which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a program so that business concerns owned and controlled by socially and economically disadvantaged individuals may achieve proficiency to compete, on an equal basis, for contracts and subcontracts in Department of Transportation projects, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Accelerating Small Business Growth Act</short-title></quote>.</text></section><section id="id6ba9245eb73647ad9e1ab0e3fd765caf"><enum>2.</enum><header>Accelerating business growth program</header><subsection id="id7F5FD2A4127C4B3083B123130F0B873F"><enum>(a)</enum><header>Definitions</header><text>In this section: </text><paragraph id="id038FFF35C56A4AE1B6DBEE1C3D93C2CC"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph><paragraph id="id99CE2DEEEAC44B2C878F693C9DBB8131"><enum>(2)</enum><header>Socially and economically disadvantaged individuals</header><text>The term <term>socially and economically disadvantaged individuals</term> has the meaning given the term in section 11101(e)(2) of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/23/101">23 U.S.C. 101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>). </text></paragraph></subsection><subsection id="id0d254c1ad4074830bd91f50632136972"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall establish a competitive grant program to provide financial assistance to eligible entities to establish and carry out innovative programs so that business concerns owned and controlled by socially and economically disadvantaged individuals may achieve proficiency to compete, on an equal basis, for contracts and subcontracts in projects carried out with financial assistance from the Secretary. </text></subsection><subsection id="id96F1A1B56BBB4BD28F3297C41DAF14F7"><enum>(c)</enum><header>Eligible entities</header><text>An entity eligible to receive financial assistance under this section is—</text><paragraph id="id76F6C6C60B4048B99DBEE06BDF828CAF"><enum>(1)</enum><text>a State or territory;</text></paragraph><paragraph id="id063F1D0ECBF14585AB373E7E792FC8DF"><enum>(2)</enum><text>a political subdivision of a State or local government; </text></paragraph><paragraph id="id47DAEC117E43450AAC113D292A737735"><enum>(3)</enum><text>a Tribal government;</text></paragraph><paragraph id="id06D92153421F4F8482570A74BA8D217C"><enum>(4)</enum><text>a special purpose district or public authority with a transportation function;</text></paragraph><paragraph id="id53DBA5AD47DF4EBEA01E5D931FA79607"><enum>(5)</enum><text>a port authority;</text></paragraph><paragraph id="idDEDA67373A0948439AEED728836FEA86"><enum>(6)</enum><text>a metropolitan planning organization; or</text></paragraph><paragraph id="id416F29C9EBE94C489C047A9B58EDBD78"><enum>(7)</enum><text>a group of entities described in paragraphs (1) through (6). </text></paragraph></subsection><subsection id="id94DEED1F4CEF498B83AF615D6EBF7151"><enum>(d)</enum><header>Applications</header><text>To be eligible to participate in the program under this section, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require. </text></subsection><subsection id="idAADC60046E754CA9BD1E479557CD9BB0"><enum>(e)</enum><header>Partnerships</header><text>In carrying out activities with a grant under this section, an eligible entity may partner with—</text><paragraph id="idF5C83D2BA1C445FABC6A872EB1918F12"><enum>(1)</enum><text>1 or more nonprofit organizations; or</text></paragraph><paragraph id="id7B982D2531594116898DB361D5CA9C0E"><enum>(2)</enum><text>1 or more institutions of higher education. </text></paragraph></subsection><subsection id="id9cddc96e3bca45d89a03d070917752d1"><enum>(f)</enum><header>Required report</header><paragraph id="id194c8f2172ca431ebf7319fcbbe381de"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after an eligible entity is awarded a grant under this section, the eligible entity shall submit to the Secretary a report that includes—</text><subparagraph id="id330ED985200845BD9A9C2ABFEAC542CA"><enum>(A)</enum><text>a description of the activities carried out with the grant; and </text></subparagraph><subparagraph id="id100A0B073BA041DDAC253B9B66E687E1"><enum>(B)</enum><text>an evaluation of the effectiveness of those activities in meeting the objectives described in subsection (b).</text></subparagraph></paragraph><paragraph id="iddc939eff22d741c3a7e2220067de5a2c"><enum>(2)</enum><header>Public availability</header><text>Each report submitted under paragraph (1) shall be made available on a public internet website managed by the Secretary.</text></paragraph></subsection><subsection id="id513650571b4c4c86a69336f53d8a778a"><enum>(g)</enum><header>Report to Congress</header><text>Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that evaluates the program under this section.</text></subsection><subsection id="id8BB7B3DE50BE460B9E52F51FF6BEB1A7"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2024 through 2026. </text></subsection></section></legis-body></bill>
