<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 3908</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240312">March 12, 2024</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To restrict United States voluntary and assessed contributions to the United Nations, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Funding Global Terrorists Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idd2bfc8edb97f47ac84889f537e2b73ac"><enum>2.</enum><header>Restriction on funding for United Nations</header><subsection commented="no" display-inline="no-display-inline" id="idb39fbd6d002042dbaa5861c277f6576b"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The United States may not make any voluntary or assessed contributions to the United Nations for assistance in Afghanistan until the Secretary of State certifies to the appropriate congressional committees that— </text><paragraph commented="no" display-inline="no-display-inline" id="ida9ff732f9670406e863f3bab4807a309"><enum>(1)</enum><text display-inline="yes-display-inline"> no United States funds are used in cash shipments by the United Nations into Afghanistan; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc0095b64c1f446b49f43ec6b494c4ae7"><enum>(2)</enum><text>no specially designated global terrorist organization receives funds as a result of such cash shipments.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idff7a65fb9c034ba3b23a77600491cf2c"><enum>(b)</enum><header>Revocation</header><text>If, after making a certification pursuant to subsection (a), the Secretary determines that such certification is inaccurate, the Secretary shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id7af3955cadec42a5aad110b402feabf9"><enum>(1)</enum><text display-inline="yes-display-inline">revoke such certification; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1cfe8df8153e4274b328b59841e0955f"><enum>(2)</enum><text display-inline="yes-display-inline">provide to the appropriate congressional committees—</text><subparagraph commented="no" display-inline="no-display-inline" id="id1c72441a7fed4ab08139eca1651e85f3"><enum>(A)</enum><text>a notification of such revocation; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6ad889311e204bd2a606f98a5f53109f"><enum>(B)</enum><text>a detailed justification for such revocation.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1e0649e676134d258e4a738efd7c101c"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id09af87f96a794ab69f94837a0751e04e"><enum>(1)</enum><header display-inline="yes-display-inline">Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8fddb1bf9ff24ddc8e458a987f5efb7d"><enum>(A)</enum><text>Committee on Foreign Relations and the Committee on Appropriations of the Senate; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id147b4239e04b47c3ab34fc067f2acf35"><enum>(B)</enum><text>Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.</text></subparagraph></paragraph><paragraph id="idaef5198e54df48f8b4f1b2d385fd4b82"><enum>(2)</enum><header>Specially designated global terrorist organization</header><text>The term <term>specially designated global terrorist organization</term> means an organization that has been designated as a specially designated global terrorist pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism). </text></paragraph></subsection></section></legis-body></bill>
