<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 3919</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240312">March 12, 2024</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> (for herself and <cosponsor name-id="S398">Mr. Cramer</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To render State or local governments with certain bail and pretrial detention policies ineligible to receive funds under the Edward Byrne Memorial Justice Assistance Grant Program.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Keep Violent Criminals Off Our Streets Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idc59f12f6dbed4d30bcb90b207f348bf8"><enum>2.</enum><header>Prohibition on grants for certain entities</header><text display-inline="no-display-inline">Section 502 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10153">34 U.S.C. 10153</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC93D43ABE4E049459902DAE92A6702E1"><subsection commented="no" display-inline="no-display-inline" id="id79cc1b1652ca4f659aa145f16ad74d5f"><enum>(c)</enum><header>Ineligibility</header><text display-inline="yes-display-inline">For the first fiscal year beginning after the date of enactment of the <short-title>Keep Violent Criminals Off Our Streets Act</short-title> for which a State or unit of local government requests a grant under this subpart (or requests a renewal or extension of such a grant), and each fiscal year thereafter, if the State or unit of local government has in effect a policy or law that prohibits the use of cash bail for all offenders or that does not employ pretrial detention practices for every violent offender, including every violent juvenile offender, the State of unit of local government may not be awarded a grant under this subpart (or a renewal or extension of such a grant).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
