<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 3299</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231114" legis-day="20231113">November 14 (legislative day, November 13), 2023</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> (for herself and <cosponsor name-id="S402">Ms. Rosen</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide that United States citizens evacuating Israel shall not be required to reimburse the United States Government, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saving Americans in Foreign Evacuations (SAFE) Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idd91d20870fd84f6d894d1e97a1bdedc0"><enum>2.</enum><header>Requirement to provide free travel to United States citizens evacuating Israel</header><text display-inline="no-display-inline">Notwithstanding section 4(b)(2)(A)(ii) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2671">22 U.S.C. 2671(b)(2)(A)(ii)</external-xref>), private United States citizens and permanent resident aliens evacuating Israel in response to the October 7, 2023, attack by Hamas and the resulting war and civil unrest shall not be required to reimburse the United States Government for travel organized by the Department of State during fiscal year 2024 pursuant to such section.</text></section><section id="idde929dbaf282463388b566007a1aa138"><enum>3.</enum><header>Report</header><subsection commented="no" display-inline="no-display-inline" id="id1bcacd03d6d84d1eaca59acf432a548f"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to Congress a report examining the feasibility of expanding the reimbursement requirement under section (2) to future evacuations worldwide.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id9c74ce1a72b04432bdfd8940bcfda750"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall include the following elements:</text><paragraph id="idb3862792258a4903a90c8c76ca361cac"><enum>(1)</enum><text>The estimated annual costs of providing cost-free flights and other forms of transportation.</text></paragraph><paragraph id="idfea93189dbff4de0b8ed917f69c79907"><enum>(2)</enum><text>A description of the additional responsibilities the Department would bear under such a requirement.</text></paragraph><paragraph id="id81378975413c4aa6a278ddf08f35233b"><enum>(3)</enum><text>A description of additional authorities the Department would need to under such a requirement.</text></paragraph><paragraph id="id1fbe9c84da72443e96ad0bdaf7990cc0"><enum>(4)</enum><text>A description of moral hazard issues that may arise from such a requirement. </text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id1a032cf00730456a8fb5009a3e45cc55"><enum>4.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated $2,000,000 for fiscal year 2024 for the Department of State to carry out activities under this Act.</text></section></legis-body></bill>
