to higher education by providing public transit grants.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H9B65849DB4AD41168467BC6ACA63BF52"><section section-type="section-one" id="H222F5C318C5147E8BDEE973988A01C20"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting Advancement Through Transit Help to College Act</short-title></quote> or the <quote><short-title>PATH to College Act</short-title></quote>.</text></section><section id="HBD07FE32DECD4179B9C1DDB04BE45410"><enum>2.</enum><header>Increasing access to higher education through public transit grants</header><subsection id="HED03DF9494304139AEAD6CD3D1CEA10D"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H9229312D24EE4A43A26D2309E32FA1F7"><enum>(1)</enum><header>Eligible institution</header><text>The term <quote>eligible institution</quote> means—</text><subparagraph id="HC95A1F7E58E941F1A26D2F14E1AE39BF"><enum>(A)</enum><text>a community college;</text></subparagraph><subparagraph id="H8E5487C540AE4A37ACA19A5DC56B75F2"><enum>(B)</enum><text>a historically Black college or university;</text></subparagraph><subparagraph id="H57C68B28BA554827A505EE13810F0726"><enum>(C)</enum><text>a Tribal College or University (as defined in section 316 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1059c">20 U.S.C. 1059c</external-xref>)); or</text></subparagraph><subparagraph id="HDB16E612159B48F1BEE22A3EBBD69085"><enum>(D)</enum><text>a minority-serving institution.</text></subparagraph></paragraph><paragraph id="H31DD916A3D4F4D56BCBEF5931CB20494"><enum>(2)</enum><header>Eligible recipient</header><text>The term <quote>eligible recipient</quote> means a public transit provider that is an eligible recipient under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/53">chapter 53</external-xref> of title 49, United States Code, in partnership with 1 or more eligible institutions.</text></paragraph><paragraph id="HFFC81F10259E4F5FB86FFAE52B7FA63D"><enum>(3)</enum><header>Historically black college or university</header><text>The term <quote>historically Black college or university</quote> has the meaning given the term <quote>part B institution</quote> in section 322 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1061">20 U.S.C. 1061</external-xref>).</text></paragraph><paragraph id="H4650C1331F244529B3C839B3B4C24EBD"><enum>(4)</enum><header>Minority-serving institution</header><text>The term <quote>minority-serving institution</quote> means an eligible institution under section 371 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q</external-xref>).</text></paragraph><paragraph id="H24CBB6EAFEF24D81950BF8D10FDC9FF3"><enum>(5)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Transportation.</text></paragraph></subsection><subsection id="H9943A5BC3B9B4A35A776C72E0EAC5745"><enum>(b)</enum><header>In general</header><text>The Secretary may make grants under this section to eligible recipients to enable those eligible recipients to carry out projects described in subsection (c) to better connect students with transportation to eligible institutions.</text></subsection><subsection id="HE26C65FEF24640F0BBD37BAE29F1B3F6"><enum>(c)</enum><header>Eligible projects</header><text>An eligible recipient receiving a grant under this section shall use grant funds to carry out one or more of the following activities to better connect students with transportation to one or more of the eligible institutions that are part of the eligible recipient partnership:</text><paragraph id="HB45B9FA965AC4D3A89936202188729B9"><enum>(1)</enum><text>Adding bus or rail stops or routes and complementary paratransit service that serve campuses and connect to surrounding areas or other cities.</text></paragraph><paragraph id="H50C5DFF6DCFE4F4E96800CB43DEC7F9F"><enum>(2)</enum><text>Increasing the frequency of service or adjusting the time of bus, rail, or paratransit routes to allow students to get to and from their classes.</text></paragraph><paragraph id="H53291818CA024F398949C4F36796630C"><enum>(3)</enum><text>Operating costs for service described in paragraphs (1) and (2) if such costs are eligible under section 5307 or section 5311 of title 49, United States Code.</text></paragraph></subsection><subsection id="HC28435505D0F4BF58E97C3FDF5151FE8"><enum>(d)</enum><header>Application</header><paragraph id="H5498C7C93E814E09B8F8E5DD6390095F"><enum>(1)</enum><header>In general</header><text>An eligible recipient that desires a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, including information on the extent to which the proposed projects using grant funds will improve the availability of transit access for students.</text></paragraph><paragraph id="H925FA52D2F1040B190FDEC100AC497CE"><enum>(2)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to an eligible recipient whose partnership includes an eligible institution with respect to which more than 25 percent of students enrolled in that eligible institution receive a Federal Pell Grant.</text></paragraph></subsection><subsection id="HD3D9FA0A50EA41AABA797CD53928E87A"><enum>(e)</enum><header>Federal share</header><paragraph id="HE0E4F4A844DC4DB5AD670979A9221847"><enum>(1)</enum><header>Capital project</header><text>Except as provided in section 5323(i) of title 49, United States Code, the Federal share of the net project cost of a capital project carried out using a grant under this section shall be not more than 80 percent.</text></paragraph><paragraph id="HB0027CE455174BDCBFF870DFAD01FBE3"><enum>(2)</enum><header>Operating costs</header><text>The Federal share of net operating costs for a project carried out using a grant under this section shall be not more than 50 percent.</text></paragraph></subsection><subsection id="H73BE8B5758A1423A9097E6019BC5A471"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section—</text><paragraph id="HA8612C354A734A449DCDEC892E893504"><enum>(1)</enum><text>$2,000,000 for fiscal year 2025; </text></paragraph><paragraph id="H6F44E915FA894C89A44F35D04DD65206"><enum>(2)</enum><text>$4,000,000 for fiscal year 2026; </text></paragraph><paragraph id="HD46AD15E1FF241AC81FE17CA566BD3AD"><enum>(3)</enum><text>$6,000,000 for fiscal year 2027; </text></paragraph><paragraph id="H36E8F0A22B73449E8812DAEF3C32D5E1"><enum>(4)</enum><text>$8,000,000 for fiscal year 2028; and</text></paragraph><paragraph id="HFE6C687CE63C478C941BB7B19EEBC87B" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text>$10,000,000 for each of fiscal years 2029 through 2031.</text></paragraph></subsection></section></legis-body></bill>
