which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To strengthen reporting requirements for United States assistance to Ukraine.</official-title></form><legis-body><section id="idd5b8f1377db1423cb7f3f72792fc2667" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ukraine Aid Transparency Act of 2024</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="idb946552e6e1b4a80a76db525b300f80f"><enum>2.</enum><header display-inline="yes-display-inline">Quarterly report on accounting of United States assistance for Ukraine</header><text display-inline="no-display-inline">Section 1250B(c) of the National Defense Authorization Act for Fiscal Year 2024 (<external-xref legal-doc="public-law" parsable-cite="pl/118/31">Public Law 118–31</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idbdac39260856411a95ca078e5fcd3a2f"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>Not later</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1F645FDEDF5A418997E243621140B38C"><paragraph commented="no" display-inline="no-display-inline" id="idc31eeca825254ce1bf3eb4f27099024f"><enum>(1)</enum><header>In general</header><text>Not later</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb04f1e5d2dcb4ac1af350d9206605348"><enum>(2)</enum><text>by inserting <quote>, working through the Director of the Office of Management and Budget, and in consultation with the Secretary of Defense, the Secretary of State, and the Administrator of the United States Agency for International Development,</quote> after <quote>President</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1ec83f9acbfa4877b92269804758dfff"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id04005BF7228C429F851FC2DFDA0AA8D9"><paragraph id="id264f2cf547284ffc91b2a8e035d304d5"><enum>(2)</enum><header>Contents</header><text>Each report published pursuant to paragraph (1) shall include, with respect to the reporting period—</text><subparagraph id="idf5c0e799d1f944bd83a052439351ae58"><enum>(A)</enum><text>a detailed accounting of all United States government-wide expenditures for Ukraine and countries impacted by the situation in Ukraine since February 24, 2022, presented as a total figure and disaggregated by appropriations account, including—</text><clause commented="no" display-inline="no-display-inline" id="id99b4f13134e443ecba2802d30e399a02"><enum>(i)</enum><text display-inline="yes-display-inline">amounts provided through the regular appropriations process;</text></clause><clause commented="no" display-inline="no-display-inline" id="id3564c0936935404b9ff7a0f071095c57"><enum>(ii)</enum><text display-inline="yes-display-inline">amounts provided through supplemental appropriations Acts;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7439a123ae254688b82a77940c68dc49"><enum>(iii)</enum><text display-inline="yes-display-inline">any transfers or reprogrammings of funds made to facilitate aid to Ukraine;</text></clause><clause id="id159472c181904411a0b908849aab5515"><enum>(iv)</enum><text>any amounts expended or outlaid to respond to the situation in Ukraine; and</text></clause><clause id="idea21aa8b065d474dadd47a428a6f5bed"><enum>(v)</enum><text>total budget authority relating to the amounts described in clauses (i) through (iv), after transfers and reprogrammings, including previous or prospective no-year or multi-year funds; </text></clause></subparagraph><subparagraph id="id2c565aa05f734c5984f00753f8292420"><enum>(B)</enum><text>a detailed accounting, presented in accordance with United States Federal budgeting terminology, of the amount that allied partners (disaggregated by country) have appropriated, committed, obligated, or outlaid to respond to the situation in Ukraine and countries impacted by the situation in Ukraine, in comparison with the amount appropriated, committed, obligated, and outlaid by the United States to respond to the situation in Ukraine and countries impacted by the situation in Ukraine;</text></subparagraph><subparagraph id="id4436b4f578b84a759d710a3a1d0c5c48"><enum>(C)</enum><text>a detailed list of all weapons and weapon systems sent to Ukraine (including the value of such weapons, presented in accordance with United States Federal budgeting terminology) by—</text><clause commented="no" display-inline="no-display-inline" id="idebfdbf37bbd84e149008dcd0a562a151"><enum>(i)</enum><text display-inline="yes-display-inline">the United States; and </text></clause><clause commented="no" display-inline="no-display-inline" id="id980ecb2098374d609aee0f30fe7d2ab9"><enum>(ii)</enum><text display-inline="yes-display-inline">partner or allied governments, disaggregated by country;</text></clause></subparagraph><subparagraph id="id51f91f428fa146aeb0a4a7b8d5f3a588"><enum>(D)</enum><text>a detailed accounting of the remaining funds authorized to be disbursed by the United States to Ukraine and countries impacted by the situation in Ukraine;</text></subparagraph><subparagraph id="idbb7fae312c2b4e389bd67a3d4e96395d"><enum>(E)</enum><text>the value of the presidential drawdown authority provided by past supplemental bills under section 506(a)(1) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2318">22 U.S.C. 2318(a)(1)</external-xref>) and other authorities that remain available to transfer weapons and equipment to Ukraine, disaggregated by authority;</text></subparagraph><subparagraph id="id9a0186ac3f444a769999634b88046c2f"><enum>(F)</enum><text>a detailed accounting of any outstanding or anticipated costs to be incurred by the United States in relation to United States assistance for Ukraine and countries impacted by the situation in Ukraine that has not been explicitly provided for in appropriations Acts and other relevant information, including—</text><clause commented="no" display-inline="no-display-inline" id="id282a26530d754b0ab2ca92f908f9725a"><enum>(i)</enum><text display-inline="yes-display-inline">the dollar value multiplier, calculated both in total and for each of the 4 supplemental appropriations Acts, between authority provided to transfer weapons to Ukraine and the funding that would be required to replace such weapons and return United States weapon stockpiles to their respective levels prior to the transfer of such weapons to Ukraine; </text></clause><clause commented="no" display-inline="no-display-inline" id="idf5424e935ceb4a149f9ac99fb91734f8"><enum>(ii)</enum><text display-inline="yes-display-inline">the full cost, including anticipated costs associated with replacing weapons transferred to Ukraine;</text></clause><clause id="idf7d0b229321c4b7d817683f31c51efb4"><enum>(iii)</enum><text>the total funding appropriated, committed, obligated, and outlaid to replace United States weapons that are transferred to Ukraine; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id9564c190a00548ab9a2b27fe08564945"><enum>(iv)</enum><text>any anticipated deficit between currently appropriated stock replenishment and the cost of replacing weapons sent to Ukraine from United States stocks; and </text></clause></subparagraph><subparagraph id="ida6766ed0815d44928af4631c5ac8c8d4"><enum>(G)</enum><text>a list of the countries that are eligible for United States foreign assistance as a result of being impacted by the situation in Ukraine.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5422ad1bed174900baa3927c96b6486e"><enum>(3)</enum><header>Form</header><subparagraph commented="no" display-inline="no-display-inline" id="id832309836df64caf9ffb4a97a5886fff"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Each report published pursuant to paragraph (1) shall be submitted in unclassified form.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8f2c7c1f205c4f2d857f43b98beca529"><enum>(B)</enum><header>Classified annex</header><text display-inline="yes-display-inline">If the President determines that a classified annex is needed to clarify any information contained in the report published pursuant to paragraph (1), such an annex shall be made available to any Member of Congress, upon request, and the President shall submit such an annex to—</text><clause commented="no" display-inline="no-display-inline" id="idd0a1fcb2fb1e476498663f4a1df41665"><enum>(i)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>;</text></clause><clause commented="no" display-inline="no-display-inline" id="id9c57f17864744bc582d7081021664383"><enum>(ii)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSAS00">Committee on Armed Services of the Senate</committee-name>;</text></clause><clause commented="no" display-inline="no-display-inline" id="id4a6d52b9fe9547beac7430799056c2b7"><enum>(iii)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text></clause><clause commented="no" display-inline="no-display-inline" id="id2cc68b72c8cd4c16becc126b078b5eb4"><enum>(iv)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name>;</text></clause><clause commented="no" display-inline="no-display-inline" id="id76286a73dd964b99a04c667ce5297e81"><enum>(v)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name>;</text></clause><clause commented="no" display-inline="no-display-inline" id="idb95946f5702745bb85126bf17d698524"><enum>(vi)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Armed Services of the House of Representatives</committee-name>;</text></clause><clause commented="no" display-inline="no-display-inline" id="idb7768b9f649e4498aaf707e784de0a0e"><enum>(vii)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idd2eafa46a1934fbea618f59e89ebf40b"><enum>(viii)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Oversight and Accountability of the House of Representatives</committee-name>.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
