Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Social Security Act to authorize grants and training to support area agencies on aging and other community-based organizations in addressing social isolation among older individuals and adults with disabilities. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Addressing Social Isolation and Loneliness in Older Adults Act of 2023</short-title></quote> or the <quote><short-title>Addressing SILO Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idbec6d0ce91f54821a6befe2c88cda508"><enum>2.</enum><header>Grants and training to support area agencies on aging or other community-based organizations to address social isolation among older individuals and adults with disabilities</header><text display-inline="no-display-inline">Part II of subtitle B of title XX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1397m">42 U.S.C. 1397m et seq.</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id13851BF2ED414168A7C17DC8245D4D4F"><section id="H176C8C01FFE148BDA2D85D395976174D"><enum>2047.</enum><header>Grants and training To support area agencies on aging or other community-Based organizations To address social isolation among older individuals and adults with disabilities</header><subsection id="H6A78C3D9828643548785EAB432AF7033"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary shall make grants to eligible area agencies on aging or other community-based organizations for the purpose of—</text><paragraph id="HAF5BB5FDA2164CEA8F38D577E7706A3B"><enum>(1)</enum><text display-inline="yes-display-inline">conducting outreach to older individuals and adults with disabilities at risk for, or already experiencing, social isolation or loneliness, through established screening tools or other methods identified by the Secretary;</text></paragraph><paragraph id="H7BD1CFECD65245CDB47015991E68FD0F"><enum>(2)</enum><text display-inline="yes-display-inline">developing community-based interventions for the purposes of mitigating loneliness or social isolation (including evidence-based programs, as defined by the Secretary, developed with multi-stakeholder input for the purposes of promoting social connection, mitigating social isolation or loneliness, or preventing social isolation or loneliness) among older individuals and adults with disabilities described in paragraph (1);</text></paragraph><paragraph id="HD0569AFB21E44A3283F14F0797BC6190"><enum>(3)</enum><text>connecting such older individuals and adults with disabilities with community social and clinical supports; and</text></paragraph><paragraph id="H40D7783B88B74E7B826FFAD8A77EFFA7"><enum>(4)</enum><text display-inline="yes-display-inline">evaluating the effect of programs developed and implemented under paragraphs (2) and (3).</text></paragraph></subsection><subsection id="H46954C26936F4D4B8091EBAA21FAD243"><enum>(b)</enum><header>Training</header><paragraph id="H01D2442C42A24F89A33F04FE33D3592E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish programs to provide and improve training for area agencies on aging or community-based organizations with respect to addressing and preventing social isolation and loneliness among older individuals and adults with disabilities.</text></paragraph><paragraph id="HC85E0582065849D9B95B1F90509BB108"><enum>(2)</enum><header>Prioritization authority</header><text>For purposes of connecting at-risk individuals with existing community social and clinical supports, the Secretary may, in carrying out paragraph (1), prioritize models that incorporate training and service delivery in coordination with medical-legal partnerships.</text></paragraph></subsection><subsection id="HF35F7EE3812B4851B71A95FD64D795E2"><enum>(c)</enum><header>Evaluation</header><text>Not later than 3 years after the date of enactment of this section and every 3 years thereafter, the Secretary shall submit to Congress a written report that assesses the extent to which the programs established under this section address social isolation and loneliness among older individuals and adults with disabilities.</text></subsection><subsection id="HB12AF2E2F9F74D48BFA896E95BB4490F"><enum>(d)</enum><header>Appropriation</header><text display-inline="yes-display-inline">Out of any money in the Treasury not otherwise appropriated, there is appropriated to the Secretary $62,500,000 for each of fiscal years 2024 through 2028, to remain available until expended, to carry out this section. </text></subsection><subsection id="H2DA64C5EF7494075B32D2BF98B0C84DD"><enum>(e)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Secretary shall coordinate with resource centers, grant programs, or other funding mechanisms established under section 411(a)(18) of the Older Americans Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3032">42 U.S.C. 3032(a)(18)</external-xref>), section 417(a)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3032f">42 U.S.C. 3032f(a)(1)</external-xref>), or other programs as determined by the Secretary.</text></subsection><subsection id="HDDC7A77EC7324582A9B27BC97492F628"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE7761194A9BB44C2849086E039D038E2"><enum>(1)</enum><header>Adult with a disability</header><text>The term <term>adult with a disability</term> means an individual with a disability as defined in section 372 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030s">42 U.S.C. 3030s</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idee9444e63f79447fae8862940215c273"><enum>(2)</enum><header display-inline="yes-display-inline">Area agency on aging</header><text>The term <term>area agency on aging</term> means an area agency on aging designated under section 305 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3025">42 U.S.C. 3025</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9cae62253cc0473daeaeb0d2ec4d70d2"><enum>(3)</enum><header display-inline="yes-display-inline">Community-based organization</header><text display-inline="yes-display-inline">The term <term>community-based organization</term> includes, except as otherwise provided by the Secretary, a nonprofit community-based organization, a consortium of nonprofit community-based organizations, a national nonprofit organization acting as an intermediary for a community-based organization, or a community-based organization that has a fiscal sponsor that allows the organization to function as an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code. </text></paragraph><paragraph id="HD09DB0733CEA458EA0A29FFE15926A27"><enum>(4)</enum><header>Loneliness</header><text display-inline="yes-display-inline">The term <term>loneliness</term> means subjectively feeling alone, or the discrepancy between one’s desired level of social connection and one’s actual level of social connection.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida3845ee78cce443f8aacfb4b39c7bb0a"><enum>(5)</enum><header>Older individual</header><text>The term <term>older individual</term> has the meaning given such term in section 102 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3002">42 U.S.C. 3002</external-xref>).</text></paragraph><paragraph id="H67B71D2039D64C8F8E5EDA1C252BDC09"><enum>(6)</enum><header>Social connection</header><text display-inline="yes-display-inline">The term <term>social connection</term> means the variety of ways one can connect with others socially, through physical, behavioral, social-cognitive, and emotional channels.</text></paragraph><paragraph id="idF3A42B20FAD94EFAA37781EACB33870C"><enum>(7)</enum><header>Social isolation</header><text display-inline="yes-display-inline">The term <term>social isolation</term> means objectively being alone, or having few relationships or infrequent social contact.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
