffbb81c9"><enum>(4)</enum><text display-inline="yes-display-inline">innovation; and</text></paragraph><paragraph id="id61ec96fee72d4142b3b7c6661e9abea1"><enum>(5)</enum><text>livestock health and welfare.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id32546625207c4e349b37572e674f6dc6"><enum>(b)</enum><header>Eligible institutions</header><paragraph commented="no" display-inline="no-display-inline" id="id15a87f8964ac4bd5aa473481bf292e25"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An institution eligible for a training program under this section is an 1862 Institution, an 1890 Institution, or a 1994 Institution.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfea0e63b50ed4b31a4c7c0ebcf93c95e"><enum>(2)</enum><header>Requirement</header><text display-inline="yes-display-inline">The Secretary shall establish or expand a training program under this section at not less than one 1862 Institution, not less than one 1890 Institution, and not less than one 1994 Institution.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><enum>II</enum><header>On-farm enteric methane emission reductions</header><section id="id760a3ea2aeee4e47a831a6732d10508d"><enum>201.</enum><header>On-farm conservation innovation trials</header><text display-inline="no-display-inline">Section 1240H(c) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-8">16 U.S.C. 3839aa–8(c)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd7a63f38d1724f1698c3b59f4f29307b"><enum>(1)</enum><text>in paragraph (1)(B)(i)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf942358a3e5045deac3cc1dbda4e8ef7"><enum>(A)</enum><text display-inline="yes-display-inline">in subclause (VI), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide623f68ca6654ffab8b54ec24c103381"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating subclause (VII) as subclause (VIII); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9e4f942a41a34a11b033b69c16c1fa5b"><enum>(C)</enum><text>by inserting after subclause (VI) the following:</text><quoted-block style="OLC" id="id9E7BFCB7B40344A89D61480B63B562F6" act-name=""><subclause id="idE47160DBB3BE40889B0CB00E8BD0AD6A"><enum>(VII)</enum><text>livestock-related practices that reduce greenhouse gas emissions, including enteric methane emissions; and</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5bd254e52fc340ef9155013647d85c76"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4B9C220ADEE441F3A24C31ADE68A5373"><paragraph id="id7014ff49d1224989b71cc95146cb78cb"><enum>(8)</enum><header>Enteric methane emissions studies</header><subparagraph commented="no" display-inline="no-display-inline" id="id5d6cf2b33d6244c3bb8b7339f440d629"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this paragraph, the Secretary shall carry out one or more studies on changes in methane emissions and, if feasible, economic outcomes, generated as a result of livestock-related practices that reduce greenhouse gas emissions, including enteric methane emissions.</text></subparagraph><subparagraph id="id687e3452a33943e0848b658c74086ab5"><enum>(B)</enum><header>Reports</header><text>Not later than 2 years after the date of enactment of this paragraph and annually thereafter, the Secretary shall submit to the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Agriculture of the House of Representatives a report on the progress and results of the studies under subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="id22ddfa994aaa4f778caf60c5d5e0509a"><enum>202.</enum><header>Review of conservation practice standards</header><text display-inline="no-display-inline">Section 1242(h) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3842">16 U.S.C. 3842(h)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id27416DFB795F4A4AAD197161504D5DE5"><paragraph commented="no" display-inline="no-display-inline" id="id83a2858a5ced408a84bfccc1378b0b23"><enum>(5)</enum><header>Enteric methane emissions</header><text>Not later than 180 days after the date of enactment of this paragraph, the Secretary shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="ida6005834656e415ebb0ec50a28065f4f"><enum>(A)</enum><text display-inline="yes-display-inline">complete a review of conservation practice standards in effect on the day before the date of enactment of this paragraph to consider any revisions to conservation practice standards, including for feed management, or new conservation practice standards that would be appropriate to assist in reducing enteric methane emissions;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc8c5f9f08f284ba9b9ab6dac13db6f98"><enum>(B)</enum><text display-inline="yes-display-inline">revise appropriate conservation practice standards in effect on the day before the date of enactment of this paragraph as necessary to assist in reducing enteric methane emissions; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7f985bfd160745399e6cfb203e9f4870"><enum>(C)</enum><text display-inline="yes-display-inline">establish any appropriate new conservation practice standards to assist in reducing enteric methane emissions.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id34c26af3610a4d3396f95aa5a38952d5"><enum>203.</enum><header>Environmental quality incentives program payments</header><subsection id="id365ec51b7205463a8b23d70d7e440d18"><enum>(a)</enum><header>Definitions</header><text>Section 1240A of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-1">16 U.S.C. 3839aa–1</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd3d45c3dbc6543f6b231b4ad6792c3fe"><enum>(1)</enum><text>in paragraph (3)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6a595db5eba848e3b4374d83077b95cd"><enum>(A)</enum><text>by inserting <quote>management</quote> after <quote>means a</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3473d55db3cc4e8bae55ee861afe5f87"><enum>(B)</enum><text>by inserting <quote>land or livestock management</quote> after <quote>set of</quote>; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3075e87738f749d98a2c2541dc8393f7"><enum>(2)</enum><text>in paragraph (6)(A)(ii), by inserting <quote>or livestock</quote> after <quote>land</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id69b489c89e0a4cc4a1c0dce3322789a0"><enum>(b)</enum><header>Payments</header><text>Section 1240B(d) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-2">16 U.S.C. 3839aa–2(d)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="ide1a8ed2f550b492e9ccf30141fb66a60"><enum>(1)</enum><text>in paragraph (3)(E), by inserting <quote>, including greenhouse gas emission reductions</quote> before the semicolon; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddc965b9aada144a88155c74e81778394"><enum>(2)</enum><text>in paragraph (7)(A)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idcde74686f3a9404089132455d6c565dd"><enum>(A)</enum><text>in clause (iii), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9386c101d9ac425fbafbd65bf8c97289"><enum>(B)</enum><text>by redesignating clause (iv) as clause (v); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5770ce157b5649a5aa690470d6b63791"><enum>(C)</enum><text>by inserting after clause (iii) the following:</text><quoted-block style="OLC" id="id25B7557ED4E2488591FF3B4C44B1B43D" act-name=""><clause id="id0FCAC4BF1D1748888DA451AB742F65E0"><enum>(iv)</enum><text>provides reduction of greenhouse gas emissions, including enteric methane emissions from livestock; or</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id1a8ab4fff26d4203a3d755ac60e57ea7"><enum>204.</enum><header>Conservation Stewardship Program payments</header><subsection commented="no" display-inline="no-display-inline" id="id0a922651731c498fa1d9a16c23f00569"><enum>(a)</enum><header>Definition of conservation activities</header><text>Section 1240I(2)(B)(i) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-21">16 U.S.C. 3839aa–21(2)(B)(i)</external-xref>) is amended by inserting <quote>livestock or</quote> after <quote>measures, and</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id7cd6217bd6cd48f8a450a766d96da9a2"><enum>(b)</enum><header display-inline="yes-display-inline">Supplemental payments for resource-Conserving crop rotations, advanced grazing management, and livestock feed management</header><text display-inline="yes-display-inline">Section 1240L(d) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-24">16 U.S.C. 3839aa–24(d)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idb21ed5898da14f28b352635a90779ce3"><enum>(1)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">and advanced grazing management</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">, advanced grazing management, and livestock feed management</header-in-text></quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbb14e1b0e77d4b4f80c98e1d0675a361"><enum>(2)</enum><text>in paragraph (1)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id1de87e8983484394aa9347f91356b299"><enum>(A)</enum><text>by redesignating subparagraphs (B) and (C) as subparagraphs (C) and (D), respectively; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id79bbb251ba794115ac233a5d56ac1fbb"><enum>(B)</enum><text>by inserting after subparagraph (A) the following:</text><quoted-block style="OLC" id="id7CFD6173E4164E87973224710D04AC9B" act-name=""><subparagraph id="id96C553583D7F445E99438B77F811A0A3"><enum>(B)</enum><header>Livestock feed management</header><text>The term <term>livestock feed management</term> means providing livestock with forage and feed that—</text><clause commented="no" display-inline="no-display-inline" id="idc3b0bfef7ea649f18b2ac36e8852c8f0"><enum>(i)</enum><text display-inline="yes-display-inline">manipulates and controls the quantity and quality of available nutrients, feedstuffs, ingredients, or additives fed to livestock;</text></clause><clause commented="no" display-inline="no-display-inline" id="ida4f087a67190489896956ab9f49c49dc"><enum>(ii)</enum><text display-inline="yes-display-inline">minimizes excess nutrients in surface water and ground water by reducing the quantity of nitrogen, phosphorus, sulfur, salts, or other nutrients excreted in manure; or</text></clause><clause commented="no" display-inline="no-display-inline" id="idfd9ffa9fbf8f4ad6800ebf450dd3a784"><enum>(iii)</enum><text display-inline="yes-display-inline">reduces emissions of ammonia, odors, greenhouse gases, volatile organic components, or dust from animal feeding operations.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5098e3b13caa45e08ba5ffc9ae873e68"><enum>(3)</enum><text>in paragraph (2)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id966539de320743da915918c4b03d2ea6"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id36e933f8d1e94976aa37a123a22a751c"><enum>(B)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2171acad9b934314ad7d1acfaf41931e"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="id3E2E27D730C0439EA9403062C3E5D1BE" act-name=""><subparagraph id="id93D6A19117ED4C1EABC36918C928D51C"><enum>(C)</enum><text>livestock feed management.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id94bdbc2b18104fb5a0df1c8dd16ba54c"><enum>(4)</enum><text>in paragraph (3), by inserting <quote>, livestock feed management,</quote> after <quote>crop rotations</quote>.</text></paragraph></subsection></section>
