which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the Administrator of the Health Resources and Services Administration to award grants to expand or create health care provider pipeline programs.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Resources and Opportunities for Health Education And Learning Act of 2024</short-title></quote> or the <quote><short-title>PRO-HEAL Act of 2024</short-title></quote>.</text></section><section id="id48dcbe811a874e968a9f7d9221d0d3dc"><enum>2.</enum><header>Grant program to expand or create health care provider pipelines</header><subsection commented="no" display-inline="no-display-inline" id="id4e3641c3e51a4135814917bfe46df9c1"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this Act:</text><paragraph id="id58854224b0ab4bafb9e010254c5192d5"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Health Resources and Services Administration.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id85d39b12ede84e9bbf14beb5e44e0216"><enum>(2)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means a State or institution of higher education. </text></paragraph><paragraph id="idf35e59cdc0c24ff3b26232e29ccf0a35"><enum>(3)</enum><header><italic></italic>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph><paragraph id="id6916a00d648f4e0f8c710466e3e7678b"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means each of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, and each of the outlying areas (as such term is defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)). </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb41903b196ed468284f85ca15898cab0"><enum>(b)</enum><header>Authorization of grants</header><paragraph commented="no" display-inline="no-display-inline" id="id384455606871498ab5f0b2019bb5e112"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Administrator shall award grants, on a competitive basis, to eligible entities to enable the eligible entities to expand or create health care provider pipeline programs.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id010947451f74412dab2deeb64e19257a"><enum>(2)</enum><header>Duration</header><text>Grants awarded under this section shall be for a term of not more than 5 years.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0054a6a79d804033b13def1f6613afeb"><enum>(3)</enum><header>Reservation</header><text>The Administrator shall reserve 25 percent of amounts made available to carry out this section to award grants to eligible entities that are eligible institutions described in section 371 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida5cf5fd2730547a48bdb941a5250da8c"><enum>(4)</enum><header>Priority</header><text>In awarding grants under this section, the Administrator shall give priority to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8c8a3b7fdaac465da5711380b915a477"><enum>(A)</enum><text display-inline="yes-display-inline">programs designed to serve underserved or rural communities; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6013840cd1a94108aa36adf64a1487da"><enum>(B)</enum><text display-inline="yes-display-inline">programs designed to increase the number of health care professionals who are primary care providers; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id53be7fd31f1a4be3b4a758ccc70eb1d2"><enum>(C)</enum><text display-inline="yes-display-inline">eligible entities that intend to recruit a majority of individuals to participate in the health care provider pipeline program from within the same State as the eligible entity or in which the eligible entity is located. </text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0c10e2217e7c451fb994c5c3f05104fe"><enum>(c)</enum><header>Application</header><text>An eligible entity that desires to receive a grant under this section shall submit an application to the Administrator at such time, in such manner, and accompanied by such information as the Administrator may require. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id6a2857c159a84e22bb7496d2d1c0463d"><enum>(d)</enum><header>Use of funds</header><paragraph commented="no" display-inline="no-display-inline" id="idd18484c5c3de4112a195bbe59e6b835b"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this section shall use the grant funds to expand or create health care provider pipeline programs that are designed to increase the number of one or more of the following groups of health care professionals: </text><subparagraph id="idfd0837fa529344c1a2c1981734d8bfb9"><enum>(A)</enum><text>Medical Doctors and Doctors of Osteopathic Medicine. </text></subparagraph><subparagraph id="idb1e8fc5c234448958b171757c1e77d3e"><enum>(B)</enum><text>Physician Assistants.</text></subparagraph><subparagraph id="idd65a62a73a8b4ef8902f676767fb1b75"><enum>(C)</enum><text>Nurse Practitioners.</text></subparagraph><subparagraph id="ide276b951684848da962acc6e6453c39f"><enum>(D)</enum><text>Nurses.</text></subparagraph><subparagraph id="ide2d461af79244e6585a650ea7146675d" commented="no" display-inline="no-display-inline"><enum>(E)</enum><text>Emergency Medical Technicians.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide4a4fd447b2f4949bec6fff4c5935b26"><enum>(F)</enum><text>Dentists.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3eeb6b8d66404b97afe214eb88548e43"><enum>(G)</enum><text>Behavioral Health Providers.</text></subparagraph></paragraph><paragraph id="id8b559678c6cb499884fd0eaef10cd062"><enum>(2)</enum><header>Additional providers</header><text>The Administrator may add to the list of health care professionals eligible for health care provider pipeline programs under paragraph (1) based on areas of need and shortages across the Nation.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb088f79b7ff94a13a1824014e93b4f65"><enum>(e)</enum><header>Reports</header><text>An eligible entity that receives a grant under this section shall submit a report to the Administrator, not later than 5 years after receiving the grant and at the end of the grant period, on the implementation of the health care provider pipeline program, including details on—</text><paragraph commented="no" display-inline="no-display-inline" id="idb3cb28686c8e473a8a7b798e380739aa"><enum>(1)</enum><text>a breakdown of funding uses;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcce28cd2fff94a079deb17b1a12278c3"><enum>(2)</enum><text>admission rates to the program;</text></paragraph><paragraph id="id0b19e664f22248e098b8d7c8a5bb3803"><enum>(3)</enum><text>admission criteria for the program;</text></paragraph><paragraph id="id0469f83427aa4065ba9d02175312b2be"><enum>(4)</enum><text>demographics of admitted students; and</text></paragraph><paragraph id="id83806e27f24849a99dda138f48573933"><enum>(5)</enum><text>program drop-out rates. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4cd5f13a6aed46f9821ac66225afd7d5"><enum>(f)</enum><header>Grants after reauthorization</header><text>If the grant program under this section is authorized for a fiscal year after fiscal year 2029, the Administrator, in awarding grants after fiscal year 2029, shall give priority to eligible entities that have already received a grant under this section.</text></subsection><subsection id="id4711b244ef8644199a545b88a09c1626"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $215,000,000 for the period of fiscal years 2025 through 2029.</text></subsection></section></legis-body></bill>
