which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to provide community-based training opportunities for medical students in rural areas and medically underserved communities, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H63E0072E09754A0AB5948E014649E2C4"><section section-type="section-one" id="H7343921674E544649C3AC90F9FEB035A"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community Training, Education, and Access for Medical Students Act of 2024</short-title></quote> or the <quote><short-title>Community TEAMS Act of 2024</short-title></quote>.</text></section><section id="H6B47FE5D0A4C4C06B48CDF1FB48E9A00"><enum>2.</enum><header>Grants for community-based training for medical students in rural areas and medically underserved communities</header><subsection id="H1047F44813454CF88C12AB51D506D8A2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 330A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c">42 U.S.C. 254c</external-xref>) is amended—</text><paragraph id="H342EFD9B8B4042E2BFA1AFC279A124AA"><enum>(1)</enum><text>by redesignating subsections (h), (i), and (j) as subsections (i), (j), and (k), respectively; and</text></paragraph><paragraph id="H1BAF154DC1BB4974B1F0AA60C71181A7"><enum>(2)</enum><text>by inserting after subsection (g) the following:</text><quoted-block style="OLC" id="H9A0EA98F70684026A36AB40691E40118"><subsection id="H26DBBE53B93445A9850F182412BDE702"><enum>(h)</enum><header>Grants for community-Based training for medical students in rural areas and medically underserved communities</header><paragraph id="H48BDACA6B1124C61850AE97F575023BE"><enum>(1)</enum><header>Grants</header><text display-inline="yes-display-inline">The Director may award grants to eligible entities to expand the availability of community-based training for medical students in rural areas and medically underserved communities to facilitate long-term, sustainable physician practice in high-need communities by supporting medical student clinical rotations in health care facilities in such areas and communities, including in outpatient settings.</text></paragraph><paragraph id="H1FA9FA601F12424D8A3EF4AE6FC7A004"><enum>(2)</enum><header>Period of grants</header><text>A grant under this subsection shall be for a period of 1 to 5 years, as determined by the Director.</text></paragraph><paragraph id="H86AD092273964BA3B011964866830CFB"><enum>(3)</enum><header>Eligibility</header><text>To be eligible for a grant under this subsection, an entity shall be a consortium of—</text><subparagraph id="H3C930EB8C2624D9A818FEC5C40299A05"><enum>(A)</enum><text>one or more osteopathic or allopathic medical schools; and</text></subparagraph><subparagraph id="H89C7EBF0D2034F00865129F6E46C3D13"><enum>(B)</enum><text>one or more of the following:</text><clause id="H05F559B08CB24AB0B9D945F1D36438A4"><enum>(i)</enum><text>A rural health clinic.</text></clause><clause id="H85D91629A2154787A0997ADD0408C6CE"><enum>(ii)</enum><text display-inline="yes-display-inline">A Federally qualified health center (as defined in section 1861(aa) of the Social Security Act).</text></clause><clause id="H6FC141756FFE4C85BAA36B2D0C1AA185"><enum>(iii)</enum><text display-inline="yes-display-inline">A health care facility located in a medically underserved community.</text></clause></subparagraph></paragraph><paragraph id="HE73E9F22ED2E433A82E9073649B635DB"><enum>(4)</enum><header>Applications</header><text>To seek a grant under this subsection, an eligible entity, in consultation with the appropriate State office of rural health or another appropriate State entity, shall prepare and submit to the Director an application at such time, in such manner, and containing such information as the Director may require, including—</text><subparagraph id="H796365F776B54697A183421D2731D747"><enum>(A)</enum><text>a description of the project that the eligible entity will carry out using the funds provided through the grant;</text></subparagraph><subparagraph id="H8E372597E88E40DA8749B6D01C14187A"><enum>(B)</enum><text>an explanation of the reasons why Federal assistance is required to carry out the project;</text></subparagraph><subparagraph id="HA0F6762403854C238485D4D0ED4B1D81"><enum>(C)</enum><text>a description of the manner in which the project funded through the grant will assure continuous quality improvement in the provision of services by the entity;</text></subparagraph><subparagraph id="HF85D430B03914EA8B25F5280A40C6EE9"><enum>(D)</enum><text>a description of how the populations in the rural area or medically underserved community to be served through the grant will experience increased access to quality health care services across the continuum of care as a result of the activities carried out by the entity;</text></subparagraph><subparagraph id="HE700FCF151EE4CF387CB72A1BA2EC29B"><enum>(E)</enum><text>a plan for sustaining the project after Federal support for the project has ended;</text></subparagraph><subparagraph id="H1BF54EAA04C9492BAD5C62AADE800543"><enum>(F)</enum><text>a description of how the project will be evaluated; and</text></subparagraph><subparagraph id="H26F0F359269141B8BE576432ECF2F2A4"><enum>(G)</enum><text>such other information as the Director determines to be appropriate.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H792D2C3C0E914898AAF0516041339E44"><enum>(b)</enum><header>Conforming amendments</header><text display-inline="yes-display-inline">Section 330A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c">42 U.S.C. 254c</external-xref>) is amended—</text><paragraph id="HA488BE70D0D2425D9572D082192012CA"><enum>(1)</enum><text>in subsection (a), by striking <quote>and for the planning and implementation of small health care provider quality improvement activities</quote> and inserting <quote>for the planning and implementation of small health care provider quality improvement activities, and for expanding the availability of community-based training for medical students in rural areas and medically underserved communities</quote>;</text></paragraph><paragraph id="HFA7F18551FCC461BB6F9D7A0CD215288"><enum>(2)</enum><text>in subsection (d)(2)—</text><subparagraph id="HDB905059B20F4E5CA6D09CA121DB7D10"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>subsections (e), (f), and (g)</quote> and inserting <quote>subsections (e), (f), (g), and (h)</quote>;</text></subparagraph><subparagraph id="HF2ACAB947BD5463F860CB17395EF1A0D"><enum>(B)</enum><text>in subparagraph (B)—</text><clause id="HF005E5199FBA44A69AE55C67AEA3E45B"><enum>(i)</enum><text>in clause (ii), by striking <quote>and</quote> at the end;</text></clause><clause id="H6003824AA2B54574B52EB2921C750598"><enum>(ii)</enum><text>in clause (iii), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="HDAB3F631DE9C454E9A0208DEFEC0507D"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H09C2850717BF40CFA1D9B2D9CD3D6453"><clause id="HC02ADBAF2AD247D9A746D37E5B759137"><enum>(iv)</enum><text display-inline="yes-display-inline">expand the availability of community-based training for medical students in rural areas and medically underserved communities under subsection (h).</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="H105CCAA2A8A84D28854B7A979EC632CF"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (j), as redesignated by subsection (a)(1), by striking <quote>subsections (e), (f), and (g)</quote> and inserting <quote>subsections (e), (f), (g), and (h)</quote>.</text></paragraph></subsection></section></legis-body></bill>
