section 502.</text></paragraph><paragraph id="id0a9fa766468c4b6eb45518a394d7db2d"><enum>(2)</enum><header>County</header><text>The term <term>County</term> means Washoe County, Nevada.</text></paragraph><paragraph id="id728cfdeaa3314c6193cea3940ba43a0b"><enum>(3)</enum><header>Indian tribe</header><text>The term <term>Indian Tribe</term> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text></paragraph><paragraph id="idd68ded87d3bf41f19ed4fb751ba65489"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="idb7b60dbd258a44bf98d15d468b2f7fcb"><enum>(5)</enum><header>Secretary concerned</header><text>The term <term>Secretary concerned</term> means—</text><subparagraph id="idd4fede2b7e914b8ebe5768b36519b1f4"><enum>(A)</enum><text>the Secretary, with respect to land under the jurisdiction of the Secretary; and</text></subparagraph><subparagraph id="id850b586307b34cdb8a835c873a49ce93"><enum>(B)</enum><text>the Secretary of Agriculture, acting through the Chief of the Forest Service, with respect to National Forest System land.</text></subparagraph></paragraph><paragraph id="id6313c96316894009ab7ed6f8eb6c6f64"><enum>(6)</enum><header>State</header><text>The term <term>State</term> means the State of Nevada.</text></paragraph><paragraph id="id2aa3e25c825240ebbb58064807afc5ca"><enum>(7)</enum><header>Wilderness area</header><text>The term <term>wilderness area</term> means a wilderness area designated by section 301(a). </text></paragraph></section><title id="id7f4f05ca64b440dfb3f72f88795dcd91" style="OLC"><enum>I</enum><header>Public purpose conveyance and disposal</header><section id="id87aeba3f08e748a3bbd499e46c323feb"><enum>101.</enum><header>Land conveyances</header><subsection id="id8140de2d916849aa9065c3dc343b1c82"><enum>(a)</enum><header>Bureau of Land Management Land conveyance to the city of Reno</header><paragraph commented="no" display-inline="no-display-inline" id="idbb1d4c3762524baf85f73debe92d1ccd"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding section 202 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>), the Secretary shall convey to the city of Reno, Nevada, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 190 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: City of Reno</quote> and dated December 7, 2023. </text></paragraph><paragraph id="id895ec879b62640dc99d9d756bf5b9f0e"><enum>(2)</enum><header>Use</header><text>The city of Reno, Nevada, shall use the Federal land conveyed under paragraph (1) for public purposes, including parks, effluent storage, and roadway expansion.</text></paragraph><paragraph id="id3f262910a72a43279e7168ac46ab5bf1"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the city of Reno, Nevada.</text></paragraph><paragraph id="id26b7299273074c5ca9a4a6307d10e598"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the city of Reno, Nevada, under paragraph (1) ceases to be used for public recreation or other public purposes consistent with the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (44 Stat. 741, chapter 578; <external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), the parcel of Federal land shall, at the discretion of the Secretary, revert to the United States.</text></paragraph></subsection><subsection id="id204f8224c03c46b1bbe084d8829d2649"><enum>(b)</enum><header>National Forest System Land conveyance to the city of Reno</header><paragraph id="id1e4e9e32cc12457a8462dceac2250b00"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture shall convey to the city of Reno, Nevada, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 12 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: City of Reno</quote> and dated December 7, 2023.</text></paragraph><paragraph id="id95465756038d4809be9d942228e1d3a8"><enum>(2)</enum><header>Use</header><text>The city of Reno, Nevada, shall use the Federal land conveyed under paragraph (1) for public purposes, including roadway expansion.</text></paragraph><paragraph id="id9a28da64034248eaa7a2cb94e851ad59"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the city of Reno, Nevada.</text></paragraph><paragraph id="ida21f6a02bcd1489aae17851c961a949c"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the city of Reno, Nevada, under paragraph (1), ceases to be used for public recreation or other public purposes, the parcel of Federal land shall, at the discretion of the Secretary of Agriculture, revert to the United States. </text></paragraph></subsection><subsection id="id3301626be1e1474baaf1287ce628461d"><enum>(c)</enum><header>Conveyance to the city of Sparks</header><paragraph id="id3190add9190e4a32b699f514a7bc010a"><enum>(1)</enum><header>In general</header><text>Notwithstanding section 202 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>), the Secretary shall convey to the city of Sparks, Nevada, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 865 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: City of Sparks</quote> and dated December 7, 2023.</text></paragraph><paragraph id="id986ba043b8cb442ba329b46922043c72"><enum>(2)</enum><header>Use</header><text>The city of Sparks, Nevada, shall use the Federal land conveyed under paragraph (1) for public purposes, including parks, open space, and cemeteries.</text></paragraph><paragraph id="id09ba30bc50864a6881d61ad8def08bc9"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the city of Sparks, Nevada.</text></paragraph><paragraph id="iddac6ecb1f8b443ffa10b84809567c120"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the city of Sparks, Nevada, under paragraph (1) ceases to be used for public recreation or other public purposes consistent with the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (44 Stat. 741, chapter 578; <external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), the parcel of Federal land shall, at the discretion of the Secretary, revert to the United States. </text></paragraph></subsection><subsection id="id7ce289243938409f954178cc639d48a5"><enum>(d)</enum><header>Bureau of Land Management Land conveyance to the County</header><paragraph id="id89766a9a8e1544d69d0087761f0f6a40"><enum>(1)</enum><header>In general</header><text>Notwithstanding section 202 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>), the Secretary shall convey to the County, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 827 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Washoe County</quote> and dated December 7, 2023.</text></paragraph><paragraph id="id24a43c8231574e48a391799a8bd6c93a"><enum>(2)</enum><header>Use</header><text>The County shall use the Federal land conveyed under paragraph (1) for public purposes, including open space, recreation, and public shooting facilities.</text></paragraph><paragraph id="id6e709302a5054e24b45aaae7880cc97b"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the County.</text></paragraph><paragraph id="id1cd3ccb040d341288d83e74cd259997d"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the County under paragraph (1) ceases to be used for public recreation or other public purposes consistent with the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (44 Stat. 741, chapter 578; <external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), the parcel of Federal land shall, at the discretion of the Secretary, revert to the United States.</text></paragraph></subsection><subsection id="id1c43cd996e9c4c21bd919009f557bdb4"><enum>(e)</enum><header>National Forest System Land conveyance to the County</header><paragraph id="idb45136e8cf31408c95574f4d8d0f6a22"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture shall convey to the County, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 100 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Washoe County</quote> and dated December 7, 2023.</text></paragraph><paragraph id="id9872600509554575ad2a4fc411cf0e1b"><enum>(2)</enum><header>Use</header><text>The County shall use the Federal land conveyed under paragraph (1) for public purposes, including open space and trails.</text></paragraph><paragraph id="id2dc1e22823f14560b83c24d9687b4189"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the County.</text></paragraph><paragraph id="id939ba25e87c54cddb2d1e585c1d9fd78"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the County under paragraph (1) ceases to be used for public recreation or other public purposes, the parcel of Federal land shall, at the discretion of the Secretary of Agriculture, revert to the United States. </text></paragraph></subsection><subsection id="idb0ebaa71c59345ed87f93bf0362dba5a"><enum>(f)</enum><header>Bureau of Land Management Land conveyance to the County school district</header><paragraph commented="no" display-inline="no-display-inline" id="idb5a074ddadfa4aa8863c403d3ae88465"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding section 202 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>), the Secretary shall convey to the County school district, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 345 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Washoe County</quote> and dated December 7, 2023. </text></paragraph><paragraph id="id2befb2949276488ca67306cea3b7523a"><enum>(2)</enum><header>Use</header><text>The County school district shall use the Federal land conveyed under paragraph (1) for public purposes, including public school sites.</text></paragraph><paragraph id="id9a3e9dcb2aae4061a4e17d77a9fec834"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the County school district.</text></paragraph><paragraph id="idcf8edfc59d16486c9efc4d28c604acaf"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the County school district under paragraph (1) ceases to be used for public recreation or other public purposes consistent with the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (44 Stat. 741, chapter 578; <external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), the parcel of Federal land shall, at the discretion of the Secretary, revert to the United States.</text></paragraph></subsection><subsection id="id33f6a7d06f7d432989c136b0a7012435"><enum>(g)</enum><header>National Forest System Land conveyance to the County School District</header><paragraph id="id3a13c8c436454ad689bdf2067590e079"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture shall convey to the County school district, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 25 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Washoe County</quote> and dated December 7, 2023.</text></paragraph><paragraph id="idfc2db2ed6c1b4797b5cb35880cd06a11"><enum>(2)</enum><header>Use</header><text>The County school district shall use the Federal land conveyed under paragraph (1) for public purposes, including public school sites.</text></paragraph><paragraph id="id8416f260272245fe8c30bfd47f2ef48c"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the County school district.</text></paragraph><paragraph id="id7fb7dca666a24a299b05277fda36f90e"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the County school district under paragraph (1) ceases to be used for public recreation or other public purposes, the parcel of Federal land shall, at the discretion of the Secretary of Agriculture, revert to the United States. </text></paragraph></subsection><subsection id="id4854507fb7354d268ff59ae6b5907fe0"><enum>(h)</enum><header>Conveyance to incline village general improvement district</header><paragraph commented="no" display-inline="no-display-inline" id="ide71b1db345174c4fb8d2abd7cf82971b"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall convey to Incline Village General Improvement District, Nevada, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 14 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Incline Village General Improvement District</quote> and dated December 7, 2023. </text></paragraph><paragraph id="id69eed60ec2d245ecb83947e551694076"><enum>(2)</enum><header>Use</header><text>The Incline Village General Improvement District, Nevada, shall use the Federal land conveyed under paragraph (1) for public purposes, including fire reduction activities and open space.</text></paragraph><paragraph id="id9128ee26ee41481ca31a65c6a5c24e9d"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the Incline Village General Improvement District, Nevada.</text></paragraph><paragraph id="id2c6924d8fa424c028d03610b394415a7"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the Incline Village General Improvement District, Nevada, under paragraph (1) ceases to be used for public recreation or other public purposes, the parcel of Federal land shall, at the discretion of the Secretary of Agriculture, revert to the United States.</text></paragraph></subsection><subsection id="id4ad2eda2140f47eb960998d0f1b5378c"><enum>(i)</enum><header>Conveyance to Gerlach General Improvement District</header><paragraph id="id958b6ed5924944e795cec9b2daa756b3"><enum>(1)</enum><header>In general</header><text>Notwithstanding section 202 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>), the Secretary shall convey to the Gerlach General Improvement District, Nevada, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 60 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Gerlach GID</quote> and dated December 7, 2023.</text></paragraph><paragraph id="id8a9b18410f5e4a8ba86b5972519b1436"><enum>(2)</enum><header>Use</header><text>The Gerlach General Improvement District, Nevada, shall use the Federal land conveyed under paragraph (1) for public purposes, including an equipment and maintenance yard and water and wastewater treatment facilities.</text></paragraph><paragraph id="id5f61767485d943238b4cf2d798cc5220"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the Gerlach General Improvement District, Nevada.</text></paragraph><paragraph id="id5dc53ad1060a4e69945036a3fc4fcbfb"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the Gerlach General Improvement District, Nevada, under paragraph (1) ceases to be used for public recreation or other public purposes consistent with the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (44 Stat. 741, chapter 578; <external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), the parcel of Federal land shall, at the discretion of the Secretary, revert to the United States. </text></paragraph></subsection><subsection id="idd4ea530a939a448cadd2194a526b0444"><enum>(j)</enum><header>National Forest System Land conveyance to the State</header><paragraph id="idaa2b7b3226c0499b95694d99f86b28f2"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture shall convey to the State, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 788 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act State of Nevada</quote> and dated December 8, 2023.</text></paragraph><paragraph id="id8355773b44de45058600d049e7f01522"><enum>(2)</enum><header>Use</header><text>The State shall use the Federal land conveyed under paragraph (1) for public purposes, including a State park.</text></paragraph><paragraph id="id6f15243fb581421f89b3293143e52bb4"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the State.</text></paragraph><paragraph id="idf4af50e55dfe4c538d63249cc62ceb28"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the State under paragraph (1) ceases to be used for public recreation or other public purposes, the parcel of Federal land shall, at the discretion of the Secretary of Agriculture, revert to the United States.</text></paragraph></subsection><subsection id="id16a9dcaf22ea46989ff779410880d9f5"><enum>(k)</enum><header>Conveyance to the Truckee River Flood Management Authority</header><paragraph id="id3844a16ce9cd4e3da96ba3998a5d1987"><enum>(1)</enum><header>In general</header><text>Notwithstanding section 202 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>), the Secretary shall convey to the Truckee River Flood Management Authority, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 240 acres of Federal land in the State, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Truckee River Flood Management Authority</quote> and dated December 7, 2023.</text></paragraph><paragraph id="id581ca4cd522a427eaa0491bdd287e0ee"><enum>(2)</enum><header>Use</header><text>The Truckee River Flood Management Authority shall use the Federal land conveyed under paragraph (1) for public purposes, including flood mitigation and scour protection.</text></paragraph><paragraph id="idb6b21df53a7b4968af991f6041796f11"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the Truckee River Flood Management Authority.</text></paragraph><paragraph id="id61ee06fde17a477287d9bc9ccbd176e0"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the Truckee River Flood Management Authority under paragraph (1) ceases to be used for public recreation or other public purposes consistent with the Act of June 14, 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>) (44 Stat. 741, chapter 578; <external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>), the parcel of Federal land shall, at the discretion of the Secretary, revert to the United States.</text></paragraph></subsection><subsection id="ida28662237f6144708825406f65114aa1"><enum>(l)</enum><header>Conveyance to the University of Nevada, Reno</header><paragraph id="id676e5224cc25430eb6243494bf96a037"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture shall convey to the University of Nevada, Reno, subject to valid existing rights, for no consideration, all right, title, and interest of the United States in and to approximately 1 acre of Federal land, as depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: University of Nevada, Reno</quote> and dated December 7, 2023.</text></paragraph><paragraph id="ided87fd1ddef7455e91f333e441549c48"><enum>(2)</enum><header>Use</header><text>The University of Nevada, Reno, shall use the Federal land conveyed under paragraph (1) for public purposes, including campus expansion.</text></paragraph><paragraph id="id6df0ff5fdb84421a9608d604488702cf"><enum>(3)</enum><header>Costs</header><text>Any costs relating to the conveyance under paragraph (1), including costs of surveys and administrative costs, shall be paid by the University of Nevada, Reno.</text></paragraph><paragraph id="idd7403cbcd187469c8311f6ffda893e1d"><enum>(4)</enum><header>Reversion</header><text>If a parcel of Federal land conveyed to the University of Nevada, Reno under paragraph (1) ceases to be used for public recreation or other public purposes, the parcel of Federal land shall, at the discretion of the Secretary of Agriculture, revert to the United States. </text></paragraph></subsection></section><section id="id68f2ca65f7fb40c29dca11aac93152ad"><enum>102.</enum><header>Sale of certain Federal land</header><subsection id="id12696550d22944efb3f3bc7d9a4d9ad8"><enum>(a)</enum><header>In general</header><text>Notwithstanding sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1713), the Secretary concerned, in accordance with the other provisions of that Act and any other applicable law, and subject to valid existing rights, shall conduct sales of Federal land described in subsection (b) and selected pursuant to subsection (c)(1) to qualified bidders.</text></subsection><subsection id="id6da3884173df417a80fbf6d84527e273"><enum>(b)</enum><header>Description of land</header><text>The Federal land referred to in subsection (a) is the approximately 15,860 acres of Federal land identified as <quote>Nominate for Disposal</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Disposal</quote> and dated December 7, 2023. </text></subsection><subsection id="id28ba6b25cea54343a5068e7dbbf2ef26"><enum>(c)</enum><header>Joint selection required; determination regarding suitability for affordable housing</header><paragraph commented="no" display-inline="no-display-inline" id="idba78489d0db243d5bf32a6ba8df1a96f"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary concerned and the County shall jointly select which parcels of the Federal land described in subsection (b) to offer for sale under subsection (a).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idde63e7c247654765a9e5a3245f8bd20b"><enum>(2)</enum><header>Determination regarding suitability for affordable housing</header><subparagraph commented="no" display-inline="no-display-inline" id="id7fa234fdf4264c67ad1c504a9e71b065"><enum>(A)</enum><header>Determination</header><text display-inline="yes-display-inline">During the selection process under paragraph (1), the Secretary concerned and the County shall determine whether any parcels of Federal land described in subsection (b) are suitable for the purpose of affordable housing.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id697c6c1eb3b5422fa3399327f9e33fc4"><enum>(B)</enum><header>Conveyance</header><text display-inline="yes-display-inline">If a parcel of Federal land is determined to be suitable for the purpose of affordable housing under subparagraph (A), the applicable parcel of Federal land shall be made available at less than fair market value for affordable housing and other purposes, in accordance with subsection (h)(1).</text></subparagraph></paragraph></subsection><subsection id="id8f728e546e6649c29a98b022a3225988"><enum>(d)</enum><header>Compliance with local planning and zoning laws</header><text>Before carrying out a sale of Federal land under subsection (a), the County shall submit to the Secretary concerned a certification that qualified bidders have agreed to comply with—</text><paragraph id="idff4444a7a9234fa18a3e5e59ce80a6b1"><enum>(1)</enum><text>County zoning ordinances; and</text></paragraph><paragraph id="id566636e51ff941ef8858770dd493cf0c"><enum>(2)</enum><text>any master plan for the area approved by the County or region.</text></paragraph></subsection><subsection id="idfbe7229122384110ab73d5774be79fb1"><enum>(e)</enum><header>Method of sale</header><text>The sale of Federal land under subsection (a) shall be—</text><paragraph id="id1eef3a59f93f4c719264f0651e3c701c"><enum>(1)</enum><text>through a competitive bidding process, unless otherwise determined by the Secretary concerned; and</text></paragraph><paragraph id="ide37b02960fbf4683917eea57fccd519a"><enum>(2)</enum><text>for not less than fair market value.</text></paragraph></subsection><subsection id="id46c240459cf44777b4172cf9ef910029"><enum>(f)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the Federal land described in subsection (b) and selected pursuant to subsection (c)(1) is withdrawn from—</text><paragraph id="id579540543994481d87d61d6525aa9c31"><enum>(1)</enum><text>all forms of entry, appropriation, or disposal under the public land laws;</text></paragraph><paragraph id="id366a326ac97b4cc6becf8f66103a4e92"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="id5f890610455a468e93e427f61d66709a"><enum>(3)</enum><text>disposition under all laws relating to mineral and geothermal leasing or mineral materials.</text></paragraph></subsection><subsection id="ida1c4eea1c4ee4104a4600ea3d29d536b"><enum>(g)</enum><header>Deadline for sale</header><paragraph id="id5e786ca4a6df41e2962f638a77d5e4fb"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), not later than 1 year after the date of enactment of this Act, if there is a qualified bidder for the land described in subsection (b) and selected under subsection (c)(1), the Secretary concerned shall offer the land for sale to the qualified bidder.</text></paragraph><paragraph id="id1e51751cbe664ef0b89182d74e0ff31d"><enum>(2)</enum><header>Postponement; exclusion from sale</header><text>At the request of the County, the Secretary concerned shall postpone or exclude from sale all or a portion of the land described in subsection (b).</text></paragraph></subsection><subsection id="idf728dad7e12444ea856c1a62cd0171fd"><enum>(h)</enum><header>Affordable housing</header><paragraph id="id04f65fae28ac4f6d86fd0e5271ea6078"><enum>(1)</enum><header>In general</header><text>Notwithstanding sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1713), the Secretary, in consultation with the Secretary of Housing and Urban Development, shall make available the Federal land described in paragraph (2) at less than fair market value for affordable housing purposes, in accordance with section 7(b) of the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2349).</text></paragraph><paragraph id="ida7c5ddf743e340178e558016c0d18b5c"><enum>(2)</enum><header>Description of Federal land</header><text>The Federal land referred to in paragraph (1) is the approximately 30 acres of Federal land identified as <quote>Disposal Only for Affordable Housing</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Disposal</quote> and dated December 7, 2023.</text></paragraph></subsection><subsection id="id5ed0414fb9a443edaf92332fc5588a14"><enum>(i)</enum><header>Sand and gravel</header><text>The Secretary may authorize any of the following:</text><paragraph id="ide72aa79e440b446fb813e1c920c0fe5a"><enum>(1)</enum><text>The movement of common varieties of sand and gravel on a surface estate acquired under this Act by the owner of the surface estate for purposes, including recontouring or balancing the surface estate or filling utility trenches on the surface estate.</text></paragraph><paragraph id="idcbac3461e6b84e7aa7eeb1ec4cd35673"><enum>(2)</enum><text>The disposal of sand or gravel described in paragraph (1) at an off-site landfill.</text></paragraph></subsection><subsection id="id24f5d111bbaf42a09e2252b861d2df48"><enum>(j)</enum><header>Disposition of proceeds</header><paragraph id="ide67c83f65ef843d28560e607e1988b3d"><enum>(1)</enum><header>In general</header><text>Of the proceeds of a sale under this Act—</text><subparagraph id="id2b8b8b4a20d840adb8fdf02667266524"><enum>(A)</enum><text>5 percent shall be disbursed to the State for use in the general education programs of the State;</text></subparagraph><subparagraph id="id02d89df74bb943e2aa95b6357355be51"><enum>(B)</enum><text>10 percent shall be disbursed to the County, the city of Reno, Nevada, and the city of Sparks, Nevada, for conservation projects along the Truckee River; and</text></subparagraph><subparagraph id="ida2d8e98afb4643029ce5713b5d79286a"><enum>(C)</enum><text>85 percent shall be deposited in a special account in the Treasury of the United States, to be known as the <quote>Truckee Meadows Special Account</quote>, which shall be available to the Secretary concerned, without further appropriation and until expended, for—</text><clause id="id5dc5c8dbfa254100a75a188f0edef4c6"><enum>(i)</enum><text>the acquisition of environmentally sensitive land in the State in accordance with section 5 of the Southern Nevada Public Land Management Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref>; 112 Stat. 2347), with priority given to land located in the County;</text></clause><clause id="id994af76b5d0d44eea5d6beecbee66cf0"><enum>(ii)</enum><text>the costs of—</text><subclause commented="no" display-inline="no-display-inline" id="id8818649e2400449ab8554b4f2e2be6c0"><enum>(I)</enum><text display-inline="yes-display-inline">processing and managing designations in the National Landscape Conservation System within the County by the Secretary concerned; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id12bd5e3b39104b34892f59a09da09dc8"><enum>(II)</enum><text display-inline="yes-display-inline">managing the Mount Rose Wilderness by the Secretary concerned;</text></subclause></clause><clause id="id1a4985b1a7bd45a49cf61b35f1c5d97f"><enum>(iii)</enum><text>the development of parks, trails, and natural areas in the County pursuant to a cooperative agreement with the County, the city of Reno, Nevada, and the city of Sparks, Nevada;</text></clause><clause id="id9303cd31bc584827b575c448e9794aeb"><enum>(iv)</enum><text>the development and implementation of comprehensive, cost-effective, multijurisdictional hazardous fuels reduction and wildfire prevention plans for the County and the Lake Tahoe Basin;</text></clause><clause id="id9f07961ff7844836ab4d3c3e0550ba7d"><enum>(v)</enum><text>the conduct of Federal environmental restoration projects included in the environmental improvement program adopted by the Tahoe Regional Planning Agency in accordance with the Lake Tahoe Restoration Act (<external-xref legal-doc="public-law" parsable-cite="pl/106/506">Public Law 106–506</external-xref>; 114 Stat. 2351);</text></clause><clause id="id177068f9e90d416abdbc9bcc9bb9c869"><enum>(vi)</enum><text>capital improvements in areas of the County administered by the Secretary concerned;</text></clause><clause id="id7e0a9394e03d464ea059a1129005af0b"><enum>(vii)</enum><text>the reimbursement of costs incurred by the Secretary concerned in carrying out sales or exchanges under this Act;</text></clause><clause id="id6f5bd3558f3349819f6e7ab98ad46a6b"><enum>(viii)</enum><text>the reimbursement of any costs incurred by the local office of the Bureau of Land Management or Forest Service to clear debris from and protect land that is available for disposal or reserved for affordable housing under this Act; and</text></clause><clause id="idb85fbe0779264a399e777a776a69112f"><enum>(ix)</enum><text>the reimbursement of any costs incurred by the Secretary concerned for oversight of expenditures from the special account under this subparagraph. </text></clause></subparagraph></paragraph><paragraph id="id2765db5e23404f61885c2a134f4be3a2"><enum>(2)</enum><header>Investment of special account</header><text>Any amounts deposited in the special account established under paragraph (1)(C)—</text><subparagraph id="idce92753327494d228dac9107f9874286"><enum>(A)</enum><text>shall earn interest in an amount determined by the Secretary of the Treasury, based on the current average market yield on outstanding marketable obligations of the United States of comparable maturities; and</text></subparagraph><subparagraph id="id4a94c77a0eb745e0adb67c5a7b3b3a5e"><enum>(B)</enum><text>may be expended by the Secretary concerned in accordance with paragraph (1)(C).</text></subparagraph></paragraph></subsection></section></title><title id="id7d7f3c1ed2604493aa7fe28a9df0f386" style="OLC"><enum>II</enum><header>Tribal trust land</header><section id="id6e097bf5db8840eeb8c741b9cfccf105"><enum>201.</enum><header>Transfer of land to be held in trust for the Pyramid Lake Paiute Tribe</header><subsection id="id06865abf0cbb45fd903809922daed622"><enum>(a)</enum><header>In general</header><text>Subject to valid existing rights, all right, title, and interest of the United States in and to the land described in subsection (b) shall be—</text><paragraph id="id34979d464d35429b8cf4cb6388021db7"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Pyramid Lake Paiute Tribe; and</text></paragraph><paragraph id="id6dd707c5e00e4a2cb14551d1bbf07528"><enum>(2)</enum><text>made part of the reservation of the Pyramid Lake Paiute Tribe.</text></paragraph></subsection><subsection id="ida7b9e9e177a94a4f81c15c1b2063e768"><enum>(b)</enum><header>Description of land</header><text>The land referred to in subsection (a) is the approximately 11,436 acres of land administered by the Bureau of Land Management, as depicted as <quote>Tribal Trust Land</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Pyramid Lake Paiute Tribe</quote> and dated December 11, 2023. </text></subsection><subsection id="id581c8583d3fe41fe80daa5a3817b73f3"><enum>(c)</enum><header>Survey</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey to establish the boundaries of the land taken into trust under subsection (a).</text></subsection><subsection id="idf4dde6bf24a34173a50d4de671c7f4c1"><enum>(d)</enum><header>Gaming prohibited</header><text>The land taken into trust under subsection (a) shall not be eligible, or considered to have been taken into trust, for class II gaming or class III gaming (as those terms are defined in section 4 of the Indian Gaming Regulatory Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2703">25 U.S.C. 2703</external-xref>)).</text></subsection></section><section id="id7813b96b13b34b908a810baa74935e35"><enum>202.</enum><header>Transfer of land to be held in trust for the Reno-Sparks Indian Colony</header><subsection id="idfdf355e845ac4248881fe16a8660a43d"><enum>(a)</enum><header>In general</header><text>Subject to valid existing rights, all right, title, and interest of the United States in and to the land described in subsection (b) shall be—</text><paragraph id="id4a588b8303954794ac17d6e4a524cee7"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Reno-Sparks Indian Colony; and</text></paragraph><paragraph id="id14034a7163d24ac0b9192eef16b89149"><enum>(2)</enum><text>made part of the reservation of the Reno-Sparks Indian Colony.</text></paragraph></subsection><subsection id="id5a032e64788a476abcc130d1b9d7b509"><enum>(b)</enum><header>Description of land</header><text>The land referred to in subsection (a) is the approximately 8,319 acres of land administered by the Bureau of Land Management, as depicted as <quote>Tribal Trust Land</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Reno-Sparks Indian Colony</quote> and dated December 7, 2023. </text></subsection><subsection id="idb46c3687004d4324ba37863811a10c2d"><enum>(c)</enum><header>Survey</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey to establish the boundaries of the land taken into trust under subsection (a).</text></subsection><subsection id="id00c17aa38c8b4fad8833607923847649"><enum>(d)</enum><header>Gaming prohibited</header><text>The land taken into trust under subsection (a) shall not be eligible, or considered to have been taken trust</header><subsection id="idb2c0cd175016421691316b93fe2dace5"><enum>(a)</enum><header>In general</header><text>All right, title, and interest of the Reno-Sparks Indian Colony in and to the land described in subsection (b) shall be—</text><paragraph id="idb81bbd5584b24bca8718e2f1df9cccc9"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Reno-Sparks Indian Colony; and</text></paragraph><paragraph id="id46f0171504ec4451b1248fba806c6852"><enum>(2)</enum><text>part of the reservation of the Reno-Sparks Indian Colony.</text></paragraph></subsection><subsection id="idae90457b756b40599ee3c6ee257a0df4"><enum>(b)</enum><header>Description of land</header><text>The land referred to in subsection (a) is the approximately 155 acres of land held in fee by the Reno-Sparks Indian Colony, as depicted as <quote>Fee to Trust Land</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Reno-Sparks Indian Colony</quote> and dated December 7, 2023. </text></subsection><subsection id="id48073c7813754c31947bc28608158e32"><enum>(c)</enum><header>Survey</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey to establish the boundaries of the land taken into trust under subsection (a). </text></subsection></section><section id="id09c26536acd8439283ee84502badd333"><enum>204.</enum><header>Transfer of land to be held in trust for the Washoe Tribe of Nevada and California</header><subsection id="ide825c7e0d29441a697e54f210dd83996"><enum>(a)</enum><header>In general</header><text>Subject to valid existing rights, all right, title, and interest of the United States in and to the land described in subsection (b) shall be—</text><paragraph id="idefc27ea25db14d9ab97d78a2ff2f88b5"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Washoe Tribe of Nevada and California; and</text></paragraph><paragraph id="id09ef89cf5a654bb483698f6c2bdb291a"><enum>(2)</enum><text>made part of the reservation of the Washoe Tribe of Nevada and California.</text></paragraph></subsection><subsection id="id9cd66723b48d43eda373c495b38218d1"><enum>(b)</enum><header>Description of land</header><text>The land referred to in subsection (a) is the approximately 1,095 acres of land administered by the Bureau of Land Management, as depicted as <quote>Tribal Trust Land</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Washoe Tribe of NV and CA</quote> and dated December 18, 2023. </text></subsection><subsection id="idfbd8be84b84b44f295cdeb823c4e2e9e"><enum>(c)</enum><header>Survey</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey to establish the boundaries of the land taken into trust under subsection (a).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id2a696e111d894a93b0003f94068b1f0c"><enum>(d)</enum><header>Gaming prohibited</header><text>The land taken into trust under subsection (a) shall not be eligible, or considered to have been taken into trust, for class II gaming or class III gaming (as those terms are defined in section 4 of the Indian Gaming Regulatory Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2703">25 U.S.C. 2703</external-xref>)).</text></subsection></section><section id="id3c26aded683d4a0fac8183d30888e58a"><enum>205.</enum><header>Washoe Tribe of the Washoe Tribe of Nevada and California in and to the land described in subsection (b) shall be—</text><paragraph id="id02c560507754486d9f00c21fd8b9c79b"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Washoe Tribe of Nevada and California; and</text></paragraph><paragraph id="id29cf9bd43ffc4bc2a6000d15ba8cbc17"><enum>(2)</enum><text>part of the reservation of the Washoe Tribe of Nevada and California.</text></paragraph></subsection><subsection id="id0c06dc0376d04c3fa6cee74fb6191a6f"><enum>(b)</enum><header>Description of land</header><text>The land referred to in subsection (a) is the approximately 2 acres of land held in fee by the Washoe Tribe of Nevada and California, as generally depicted as <quote>Fee to Trust Land</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Washoe Tribe of NV and CA</quote> and dated December 18, 2023. </text></subsection><subsection id="id391fda5213f6428a9a63d5785f3ed25c"><enum>(c)</enum><header>Survey</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey to establish the boundaries of the land taken into trust under subsection (a). </text></subsection></section></title><title id="idc9fde53565b14a8d89453152e40532d6" style="OLC"><enum>III</enum><header>Wilderness</header><section id="id524400ea6de443f88fd6552e124422e6"><enum>301.</enum><header>Additions to the National Wilderness Preservation System</header><subsection id="ide0d0bf4e3f3f4a6295884840adfd6df7"><enum>(a)</enum><header>Additions</header><text>In accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), the following land in the State is designated as wilderness and as components of the National Wilderness Preservation System:</text><paragraph id="id3fa8e6ef793a4f5ba93f3a1da28b8fbe"><enum>(1)</enum><header>Sheldon National Wildlife Refuge Wilderness</header><text>Certain Federal land managed by the Director of the United States Fish and Wildlife Service, comprising approximately 112,002 acres and 7 units, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Massacre Rim Dark Sky National Conservation Area; Sheldon NWR Wilderness</quote> and dated November 30, 2023, which shall be known as the <quote>Sheldon National Wildlife Refuge Wilderness</quote>.</text></paragraph><paragraph id="id2c3d632055e240448ea6f6833e768aaa"><enum>(2)</enum><header>Bitner Table Wilderness</header><text>Certain Federal land managed by the Bureau of Land Management, comprising approximately 25,152 acres, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Massacre Rim Dark Sky National Conservation Area; Sheldon NWR Wilderness</quote> and dated November 30, 2023, which shall be known as the <quote>Bitner Table Wilderness</quote>.</text></paragraph><paragraph id="idf508cb8791b54940abecc5f312ca3613"><enum>(3)</enum><header>Wrangler Canyon Wilderness</header><text>Certain Federal land managed by the Bureau of Land Management, comprising approximately 49,540 acres, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Smoke Creek National Conservation Area and Wrangler Canyon Wilderness</quote> and dated November 29, 2023, which shall be known as the <quote>Wrangler Canyon Wilderness</quote>.</text></paragraph><paragraph id="iddb2e7d5480c142dca641a965e02f5dc1"><enum>(4)</enum><header>Burro Mountain Wilderness</header><text>Certain Federal land managed by the Bureau of Land Management, comprising approximately 6,344 acres, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Smoke Creek National Conservation Area and Wrangler Canyon Wilderness</quote> and dated November 29, 2023, which shall be known as the <quote>Burro Mountain Wilderness</quote>.</text></paragraph><paragraph id="id547f5106bfcf488bb7de3af64bfe3075"><enum>(5)</enum><header>Granite-Banjo Wilderness</header><text>Certain Federal land managed by the Bureau of Land Management, comprising approximately 30,001 acres, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Granite-Banjo Wilderness and Withdrawal</quote> and dated November 29, 2023, which shall be known as the <quote>Granite-Banjo Wilderness</quote>.</text></paragraph></subsection><subsection id="ide9df235e10e547d9a5ea80e3bc33260d"><enum>(b)</enum><header>Boundary</header><text>The boundary of any portion of a wilderness area that is bordered by a road shall be 100 feet from the centerline of the road.</text></subsection><subsection id="idbb0a34a49c674660a09cad6d7fa55330"><enum>(c)</enum><header>Map and legal description</header><paragraph id="id75fbfbc5bb044c62827b6835ef84d114"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map and legal description of each wilderness area.</text></paragraph><paragraph id="id191bf9fcebcf4e0da045c426f9e88f59"><enum>(2)</enum><header>Effect</header><text>Each map and legal description prepared under paragraph (1) shall have the same force and effect as if included in this title, except that the Secretary may correct clerical and typographical errors in the map or legal description.</text></paragraph><paragraph id="id686a9a81235042679b2ac7beb2c8a3a7"><enum>(3)</enum><header>Availability</header><text>Each map and legal description prepared under paragraph (1) shall be available in the appropriate offices of the United States Fish and Wildlife Service or the Bureau of Land Management, as applicable.</text></paragraph></subsection><subsection id="id11d2af07fd3040c490e31d9b5d46c2e7"><enum>(d)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the wilderness areas are withdrawn from—</text><paragraph id="ida47b721b5a174d4c96ec416b43eb3276"><enum>(1)</enum><text>all forms of entry, appropriation, and disposal under the public land laws;</text></paragraph><paragraph id="id55f5305abf7a4128a04a2d4301d05b65"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="id4b12037264154c7d89f4736ded16bc56"><enum>(3)</enum><text>operation of the mineral leasing and geothermal leasing laws.</text></paragraph></subsection></section><section id="ida5daad37e5af478fb65b53e08320ad3b"><enum>302.</enum><header>Administration</header><subsection id="id7079e30172aa4c85bed437eebb2a61f4"><enum>(a)</enum><header>Management</header><text>Subject to valid existing rights, the wilderness areas shall be administered by the Secretary in accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), except that—</text><paragraph id="ida42f161ccec4413184a9abbbc5afcdf0"><enum>(1)</enum><text>any reference in that Act to the effective date shall be considered to be a reference to the date of enactment of this Act; and</text></paragraph><paragraph id="id5254ec173f9f451e9826c32e9fb6f995"><enum>(2)</enum><text>any reference in that Act to the Secretary of Agriculture shall be considered to be a reference to the Secretary.</text></paragraph></subsection><subsection id="id17d0bd17b39a49d7ad8472c00abc4884"><enum>(b)</enum><header>Livestock</header><paragraph commented="no" display-inline="no-display-inline" id="idd2306dd4b45c4007b352a67d25c9f044"><enum>(1)</enum><header>In general</header><text>The grazing of livestock in a wilderness area managed by the Secretary, if established before the date of enactment of this Act, shall be allowed to continue, subject to such reasonable regulations, policies, and practices as the Secretary considers to be necessary in accordance with—</text><subparagraph id="idae628dfc20664d16aef1d8932ef95b62"><enum>(A)</enum><text>section 4(d)(4) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(4)</external-xref>); and</text></subparagraph><subparagraph id="id190ffdd50fc34ef5b8d34b7d43badc3a"><enum>(B)</enum><text>the guidelines set forth in Appendix A of the report of the Committee on Interior and Insular Affairs of the House of Representatives accompanying H.R. 2570 of the 101st Congress (House Report 101–405).</text></subparagraph></paragraph><paragraph id="idbfe98870fa224bdfb68888b7b2978d5b"><enum>(2)</enum><header>Inventory</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall conduct an inventory of existing facilities and improvements associated with grazing activities in the wilderness areas managed by the Secretary.</text></paragraph><paragraph id="ide1a8248bad334721940b500438ff57b8"><enum>(3)</enum><header>Fencing</header><text>The Secretary may construct and maintain fencing around the boundaries of the wilderness areas managed by the Secretary as the Secretary determines to be appropriate to enhance wilderness values.</text></paragraph></subsection><subsection id="id00958c76abe24b2f86b47d8b3a1516cb"><enum>(c)</enum><header>Incorporation of acquired land and interests</header><text>Any land or interest in land within, or adjacent to, the boundary of a wilderness area that is acquired by the United States after the date of enactment of this Act shall be added to, and administered as part of, the wilderness area.</text></subsection><subsection id="idf11826af2f6249a995926019105addd4"><enum>(d)</enum><header>Military overflights</header><text>Nothing in this title restricts or precludes—</text><paragraph id="id15c775db454944828e916f817ca24ea5"><enum>(1)</enum><text>low-level overflights of military aircraft over the wilderness areas, including military overflights that can be seen or heard within the wilderness areas;</text></paragraph><paragraph id="id9ee124d46aa846d2ac7f6cdf03f0e216"><enum>(2)</enum><text>flight testing and evaluation; or</text></paragraph><paragraph id="id839975c89e184d948098ede307b1827d"><enum>(3)</enum><text>the designation or creation of new units of special use airspace, or the establishment of military flight training routes, over the wilderness areas.</text></paragraph></subsection><subsection id="id71b0abdfb2cf454ebb42d7bb43d37189"><enum>(e)</enum><header>Wildfire, insect, and disease management</header><text>In accordance with section 4(d)(1) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>), the Secretary may take such measures in the wilderness areas as are necessary for the control of fire, insects, and diseases (including, as the Secretary determines to be appropriate, the coordination of the activities with a State or local agency).</text></subsection><subsection id="id78a95a46f32d424c9eeabecb38542332"><enum>(f)</enum><header>Climatological data collection</header><text>In accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>) and subject to such terms and conditions as the Secretary may prescribe, the Secretary may authorize the installation and maintenance of hydrologic, meteorologic, or climatological data collection devices in the wilderness areas if the Secretary determines that the facilities and access to the facilities are essential to flood warning, flood control, or water reservoir operation activities.</text></subsection><subsection id="id3e4b59dc353a440eb6b4f6941b4baf34"><enum>(g)</enum><header>Cultural uses</header><text>Nothing in this title precludes the traditional collection of pine nuts and medicinal plants in a wilderness area for personal, noncommercial use consistent with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>).</text></subsection><subsection id="id51af41dd3be041b7b555de883e921a68"><enum>(h)</enum><header>Water rights</header><paragraph id="id32460a6eeb664d2799cd642ba2ba4619"><enum>(1)</enum><header>Findings</header><text>Congress finds that—</text><subparagraph id="id3d1ce50d5ba2486c894e43c7526fff36"><enum>(A)</enum><text>the wilderness areas—</text><clause id="id3e2df697c23d406a80272d3fe32d604b"><enum>(i)</enum><text>are located in the semiarid region of the Great Basin region; and</text></clause><clause id="id2b669a3bf4944a60b56db439d1db20b9"><enum>(ii)</enum><text>include ephemeral and perennial streams;</text></clause></subparagraph><subparagraph id="id5d6e3ecc5c0f4d84b58bcdbdfe1071b8"><enum>(B)</enum><text>the hydrology of the wilderness areas is predominantly characterized by complex flow patterns and alluvial fans with impermanent channels;</text></subparagraph><subparagraph id="id4e9407f459e94f109de33e45a4fef128"><enum>(C)</enum><text>the subsurface hydrogeology of the region in which the wilderness areas are located is characterized by—</text><clause id="id2bb48ca1a5c54388a6784cab3ab74dde"><enum>(i)</enum><text>groundwater subject to local and regional flow gradients; and</text></clause><clause id="id9ac1e308ee1746fba64abb5a47e12959"><enum>(ii)</enum><text>unconfined and artesian conditions;</text></clause></subparagraph><subparagraph id="idcb79a72a862a46f38d4b4fd9b02beb55"><enum>(D)</enum><text>the wilderness areas are generally not suitable for use or development of new water resource facilities; and</text></subparagraph><subparagraph id="ida0b3d11ff69643248235642154a0df13"><enum>(E)</enum><text>because of the unique nature and hydrology of the desert land in the wilderness areas, it is possible to provide for proper management and protection of the wilderness areas and other values of land in ways different from those used in other laws.</text></subparagraph></paragraph><paragraph id="ida824dd0bfb584fc89822fd05e896033b"><enum>(2)</enum><header>Statutory construction</header><text>Nothing in this title—</text><subparagraph id="ided0ec087db6940f3a4cf37e7e2a227a7"><enum>(A)</enum><text>constitutes an express or implied reservation by the United States of any water or water rights with respect to the wilderness areas;</text></subparagraph><subparagraph id="id1655ef542b6940c8bcf9491dfa16229c"><enum>(B)</enum><text>affects any water rights in the State (including any water rights held by the United States) in existence on the date of enactment of this Act;</text></subparagraph><subparagraph id="id99e3d56d08514be1be8ba76e0b74b198"><enum>(C)</enum><text>establishes a precedent with regard to any future wilderness designations;</text></subparagraph><subparagraph id="id999370bc1ee74ab2ad778e82817041a6"><enum>(D)</enum><text>affects the interpretation of, or any designation made under, any other Act; or</text></subparagraph><subparagraph id="id62c4236ecc524b52b51e13240d61fe35"><enum>(E)</enum><text>limits, alters, modifies, or amends any interstate compact or equitable apportionment decree that apportions water among and between the State and other States.</text></subparagraph></paragraph><paragraph id="id9cbe786886084b328f0eb187bf787275"><enum>(3)</enum><header>State water law</header><text>The Secretary shall follow the procedural and substantive requirements of State law in order to obtain and hold any water rights not in existence on the date of enactment of this Act with respect to the wilderness areas.</text></paragraph><paragraph id="id99710230dc6243d1b97f8e467b84c3da"><enum>(4)</enum><header>New projects</header><subparagraph id="id1197ee643593462797f191d082e84c25"><enum>(A)</enum><header>Definition of water resource facility</header><clause id="id3c265a549a7348f2a656b693d0aa1fb5"><enum>(i)</enum><header>In general</header><text>In this paragraph, the term <term>water resource facility</term> means an irrigation or pumping facility, reservoir, water conservation work, aqueduct, canal, ditch, pipeline, well, hydropower project, transmission or other ancillary facility, and other water diversion, storage, or carriage structure.</text></clause><clause id="idf800dab4ef9741cf971cc5ec721fca4f"><enum>(ii)</enum><header>Exclusion</header><text>In this paragraph, the term <term>water resource facility</term> does not include a wildlife guzzler.</text></clause></subparagraph><subparagraph id="id13ea27665ba242589e80fa6ac79524fc"><enum>(B)</enum><header>Restriction on new water resource facilities</header><text>Except as otherwise provided in this section, on and after the date of enactment of this Act, neither the President nor any other officer, employee, or agent of the United States shall fund, assist, authorize, or issue a license or permit for the development of any new water resource facility within a wilderness area.</text></subparagraph></paragraph></subsection></section><section id="id8a11f1cde3954b6d821fecf24901c750"><enum>303.</enum><header>Wildlife management</header><subsection id="id4a0eadc7c7f944dc9188c072c2f30c20"><enum>(a)</enum><header>In general</header><text>In accordance with section 4(d)(7) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(7)</external-xref>), nothing in this title affects or diminishes the jurisdiction of the State with respect to fish and wildlife management, including the regulation of hunting, fishing, and trapping in the wilderness areas.</text></subsection><subsection id="idde4ba4a8976147299900934f7057e6bd"><enum>(b)</enum><header>Management activities</header><text>In furtherance of the purposes and principles of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), the Secretary may conduct any management activities in the wilderness areas that are necessary to maintain or restore fish and wildlife populations and the habitats to support the populations, including noxious weed treatment and the occasional and temporary use of motorized vehicles, if the use of motorized vehicles, as determined by the Secretary, would promote healthy, viable, and more naturally distributed wildlife populations that would enhance wilderness values with the minimal impact necessary to reasonably accomplish those tasks), if the activities are carried out—</text><paragraph id="id125f2335884f4b218e18cc98c9c9e793"><enum>(1)</enum><text>consistent with relevant wilderness management plans; and</text></paragraph><paragraph id="id78cc8e809ed0435986e84e63d835e5f1"><enum>(2)</enum><text>in accordance with—</text><subparagraph id="iddf1cb11dd497431c899e5112ef7331e8"><enum>(A)</enum><text>the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>); and</text></subparagraph><subparagraph id="id539c8d63ae194cf89bca3b1958472159"><enum>(B)</enum><text>appropriate policies, such as those set forth in Appendix B of the report of the Committee on Interior and Insular Affairs of the House of Representatives accompanying H.R. 2570 of the 101st Congress (House Report 101–405).</text></subparagraph></paragraph></subsection><subsection id="idf110f865764c47f18db92340de82c00d"><enum>(c)</enum><header>Existing activities</header><text>In accordance with section 4(d)(1) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>) and in accordance with appropriate policies, such as those set forth in Appendix B of the Committee on Interior and Insular Affairs of the House of Representatives accompanying H.R. 2570 of the 101st Congress (House Report 101–405), the State may continue to use aircraft (including helicopters) to survey, capture, transplant, monitor, and provide water for wildlife populations.</text></subsection><subsection id="id18dd2f2a6fae4eb1a913dfaadd364e6e"><enum>(d)</enum><header>Wildlife water development projects</header><text>Subject to subsection (f), the Secretary shall authorize structures and facilities, including existing structures and facilities, for wildlife water development projects, including guzzlers, in the wilderness areas if—</text><paragraph id="id3318342f576644f7b39526d3a2c24a1a"><enum>(1)</enum><text>the structures and facilities would, as determined by the Secretary, enhance wilderness values by promoting healthy, viable, and more naturally distributed wildlife populations; and</text></paragraph><paragraph id="idd960bff672a34452996698d34edb22cd"><enum>(2)</enum><text>the visual impacts of the structures and facilities on the wilderness areas can reasonably be minimized.</text></paragraph></subsection><subsection id="id580557ba7d37453b9d7c46af6684093c"><enum>(e)</enum><header>Hunting, fishing, and trapping</header><paragraph id="id3ae0b0ace9e747f08caccc5992e09128"><enum>(1)</enum><header>In general</header><text>The Secretary may designate areas in which, and establish periods during which, for reasons of public safety, administration, or compliance with applicable laws, no hunting, fishing, or trapping will be permitted in the wilderness areas.</text></paragraph><paragraph id="ida20cb892a5fc44ebb8b1c10628c9baa5"><enum>(2)</enum><header>Consultation</header><text>Except in emergencies, the Secretary shall consult with the appropriate State agency and notify the public before taking any action under paragraph (1).</text></paragraph></subsection><subsection id="id76ac42c94b3f40cfad6d533d8f604a9c"><enum>(f)</enum><header>Cooperative agreement</header><paragraph id="idd1c14bb746b649faad9a0fb58c642c39"><enum>(1)</enum><header>In general</header><text>The State, including a designee of the State, may conduct wildlife management activities in the wilderness areas—</text><subparagraph id="id18dab38d8c8d4d2caa3c102f2ccc4cee"><enum>(A)</enum><text>in accordance with the terms and conditions specified in the cooperative agreement between the Secretary and the State entitled <quote>Memorandum of Understanding between the Bureau of Land Management and the Nevada Department of Wildlife Supplement No. 9</quote> and signed November and December 2003, including any amendments to the cooperative agreement agreed to by the Secretary and the State; and</text></subparagraph><subparagraph id="id83a61645c57d4e37a72fd3802de0aac9"><enum>(B)</enum><text>subject to all applicable laws (including regulations).</text></subparagraph></paragraph><paragraph id="id67d58a36f84f46cd84df9445759e0201"><enum>(2)</enum><header>References; clark county</header><text>For the purposes of this subsection, any references to Clark County in the cooperative agreement described in paragraph (1)(A) shall be considered to be a reference to the County.</text></paragraph><paragraph id="id89ddd64b16094355a97a8d08b660e4c1"><enum>(3)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report that describes the status of the cooperative agreement described in paragraph (1)(A). </text></paragraph></subsection></section><section id="ida419ea9b3c45420e821c6467f324f56c"><enum>304.</enum><header>Release of wilderness study areas</header><subsection commented="no" display-inline="no-display-inline" id="id6759791e1d4f4a8398bcfc1383a43910"><enum>(a)</enum><header display-inline="yes-display-inline">Release under the Federal Land Policy and Management Act of 1976</header><paragraph id="id984749006b2b4efcb096f3f3f6dc0ec6"><enum>(1)</enum><header>Finding</header><text>Congress finds that, for the purposes of section 603(c) of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>), the Federal land in the County that is administered by the Secretary in the following areas that has not been designated as wilderness by section 301(a) has been adequately studied for wilderness designation:</text><subparagraph id="idf7790d86701543319015d8cbb599242e"><enum>(A)</enum><text>The Sheldon Contiguous Wilderness Study Area.</text></subparagraph><subparagraph id="idf5d168890d134085907153677be63519"><enum>(B)</enum><text>The Massacre Rim Wilderness Study Area.</text></subparagraph><subparagraph id="idc7ac22f0bff041008d0692b06f0ed66d"><enum>(C)</enum><text>The Wall Canyon Wilderness Study Area.</text></subparagraph><subparagraph id="idf82383fc5b4c49ba8ce7e29fe9640abe"><enum>(D)</enum><text>The Poodle Mountain Wilderness Study Area.</text></subparagraph><subparagraph id="id0f0f46028ec2431694e0f0dcfc5cbd4a"><enum>(E)</enum><text>The Buffalo Hills Wilderness Study Area.</text></subparagraph><subparagraph id="ida64b9bf3316a40efbb6a4276abaf06ba"><enum>(F)</enum><text>The Twin Peaks Wilderness Study Area.</text></subparagraph><subparagraph id="id8dfd2c6dd0254399b8a27d53499a30ad"><enum>(G)</enum><text>The Dry Valley Rim Wilderness Study Area.</text></subparagraph><subparagraph id="id23c4e0b3d4c34f30a032862949ddd94d"><enum>(H)</enum><text>The Skedaddle Wilderness Study Area.</text></subparagraph><subparagraph id="id2327948df7324aca9f82c4bb78b6bbd6"><enum>(I)</enum><text>The Five Springs Wilderness Study Area.</text></subparagraph><subparagraph id="id7b3114e054cf48da80f01b17e357dc24"><enum>(J)</enum><text>The Fox Range Wilderness Study Area.</text></subparagraph><subparagraph id="idc4b8a4c6ca684c5f8e31f6bde2f03d9c"><enum>(K)</enum><text>The Pole Creek Wilderness Study Area. </text></subparagraph></paragraph><paragraph id="id4433f4f70f9d418d88dcfe9cc99454e2"><enum>(2)</enum><header>Release</header><text>The Federal land described in paragraph (1)—</text><subparagraph id="ide4a55e775d3b4ba38656c4c58fc485d7"><enum>(A)</enum><text>is no longer subject to section 603(c) of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>); and</text></subparagraph><subparagraph id="idbd77e5534154455dae6dde5152cd1f15"><enum>(B)</enum><text>shall be managed in accordance with—</text><clause id="id9151ff0f473940f99050aa6bc18e72de"><enum>(i)</enum><text>land management plans adopted under section 202 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>); and</text></clause><clause id="idfa132520bf2d4514b4f5c5f6ebeb6e93"><enum>(ii)</enum><text>existing cooperative conservation agreements.</text></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida1b3d1cdcc94436f9e543fe76096d5f1"><enum>(b)</enum><header>Release of National Wildlife Refuge System land</header><paragraph id="id9ae5cbf5aea942ffb925250c2888ea55"><enum>(1)</enum><header>Finding</header><text>Congress finds that any Federal land within the portion of the Sheldon National Wildlife Refuge in the County that is managed as potential wilderness or a wilderness study area that has not been designated as wilderness by this Act does not need to be managed to maintain the suitability of the Federal land for future wilderness designation. </text></paragraph><paragraph id="id5b930d90ee8848ccba3c0bd54cc20e94"><enum>(2)</enum><header>Management</header><text>The Federal land described in paragraph (1) shall be managed in accordance with the applicable comprehensive conservation plan prepared under section 4(e) of the National Wildlife Refuge System Administration Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/16/668dd">16 U.S.C. 668dd(e)</external-xref>)).</text></paragraph></subsection></section></title><title id="id627028b7ba644f3ebb197117aee24131" style="OLC"><enum>IV</enum><header>Voluntary donation of grazing permits and leases</header><section id="idc051041bd3234178a0ccb3f6e8e042ae"><enum>401.</enum><header>Voluntary donation of grazing permits and leases</header><subsection id="id435bc0b0fcbf43a78dd52191e2247caa"><enum>(a)</enum><header>In general</header><text>The Secretary shall accept the donation of any valid existing lease or permit authorizing grazing on public land located within the boundaries of the Mosquito Valley and Horse Lake allotments of the Bureau of Land Management in the State.</text></subsection><subsection id="id4fa05aa19e5844be80fbd27a42fc58f6"><enum>(b)</enum><header>Termination</header><text>With respect to each permit or lease donated under subsection (a), the Secretary shall—</text><paragraph id="id1f23bae4be504b4fbed69f01fbdc99ae"><enum>(1)</enum><text>terminate the grazing permit or lease; and</text></paragraph><paragraph id="idab8c564440e6424a9322026d7238d673"><enum>(2)</enum><text>except as provided in subsection (c), ensure a permanent end to grazing on the land covered by the donated permit or lease.</text></paragraph></subsection><subsection id="id0ff10a27c0c546d5a3d95ee74ee9a51a"><enum>(c)</enum><header>Horse Lake common allotment</header><text>If the land covered by a permit or lease donated in the Horse Lake allotment under subsection (a) is covered by another valid grazing permit or lease in the Horse Lake allotment that is not donated, the Secretary shall reduce the authorized livestock grazing level in the Horse Lake allotment to reflect the donation of the permit or lease under that subsection. </text></subsection></section></title><title id="id2142ace3ce764861bca60c8b986c9c40" style="OLC"><enum>V</enum><header>National Conservation Areas</header><section id="id45813ddc8c9944cdb368f556f8c7c172"><enum>501.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this title is to establish the Massacre Rim Dark Sky National Conservation Area, Kiba Canyon Range National Conservation Area, Smoke Creek National Conservation Area, Pah Rah National Conservation Area, and Fox Range National Conservation Area to conserve, protect, and enhance for the benefit and enjoyment of present and future generations the cultural, archaeological, dark sky, natural, scientific, geological, historical, biological, wildlife, educational, and scenic and visual resources of the Conservation Areas.</text></section><section id="idbd04577183e947759b8cd81d29ef2a4a"><enum>502.</enum><header>Establishment</header><text display-inline="no-display-inline">For the purpose described in section 501, subject to valid existing rights, there are established in the State the following National Conservation Areas:</text><paragraph id="iddce75630ea12435dbb857ce9c3170e10"><enum>(1)</enum><header>Massacre rim dark sky national conservation area</header><text>The Massacre Rim Dark Sky National Conservation Area, comprising approximately 134,144 acres of Federal land in the State, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Massacre Rim Dark Sky National Conservation Area; Sheldon NWR Wilderness</quote> and dated November 30, 2023.</text></paragraph><paragraph id="id52ca704719bd4ca787285597f4e34c3b"><enum>(2)</enum><header>Kiba canyon range national conservation area</header><text>The Kiba Canyon Range National Conservation Area, comprising approximately 145,303 acres of Federal land in the State, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Kiba Canyon Range National Conservation Area</quote> and dated November 29, 2023.</text></paragraph><paragraph id="id5e114349367c4e5da9ed33ef85de880c"><enum>(3)</enum><header>Smoke creek national conservation area</header><text>The Smoke Creek National Conservation Area, comprising approximately 271,987 acres of Federal land in the State, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Smoke Creek National Conservation Area and Wrangler Canyon Wilderness</quote> and dated November 29, 2023.</text></paragraph><paragraph id="id12931169cd314b96b201513220c8ed29"><enum>(4)</enum><header>Pah rah national conservation area</header><text>The Pah Rah National Conservation Area, comprising approximately 10,933 acres of Federal land in the State, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Pah Rah National Conservation Area</quote> and dated November 18, 2023. </text></paragraph><paragraph id="ida6085c734c7f492f89ec21ac2840e694"><enum>(5)</enum><header>Fox range national conservation area</header><text>The Fox Range National Conservation Area, comprising approximately 70,096 acres of Federal land in the State, as generally depicted on the map entitled <quote>Truckee Meadows Public Lands Management Act: Fox Range National Conservation Area</quote> and dated November 29, 2023. </text></paragraph></section><section id="id8e6bc03dfcb94e59999a1f2b9d13aa01"><enum>503.</enum><header>Management</header><subsection id="id712ac2418a79499c95320dcf031c2ea3"><enum>(a)</enum><header>In general</header><text>The Secretary shall manage each Conservation Area—</text><paragraph id="id1a1cae20609b4ac686d64bbd9848088e"><enum>(1)</enum><text>in a manner that conserves, protects, and enhances the resources of the Conservation Area;</text></paragraph><paragraph id="id50c10e997d9f42058792211b2876b6dd"><enum>(2)</enum><text>in accordance with—</text><subparagraph id="id599c5fa5ed854809a73f99bf22397154"><enum>(A)</enum><text>this section; </text></subparagraph><subparagraph id="id7306b791016b40e49d519bb46f0588b2"><enum>(B)</enum><text>the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>); and</text></subparagraph><subparagraph id="idf9268bcfdc334edba8ef419fe3042fe3"><enum>(C)</enum><text>any other applicable law; and</text></subparagraph></paragraph><paragraph id="id2f8a7673bed946459bc6f4e72149dd14"><enum>(3)</enum><text>as a component of the National Landscape Conservation System.</text></paragraph></subsection><subsection id="idbe34d4d071bf437085906f7d0f9bd34a"><enum>(b)</enum><header>Management plan</header><paragraph id="id854912e6ccbb46948ccddf0b3251b839"><enum>(1)</enum><header>In general</header><text>Not later than 5 years after the date of enactment of this Act, the Secretary shall prepare a management plan for each Conservation Area.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id08d5defb068c422394375427367b9191"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">A management plan prepared under paragraph (1) shall—</text><subparagraph id="id280498fcd4f746b6ab6d39c183fb2035"><enum>(A)</enum><text>describe the appropriate uses and management of the Conservation Area;</text></subparagraph><subparagraph id="id6ac354b0692f491895a6cf559ed1ff94"><enum>(B)</enum><text>incorporate, as appropriate, decisions contained in any other management or activity plan for the land in or adjacent to the Conservation Area; and</text></subparagraph><subparagraph id="id997225fb83c4432398d02bf43d20e4e3"><enum>(C)</enum><text>take into consideration any information developed in studies of the land and resources in or adjacent to the Conservation Area.</text></subparagraph></paragraph><paragraph id="id9498c26df6a14f3faa2dbbad033c89f1"><enum>(3)</enum><header>Consultation</header><text>The Secretary shall prepare each management plan under paragraph (1) in consultation and coordination with—</text><subparagraph id="id85c4d96998bc45378eaa73e6e213bc0c"><enum>(A)</enum><text>affected Indian Tribes;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id267fc9e519674db3bd3179da987650a2"><enum>(B)</enum><text display-inline="yes-display-inline">appropriate State and local governmental entities;</text></subparagraph><subparagraph id="id1f2d992ccbcf404dbe6ea2c2808ad45f"><enum>(C)</enum><text>holders of valid existing use permits; </text></subparagraph><subparagraph id="id5712d3b70d3f4ea4a7232eff0532257d"><enum>(D)</enum><text>local private landowners; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5f6b95fc2f194765a45c5af75022eb67"><enum>(E)</enum><text display-inline="yes-display-inline">members of the public.</text></subparagraph></paragraph></subsection><subsection id="id0f0d59bcdc2f47a9a4b275ea705ee642"><enum>(c)</enum><header>Uses</header><text>The Secretary shall allow only such uses of a Conservation Area that the Secretary determines will further the purpose for which the Conservation Area was established.</text></subsection><subsection id="idb9b3c44c0dc24d4ea22beaa12f01bc21"><enum>(d)</enum><header>Acquisition</header><paragraph id="id1ecc6a7b2eef40cfb71bdfcf19d45adc"><enum>(1)</enum><header>In general</header><text>The Secretary may acquire land or interests in land within the boundaries of the Conservation Areas by purchase from a willing seller, donation, or exchange.</text></paragraph><paragraph id="ida1818b02eeda493f901a8616c831e42f"><enum>(2)</enum><header>Incorporation in conservation area</header><text>Any land or interest in land located within the boundary of a Conservation Area that is acquired by the United States after the date of enactment of this Act shall be added to and administered as part of the Conservation Area.</text></paragraph></subsection><subsection id="idf4f3204279634f2ca8458a24ee28bc42"><enum>(e)</enum><header>Withdrawal</header><paragraph id="idd1969aecc3cf458cb5f9a3b4b5a20f76"><enum>(1)</enum><header>In general</header><text>Subject to valid existing rights, all Federal land in the Conservation Area is withdrawn from—</text><subparagraph id="id29dc7d700c9e4cf5bc0d1cb17f59cf97"><enum>(A)</enum><text>all forms of entry and appropriation under the public land laws;</text></subparagraph><subparagraph id="ida42e1c6368b24815b627e85d222735be"><enum>(B)</enum><text>location, entry, and patent under the mining laws; and</text></subparagraph><subparagraph id="id024169cc92ea4ba399bd18768acf5404"><enum>(C)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text></subparagraph></paragraph></subsection><subsection id="id34dc7a84c26c4548a48366885c244b8e"><enum>(f)</enum><header>Easements and rights-of-Way</header><paragraph id="idd0f13a20afe04797a3a7d3ef462bb9e6"><enum>(1)</enum><header>In general</header><text>No new easements or rights-of-way shall be conveyed on Federal land within a Conservation Area after the date of enactment of this Act.</text></paragraph><paragraph id="id072af6d72d5a40bf88f942960e4bde33"><enum>(2)</enum><header>Effect</header><text>Nothing in this section precludes the Secretary from renewing easements or rights-of-way in existence on the date of enactment of this Act within a Conservation Area in accordance with this Act and applicable law (including regulations).</text></paragraph></subsection><subsection id="idac2cf63a56104111991a38db0eb0d638"><enum>(g)</enum><header>Private land</header><text>The Secretary shall provide reasonable access to privately owned land or interests in privately owned land within the boundaries of the Conservation Areas.</text></subsection><subsection id="ide950e2adbd134dc0bc59b289b2c4ab50"><enum>(h)</enum><header>Native american rights and uses</header><text>Nothing in this title alters, modifies, enlarges, diminishes, or abrogates the treaty rights of any Indian Tribe, including off-reservation reserved rights.</text></subsection><subsection id="id8955b7fd5621442fbf58896df7506ff6"><enum>(i)</enum><header>Grazing</header><paragraph commented="no" display-inline="no-display-inline" id="id2bdd97cb26444ef2b6e1d45be43ea222"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of land included in a Conservation Area on which the Secretary permitted, as of the date of enactment of this Act, livestock grazing, the livestock grazing shall be allowed to continue, subject to all applicable laws (including regulations).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida17246a4e9b847648d4e44596fc78fb1"><enum>(2)</enum><header>Access</header><text display-inline="yes-display-inline">A holder of a Federal grazing permit— </text><subparagraph commented="no" display-inline="no-display-inline" id="ide843bfa0b9db49a48cd80f6b80508ca5"><enum>(A)</enum><text display-inline="yes-display-inline">shall have access to grazing allotments and facilities of the permit holder located in the Conservation Area; and</text></subparagraph><subparagraph id="id023031cd4b0d4fa98ce25199e344c203"><enum>(B)</enum><text>be allowed to access, maintain, and repair existing infrastructure, fencing, water developments, or reservoirs of the permit holder located in the Conservation Area. </text></subparagraph></paragraph></subsection><subsection id="id4bd4d52c934d45e4ad55024091a62d46"><enum>(j)</enum><header>Hunting, fishing, and trapping</header><paragraph id="idcf63fd4dbf614e7692890102e461068a"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), nothing in this title affects the jurisdiction of the State with respect to fish and wildlife, including hunting, fishing, and trapping, in the Conservation Areas.</text></paragraph><paragraph id="id6c954cb7fe334f7ba299e577ea0d1d90"><enum>(2)</enum><header>Limitations</header><subparagraph id="ida912baff713d42f5b0a980a069b783b6"><enum>(A)</enum><header>Regulations</header><text>The Secretary may designate by regulation areas in which, and establish periods during which, for reasons of public safety, administration, or compliance with applicable laws, no hunting, fishing, or trapping will be permitted in the Conservation Areas.</text></subparagraph><subparagraph id="ide5b90f2717924ba9bd4ef6760c6b2a70"><enum>(B)</enum><header>Consultation required</header><text>Except in the case of an emergency, the Secretary shall consult with the appropriate State agency before promulgating regulations under subparagraph (A) that close a portion of the Conservation Area to hunting, fishing, or trapping.</text></subparagraph></paragraph></subsection><subsection id="id72c95760c8354e83911906cd200b50ee"><enum>(k)</enum><header>Wildlife water projects</header><text>The Secretary, in consultation with the State, may authorize wildlife water projects (including guzzlers) within the Conservation Areas.</text></subsection><subsection id="id1320d2d5ed7a4eaf9b606d7c196e6508"><enum>(l)</enum><header>Motorized vehicles</header><paragraph id="id234bc006bd314f0b9ada8c250fca1fb6"><enum>(1)</enum><header>In general</header><text>Except as needed for administrative purposes or to respond to an emergency, the use of motorized vehicles in a Conservation Area shall be permitted only on roads and trails designated in the applicable management plan prepared under subsection (b)(1).</text></paragraph><paragraph id="id987400c66da344aab3460de2daace915"><enum>(2)</enum><header>Use of motorized vehicles prior to completion of management plan</header><text>Prior to completion of the management plan under subsection (b)(1), the use of motorized vehicles within a Conservation Area shall be permitted in accordance with the applicable land use plan.</text></paragraph></subsection><subsection id="id6326648f0de5410aacf65b2865705129"><enum>(m)</enum><header>No buffer zones</header><text>The establishment of a Conservation Area shall not create an express or implied protective perimeter or buffer zone around the Conservation Area.</text></subsection><subsection id="id29813bd293f34849b9c468a524e103f1"><enum>(n)</enum><header>Wildland fire operations</header><text>Nothing in this section prohibits the Secretary, in consultation with other Federal, State, local, and Tribal agencies, as appropriate, from conducting wildland fire prevention and restoration operations in the Conservation Areas, consistent with the purpose described in section 501.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id446278d4b7ff4beca6b0e80979b233e7"><enum>(o)</enum><header>Research and interpretive management</header><text>To further the purpose of the Conservation Areas, the Secretary may establish, through the use of public and private partnerships, visitor service facilities, programs, and projects to provide information about the scientific, historical, cultural, archeological, dark sky, and natural studies relating to the Conservation Areas. </text></subsection></section></title><title id="ide42bc3c6b25746be8678b05d008dbde9" style="OLC"><enum>VI</enum><header>Withdrawal of certain land </header><section id="id208fd9a1f25949c0a04fa2fdf3181a07"><enum>601.</enum><header>Withdrawals</header><subsection id="idDED840A0BD0441288519F6EF88E614EF"><enum>(a)</enum><header>Withdrawal of certain National Forest System land</header><paragraph id="idA08EAC6CA33744DBADEA14272D30D27C"><enum>(1)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the Federal land and interests in Federal land described in paragraph (2) are withdrawn from—</text><subparagraph id="id3A0542444BBC4F45B46275738F55C946"><enum>(A)</enum><text>all forms of entry and appropriation under the public land laws;</text></subparagraph><subparagraph id="id02FE2B172B384704A0B4D48356FE07D2"><enum>(B)</enum><text>location, entry, and patent under the mining laws; and</text></subparagraph><subparagraph id="idAAF3D00A984B453E9D4C6905A30F35E1"><enum>(C)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id33B8D044F5F74313BDCD2F9F81C48C5E"><enum>(2)</enum><header>Description of Federal land</header><text>The Federal land and interests in Federal land referred to in paragraph (1) are—</text><subparagraph id="id5e7c6689e6e241da93edca770481053a"><enum>(A)</enum><text>the approximately 39,452 acres of Federal land and interests in Federal land located in the Lake Tahoe Basin Management Unit within the area depicted as <quote>North Carson Range/Galena Withdrawal</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: North Carson Range/Galena Mineral, Leasing, and Rights of Way Withdrawal</quote> and dated December 7, 2023; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idad31c5309c17479eaf6da7b2e2413f81"><enum>(B)</enum><text>the approximately 18,931 acres of Federal land and interests in Federal land located in the Carson Ranger District of the Humboldt–Toiyabe National Forest within the area depicted as <quote>Peavine Withdrawal</quote> on the map entitled <quote>Truckee Meadows Public Lands Management Act: Peavine Mineral, Leasing, and Rights of Way Withdrawal</quote> and dated November 18, 2023.</text></subparagraph></paragraph></subsection><subsection id="id92382f12a68d4567b823d6d73a12b5eb"><enum>(b)</enum><header>Withdrawal of certain Bureau of Land Management land</header><paragraph id="id3e1cd3fdf2bc460b9f9bd5fd6f96861d"><enum>(1)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the Federal land and interests in
