which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the granting or renewing of security clearances to a person who has expressed support for a foreign terrorist organization, the Islamic Revolutionary Guard Corps, or any affiliate of such Corps, including Hamas and Hezbollah, and for other purposes.</official-title></form><legis-body><section id="id1139d87ff4184134871a35ffbde4fae2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Clearances for Terrorist Sympathizers Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idffd2d272e08e4007a62b0aa7e8a46e60" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on granting or renewing security clearances to persons who have publicly expressed support for a foreign terrorist organization, the Islamic Revolutionary Guard Corps, or any affiliate of such Corps</header><subsection commented="no" display-inline="no-display-inline" id="idec090270c7c841b8a05c0ae29a5f7f1f"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (b) of section 3002 of the Intelligence Reform and Terrorism Prevention Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/50/3343">50 U.S.C. 3343</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="ide6f773c3a8a643c4b4d5a87d07f66380"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>covered person who is an</quote> and inserting the following: “covered person who—</text><quoted-block style="OLC" display-inline="no-display-inline" id="id93B2FED4AFED41BA89AEDCE4A8D81A62"><paragraph id="ida1ed0727d9ca4f039cc65eb47b48d3ef"><enum>(1)</enum><text>is an</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida7a72a70b9dd44bb9586e112f2973784"><enum>(2)</enum><text>in paragraph (1), as designated by paragraph (1), by striking the period at the end and inserting a semicolon;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4a78ed0b38a042c088d7cf381d10f99e"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id077CAC56E8F340B9A2FA471D48608843"><paragraph commented="no" display-inline="no-display-inline" id="ida8eea5b70907414588bd15cf6ecc14c2"><enum>(2)</enum><text>has ever publicly expressed support for any organization designated as a foreign terrorist organization pursuant to section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>), the Islamic Revolutionary Guard Corps, or any affiliate of such Corps, including Hamas and Hezbollah; or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2adcbd90810b4c4a98b70bc8c067cbeb"><enum>(3)</enum><text display-inline="yes-display-inline">has ties to or supports the Islamic Revolutionary Guard Corps or any affiliate of such Corps, including Hamas and Hezbollah.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="ida77a07a9f59c4515bf3a288daf77d0db"><enum>(4)</enum><text>in the subsection heading by striking <quote><header-in-text style="OLC" level="subsection">Prohibition</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="subsection">Prohibitions</header-in-text></quote>.</text></paragraph></subsection><subsection id="id25659eb392c44551a6ee567bed5813a4"><enum>(b)</enum><header>Periodic audits</header><text display-inline="yes-display-inline">Such section is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAA5A028D4A364CF4B4BFD7DAD61C502D"><subsection commented="no" display-inline="no-display-inline" id="id4362fece139d4ffa818db1f423c8d296"><enum>(e)</enum><header>Periodic audits</header><text display-inline="yes-display-inline">Not less frequently than once every two years, the Inspector General of the Intelligence Community shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idd2b5d72a91894bd2b882e3c29a67dab3"><enum>(1)</enum><text display-inline="yes-display-inline">audit the clearance granting and renewal process of each Federal agency that has authority to grant or renew a security clearance; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfd17609f134d43c48d04424bb066ce75"><enum>(2)</enum><text>for each Federal agency audited pursuant to paragraph (1), submit to Congress a certification as to whether the Federal agency has effective measures in effect to determine whether an applicant for a security clearance has ever expressed support for any organization designated as a foreign terrorist organization pursuant to section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>), the Islamic Revolutionary Guard Corps, or any affiliate of such Corps, including Hamas and Hezbollah.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
