activities, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H82BF255DCFF94461A33A6C72629B0D96"><section section-type="section-one" id="H2466DBAF086C4DC393DF1479B26C736B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DOE and USDA Interagency Research Act</short-title></quote>. </text></section><section id="HCBCB755905394FFF86BF0A2533BCD69A"><enum>2.</enum><header>Department of Energy and Department of Agriculture joint research and development activities</header><subsection id="HACDC228389624F76A72A93BE0AE35166"><enum>(a)</enum><header>In general</header><text>The Secretary of Energy and the Secretary of Agriculture (referred to in this section as the <term>Secretaries</term>) shall carry out cross-cutting and collaborative research and development activities focused on the joint advancement of Department of Energy and Department of Agriculture mission requirements and priorities.</text></subsection><subsection id="H1DD115C4A6B2413382B5162D986E8C2F"><enum>(b)</enum><header>Memorandum of understanding</header><paragraph commented="no" display-inline="no-display-inline" id="id716314d63dd44a3ca56417a84000b761"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretaries shall carry out and coordinate the activities under subsection (a) through the establishment of a memorandum of understanding or other appropriate interagency agreement. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id493ccd3210ef4f29a3e92c3eda0c60e1"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">The memorandum or agreement described in paragraph (1) shall require the use of a competitive, merit-reviewed process that considers applications from Federal agencies, National Laboratories, institutions of higher education, nonprofit institutions, and other appropriate entities.</text></paragraph></subsection><subsection id="HF893F20C28B041268EC8EEC8318BC8C3"><enum>(c)</enum><header>Coordination</header><text>In carrying out the activities under subsection (a), the Secretaries may—</text><paragraph id="HFEF7485ECA5241599010416688DEF7B2"><enum>(1)</enum><text>conduct collaborative research relating to a variety of focus areas, such as—</text><subparagraph id="HCF15EA8595AF474790024EB01B9AB553"><enum>(A)</enum><text>modeling and simulation, machine learning, artificial intelligence, data assimilation, large-scale data analytics, and predictive analysis in order to optimize algorithms for purposes relating to agriculture and energy, such as life-cycle analyses of agricultural or energy systems;</text></subparagraph><subparagraph id="HB80BF9A499584171A81901BEADD40725"><enum>(B)</enum><text display-inline="yes-display-inline">fundamental agricultural, biological, computational, and environmental science and engineering, including advanced crop science, crop protection, breeding, and biological pest control, in collaboration with the program authorized under section 306 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18644">42 U.S.C. 18644</external-xref>);</text></subparagraph><subparagraph commented="no" id="H4D4F0820FE064FEDA5C29576627B5369"><enum>(C)</enum><text>integrated natural resources and the energy-water nexus, including in collaboration with the program authorized under section 1010 of the Energy Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/42/16183">42 U.S.C. 16183</external-xref>);</text></subparagraph><subparagraph id="H81883783E39646D1A98FDF93A33DE40C"><enum>(D)</enum><text>advanced biomass, biobased products, and biofuels, including in collaboration with the activities authorized under section 9008(b) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8108">7 U.S.C. 8108(b)</external-xref>);</text></subparagraph><subparagraph id="H46EB43B00C0448618CDDB6881B7C2716"><enum>(E)</enum><text>diverse feedstocks for economically and environmentally sustainable fuels, including aviation and naval fuels;</text></subparagraph><subparagraph id="H7E59904F2D2B41F8B1613D1509828585"><enum>(F)</enum><text>colocation of agricultural resources and activities and ecosystem services with diverse energy technologies and resources, such as geothermal energy, nuclear energy, solar energy, wind energy, natural gas, hydropower, and energy storage;</text></subparagraph><subparagraph commented="no" id="H006CD951A82E480A81C996B4135F4B75"><enum>(G)</enum><text>colocation of agricultural resources and activities with carbon storage and utilization technologies;</text></subparagraph><subparagraph id="HB88C2F137445499F8C21EE03B1597366"><enum>(H)</enum><text>invasive species management to further the work done by the Federal Interagency Committee for the Management of Noxious and Exotic Weeds;</text></subparagraph><subparagraph id="H7E145D58EE4840AB843E055E31E05BFC"><enum>(I)</enum><text>long-term and high-risk technological barriers in the development of transformative science and technology solutions in the agriculture and energy sectors, including in collaboration with the program authorized under section 5012 of the America COMPETES Act (<external-xref legal-doc="usc" parsable-cite="usc/42/16538">42 U.S.C. 16538</external-xref>);</text></subparagraph><subparagraph id="H44C5C0E43AAB4BCD88F81AC49006D703"><enum>(J)</enum><text>grid modernization and grid security; </text></subparagraph><subparagraph id="H8D1C1DBF21FB4C2B93510BACADDF6062"><enum>(K)</enum><text>rural technology development, including manufacturing, precision agriculture technologies, and mechanization and automation technologies; and</text></subparagraph><subparagraph id="HF33430F8E4E74F80A2D58C8916411504" changed="not-changed"><enum>(L)</enum><text display-inline="yes-display-inline">wildfire risks and prevention, including the role of the power sector in fire prevention and mitigation and wildfire impacts on energy infrastructure;</text></subparagraph></paragraph><paragraph id="H623AAF5921A5454F8570A759438079DF"><enum>(2)</enum><text>develop methods to accommodate large voluntary standardized and integrated data sets on agricultural, environmental, supply chain, and economic information with variable accuracy and scale;</text></paragraph><paragraph id="H84E686EF1EAE4E198735AA42CF9B749F"><enum>(3)</enum><text>promote collaboration, open community-based development, and data and information sharing between Federal agencies, National Laboratories, institutions of higher education, nonprofit institutions, industry partners, and other appropriate entities by providing reliable access to secure data and information that are in compliance with Federal laws (including regulations);</text></paragraph><paragraph commented="no" id="HB463A465916E484EA4F542B3686D28C7"><enum>(4)</enum><text display-inline="yes-display-inline">support research infrastructure and workforce development as the Secretaries determine to be necessary; and</text></paragraph><paragraph id="H46C63154FC1F4F1886D8D6A10730DD27"><enum>(5)</enum><text display-inline="yes-display-inline">conduct collaborative research, development, and demonstration of methods and technologies—</text><subparagraph id="H7514D36E862B4E90A5B67544D423196B"><enum>(A)</enum><text>to improve the efficiency of agriculture operations and processing of agricultural products; and</text></subparagraph><subparagraph id="HEBE54A1ED5954A5ABEBC1E960893583C"><enum>(B)</enum><text>to reduce greenhouse gas emissions associated with the operations and processing described in subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="HB8B9726B2EFF41668B7993AA663ED281"><enum>(d)</enum><header>Agreements</header><text>In carrying out the activities under subsection (a), the Secretaries may—</text><paragraph id="HEBB380CE47694042BF3439D07B1FA549"><enum>(1)</enum><text>carry out reimbursable agreements between the Department of Energy, the Department of Agriculture, and other entities in order to maximize the effectiveness of research and development; and</text></paragraph><paragraph id="H471C62D276684B29B8D190AEDF97CD0E"><enum>(2)</enum><text>collaborate with other Federal agencies as appropriate.</text></paragraph></subsection><subsection id="H56AA2947660B4291A58614E26503AE41"><enum>(e)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this Act, the Secretaries shall submit to the Committee on Energy and Natural Resources and the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Science, Space, and Technology and the Committee on Agriculture of the House of Representatives a report describing the following:</text><paragraph id="HB1DD52F001014269B68A16E1AC7846E8"><enum>(1)</enum><text>Interagency coordination between each Federal agency involved in the research and development activities carried out under this section.</text></paragraph><paragraph id="H21DCD853F52C41569C0C9B03418CCA52"><enum>(2)</enum><text>Potential opportunities to expand the technical capabilities of the Department of Energy and the Department of Agriculture.</text></paragraph><paragraph id="H786A3FCA85CA4B9E8FEF31E99D205FA3"><enum>(3)</enum><text>Collaborative research achievements.</text></paragraph><paragraph id="H59559C8C6EB74688B1469D223D5C46C5"><enum>(4)</enum><text>Areas of future mutually beneficial successes.</text></paragraph><paragraph id="H89F429DA05874653BE7B77021131553B"><enum>(5)</enum><text>Continuation of coordination activities between the Department of Energy and the Department of Agriculture.</text></paragraph></subsection><subsection id="HC0300ACCA66C460BB634E2A25C04B155"><enum>(f)</enum><header>Research security</header><text display-inline="yes-display-inline">The activities authorized under this section shall be applied in a manner consistent with subtitle D of title VI of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/19231">42 U.S.C. 19231 et seq.</external-xref>).</text></subsection></section></legis-body></bill>
