<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 3386</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231204">December 4, 2023</action-date><action-desc><sponsor name-id="S381">Mr. Rounds</sponsor> (for himself and <cosponsor name-id="S314">Mr. Tester</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To temporarily suspend the importation of beef and beef products from Paraguay and to require the establishment of a working group to evaluate the threat to food safety and animal health posed by beef imported from Paraguay, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Temporary suspension of imports of beef and beef products from Paraguay</header><text display-inline="no-display-inline">Beef and beef products imported from Paraguay may not enter the United States during the period—</text><paragraph commented="no" display-inline="no-display-inline" id="id93160452add248f6809d2bc47fedec0f"><enum>(1)</enum><text>beginning on the date of the enactment of this Act; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide9b6e8104a4244e5a151d03088c21996"><enum>(2)</enum><text>ending on the date on which the working group established under section 2 submits the recommendations required by subsection (a)(3) of that section if the working group determines under subsection (a)(1) of that section that beef and beef products imported from Paraguay do not pose a threat to food safety and animal health in the United States.</text></paragraph></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id156432c5242c496888559c6037d73883"><enum>2.</enum><header display-inline="yes-display-inline">Working group on beef imported from Paraguay</header><subsection id="idAAB7BE5665154B2D9587FB168F36A1AE"><enum>(a)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the Secretary of Agriculture shall establish a working group—</text><paragraph id="idFFFE628DA1FE44E7AE257D97BB72AE0A"><enum>(1)</enum><text>to evaluate the threat posed by beef and beef products imported from Paraguay to food safety and animal health in the United States; </text></paragraph><paragraph id="id924278efce6f4ad985164e71303605e0"><enum>(2)</enum><text>to report on the most recent disease data and conduct additional research on the threat to food safety and animal health; and </text></paragraph><paragraph id="id378B09310C484AFB8165A69732391426"><enum>(3)</enum><text>to make recommendations to the Secretary with respect to whether the importation of beef and beef products from Paraguay into the United States should be permitted.</text></paragraph></subsection><subsection id="id80A34D0E3C67474D8BCE938D307D9720"><enum>(b)</enum><header>Membership</header><text>The Secretary shall ensure that the working group established under subsection (a) includes—</text><paragraph id="id71E73A9559EE47B893F05AC0F53C0A67"><enum>(1)</enum><text>experts on food safety; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1f7fe1c74eba495c98b598d8228c3190"><enum>(2)</enum><text display-inline="yes-display-inline">experts on animal health; and</text></paragraph><paragraph id="id8FD298C7F8D84625AF1462F539BF4915"><enum>(3)</enum><text>representatives of U.S. Customs and Border Protection and other Federal agencies with responsibilities relating to international trade.</text></paragraph></subsection></section></legis-body></bill>
