<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 3818</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240227">February 27, 2024</action-date><action-desc><sponsor name-id="S423">Mr. Ricketts</sponsor> (for himself and <cosponsor name-id="S307">Mr. Brown</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Clean Air Act to include fuel for ocean-going vessels as additional renewable fuel for which credits may be generated under the renewable fuel program.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H01FB77A491D144F38C6D30B5936109EC"><section section-type="section-one" id="H869EC18AA7034980BA4A850BE7E334C0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Renewable Fuel for Ocean-Going Vessels Act</short-title></quote>.</text></section><section id="HCF93CDF0B3FD41A7A8650DB436C52C76"><enum>2.</enum><header>Renewable fuel for ocean-going vessels</header><subsection id="H70636F7529204198B80861B22D0BDDF9"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 211(o)(1)(A) of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7545">42 U.S.C. 7545(o)(1)(A)</external-xref>) is amended by striking <quote>fossil fuel present in home heating oil or jet fuel</quote> and inserting <quote>fossil fuel present in home heating oil, fuel for ocean-going vessels, or jet fuel</quote>.</text></subsection><subsection id="H2F54DDD9098C48F787C459AC090F5017"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a) shall apply beginning with respect to the second calendar year beginning after the date of enactment of this Act.</text></subsection><subsection id="H8F9745D791A14DA085083B330748E627"><enum>(c)</enum><header>Regulations</header><text>Not later than 1 year after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall promulgate such regulations as may be necessary to implement the amendment made by subsection (a).</text></subsection><subsection id="H53EA3453175F45F99FC873023F2EA6B1"><enum>(d)</enum><header>Report to Congress</header><text>Not later than 1 year after the date of promulgating the final regulations required under subsection (c), the Administrator of the Environmental Protection Agency shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Environment and Public Works of the Senate a report describing the implementation of the amendment made by subsection (a) and the regulations promulgated under subsection (c).</text></subsection></section></legis-body></bill>
