which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the YouthBuild program, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HC1885420DB274D5794BC5ACE9558965F"><section section-type="section-one" id="H7E898210AB1A4F97A96CBE93500E5D49"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>YouthBuild for the Future Act</short-title></quote>.</text></section><section commented="no" id="H2A30846949404DBB81C5873E12E13F40"><enum>2.</enum><header>YouthBuild program</header><text display-inline="no-display-inline">Section 171 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3226">29 U.S.C. 3226</external-xref>) is amended—</text><paragraph commented="no" id="H433235A4269540D2845B869E4AA6AA33"><enum>(1)</enum><text>in subsection (c)—</text><subparagraph commented="no" id="HF9A313176E5F45CAB90847B4D6AFA601"><enum>(A)</enum><text>by amending paragraph (1) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H288CFCC56A8B4F8183FAA91B0281B854"><paragraph commented="no" id="H6C0B4972A4734A758E1BA9A72D0DEA32"><enum>(1)</enum><header>Reservation; amount of grants</header><subparagraph commented="no" id="H1222256679EA4FF29C0E3DF9A0BC37C7"><enum>(A)</enum><header>Reservation</header><text>In any fiscal year in which the amount appropriated to carry out this section is greater than $125,000,000, the Secretary shall reserve 20 percent of the portion of such amount that is greater than $125,000,000 for—</text><clause id="HF3B63894C2294B2099E186212A7D6F9A"><enum>(i)</enum><text>grants to applicants that are located in rural areas (as defined by the Secretary); and</text></clause><clause id="H97095652D0BD40AD8EB706E74A3E81FB"><enum>(ii)</enum><text>grants for programs operated by a tribe, organization, or entity described in section 166(c) or for the benefit of Indians, Alaska Natives, or Native Hawaiians (as the 3 terms are defined in section 166(b)) for the purpose of carrying out YouthBuild programs approved under this section.</text></clause></subparagraph><subparagraph commented="no" id="H168C4BC5AA234E5FAD7CDE5F3AFB878D"><enum>(B)</enum><header>Amount of grants</header><text display-inline="yes-display-inline">After making the reservation described in subparagraph (A), the Secretary may use the remaining amount appropriated to carry out this section to make grants to applicants for the purpose of carrying out YouthBuild programs approved under this section.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" id="H0D81453F931146B59A7ADA5C659F19E1"><enum>(B)</enum><text>in paragraph (2)—</text><clause commented="no" id="HE9737C95E7DF43EDAAC274378FF07548"><enum>(i)</enum><text>in subparagraph (A)—</text><subclause id="H46DDCA1F281248AAA738F8A7CF740805"><enum>(I)</enum><text>in clause (iv)(II), by striking <quote>language</quote>; </text></subclause><subclause id="H2A75B2E00C0D4E208209A1249D121620"><enum>(II)</enum><text>in clause (vii), by striking <quote>12</quote> and inserting <quote>24</quote>; and</text></subclause></clause><clause commented="no" id="HA6843C7DDFC84FBBADB2BA8426B2B0AD"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HF1B5DFA883AA4F53A1F3AF3A863BA916"><subparagraph commented="no" id="HD6BD1230794446BA84BF64B883C25B43"><enum>(I)</enum><text>Provision of meals and other food assistance that is offered to participants in conjunction with another activity described in this paragraph.</text></subparagraph><subparagraph commented="no" id="HB2250FC96D084BBE878449D7A9BFA20F"><enum>(J)</enum><text>Informing participants of their eligibility, and assisting participants in applying, for Federal and State means tested benefit programs, such as the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>), and assistance provided by the State through the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9857">42 U.S.C. 9857 et seq.</external-xref>).</text></subparagraph><subparagraph commented="no" id="HD30F424999C948B98B7B9E19D5C6C72F"><enum>(K)</enum><text>Supportive services for individuals with disabilities to ensure such individuals may fully participate in a YouthBuild program.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" id="HABFC55F9CAAF40FEACEE15E7FC8A3329"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H5A7C5C022F714D68BD0A2B38B1DBD50F"><paragraph commented="no" id="H62310AE8E6BA4F45BF956BE24DA07AF1"><enum>(6)</enum><header>Use of funds for match</header><text display-inline="yes-display-inline">An entity which receives a grant under this section may use a portion of such grant funds to meet all or a portion of the requirement to provide matching funds under section 121(e) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12571">42 U.S.C. 12571(e)</external-xref>) or any other such requirements under such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/12501">42 U.S.C. 12501 et seq.</external-xref>), if the funds are used consistent with the requirements described under subsection (e)(3).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HDD72C92265A54798BA509FAB7FBE76CC"><enum>(2)</enum><text>in subsection (e)(1)—</text><subparagraph id="H625225E8D5634B7FB4D1D1DEFFC91C46"><enum>(A)</enum><text>in subparagraph (A)(ii), by striking <quote>youth offender</quote> and inserting <quote>youth justice-involved individual</quote>; and </text></subparagraph><subparagraph id="HE41D1B47A19B4D5F99D4947086656E2F"><enum>(B)</enum><text>in subparagraph (B)(i), by striking <quote>are basic skills deficient</quote> and inserting <quote>have foundational skill needs</quote>;</text></subparagraph></paragraph><paragraph commented="no" id="H6D60699477B646EBB1AFB94296C413C5"><enum>(3)</enum><text>in subsection (f), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HDF205C4D50874154AA6C916F0FA8575B"><paragraph commented="no" id="H343EE3A32A2B4AC3A31827ACE50FBE41"><enum>(3)</enum><header>Consultation</header><text display-inline="yes-display-inline">In establishing expected levels of performance under paragraph (1), the Secretary shall consult, on not less than an annual basis, with entities carrying out YouthBuild programs to ensure such levels of performance account for the workforce development and postsecondary education experiences of youth served by such programs.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph commented="no" id="H64CBB5792FA14D66BDAEF1727002B172"><enum>(4)</enum><text>in subsection (g), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HC9151355808A4A1BBA24B7164BEDEB13"><paragraph commented="no" id="H181C076C3905419A8F576822B48046BF"><enum>(4)</enum><header>Annual release of Funding Opportunity Announcement</header><text>The Secretary shall, to the greatest extent practicable, announce new funding opportunities for grants under this section during the same time period each year such grants are announced.</text></paragraph><paragraph commented="no" id="H6E61A8A2F7954FECA889DBB5A885E50D"><enum>(5)</enum><header>State wage data</header><text>A State receiving grants under this section shall facilitate access for entities carrying out YouthBuild programs in the State to wage data of participants in YouthBuild programs for the purpose of meeting the requirements of this section. Such facilitation shall not reduce any protections afforded by the State which protect the privacy of participant information.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" id="H50705923F9CC40809ABA88A1FEA4443A"><enum>(5)</enum><text> by amending subsection (i) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H564A94DD6D1A49EC8F51C575D7BA6D2D"><subsection id="HC9758B159C2E4704AFBE911CC10FB9C3"><enum>(i)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section—</text><paragraph id="H01E0444FFAA1442B966E721738620292"><enum>(1)</enum><text display-inline="yes-display-inline">$159,500,000 for fiscal year 2024;</text></paragraph><paragraph id="H6F095FD6B3E24AA9B63A548547761061"><enum>(2)</enum><text>$167,500,000 for fiscal year 2025;</text></paragraph><paragraph id="H1A63B0122C04496781C37BF134BF7FC6"><enum>(3)</enum><text>$175,900,000 for fiscal year 2026;</text></paragraph><paragraph id="H014BE1FAB4D04202BE7C3E1BB801DE6C"><enum>(4)</enum><text>$184,700,000 for fiscal year 2027;</text></paragraph><paragraph id="H7AD5F2EEB6B248ED95F993809FAA1531"><enum>(5)</enum><text>$193,000,000 for fiscal year 2028; and </text></paragraph><paragraph commented="no" id="HFAF7FE47FEA4413BA6ACDBA118166665"><enum>(6)</enum><text>$203,600,000 for fiscal year 2029.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id912081db24864884b115ff6f46dea88e"><enum>3.</enum><header>Youth workforce investment activities</header><text display-inline="no-display-inline">Section 129(a) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3164">29 U.S.C. 3164(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7FCBB8FBB87742A2A778DC1FFB020323"><paragraph id="idc3242edebac34791b24b59aee705c7ca"><enum>(6)</enum><header>Waiting period</header><text>States and local boards shall reduce the period of time before providing services under this section, to an out-of-school youth identified for such services, to the minimum period possible to ensure the most expeditious provision of services. </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
