which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit a drawdown and sale of petroleum products from the Strategic Petroleum Reserve if the President has withdrawn certain land from oil and gas leasing, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H9D380E4013F844089F0A4E679AF9474D"><section section-type="section-one" id="H651DDF2FA3E6491CB96E2610F42174ED"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strategically Lowering Gas Prices Act</short-title></quote>.</text></section><section id="H0258BD580C2B4BF19E0B46D69AA1CCF2"><enum>2.</enum><header>Drawdown and sale of petroleum products</header><text display-inline="no-display-inline">Section 161 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6241">42 U.S.C. 6241</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H7814052ED27640B29C7E9441B4925410"><subsection id="HDCE776A21646499A82C01528A54A3256"><enum>(k)</enum><header>Effect of withdrawal of lands</header><paragraph id="HBBF923598EDB40BF86E920765A9F18CB"><enum>(1)</enum><header>Withdrawal by the President</header><subparagraph commented="no" display-inline="no-display-inline" id="id0846ae9b7fa44a45b7ca195857b2eff6"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding subsections (d) and (h), the Secretary may not draw down and sell petroleum products from the Reserve pursuant to a finding made by the President under this section if the President, the Secretary of the Interior, or the Secretary of Agriculture, as determined by the Inspector General of the Department of the Interior, has withdrawn land after the date of enactment of this subsection that is subject to disposition under any of the mineral leasing laws from oil and gas leasing.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id54efe5e2c5af4bd78c28263308828c20"><enum>(B)</enum><header>Timeline</header><text>The Inspector General of the Department of the Interior shall—</text><clause commented="no" display-inline="no-display-inline" id="idfcd91dd05ca249e3ae5dd532af424f91"><enum>(i)</enum><text display-inline="yes-display-inline">make a determination required under subparagraph (A) not later than 30 days after the President, the Secretary of the Interior, or the Secretary of Agriculture has withdrawn land after the date of enactment of this subsection that is subject to disposition under any of the mineral leasing laws from oil and gas leasing; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id38e049c042004950b993f3a13a139d24"><enum>(ii)</enum><text>publish the determination required under subparagraph (A) in the Federal Register.</text></clause></subparagraph></paragraph><paragraph id="H25D96F295E094D5680219F842B68602B"><enum>(2)</enum><header>Withdrawal by statute</header><text display-inline="yes-display-inline">For purposes of paragraph (1), a withdrawal of land from oil and gas leasing provided by an Act of Congress shall not be considered a withdrawal by the President.</text></paragraph><paragraph id="H193C48BE96384F72A68992B1FD3D27A6"><enum>(3)</enum><header>Exception</header><text display-inline="yes-display-inline">Paragraph (1) shall not apply with respect to a drawdown and sale that is required by a severe energy supply interruption that, as determined by the Secretary, was caused by—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf79a1ebe179e4f85a9ec6ef8c0162116"><enum>(A)</enum><text display-inline="yes-display-inline">an act of sabotage;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3fbdea3c6489441f86a5a89a06d3235b"><enum>(B)</enum><text display-inline="yes-display-inline">an act of war;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb7631ec3a9404e3685dc1e93c780460e"><enum>(C)</enum><text display-inline="yes-display-inline">an act of terrorism; or </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc7dbf1feed5c440e9a846620918906df"><enum>(D)</enum><text display-inline="yes-display-inline">an act of God.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
