which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to establish the Veterans Experience Office, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Veterans’ Experience Act of 2023</short-title></quote>.</text></section><section id="id301098163fd641f28d2e1b93cf3a3544"><enum>2.</enum><header>Establishment of Veterans Experience Office</header><subsection id="ide25e0ea86c244edaac46d76164eb5e81"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/3">Chapter 3</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" display-inline="no-display-inline" id="id032891C5D2B948DD85CD3B02954532F7"><section commented="no" display-inline="no-display-inline" id="idb8337fe6d3224dab99e03f150220d021"><enum>325.</enum><header>Veterans Experience Office</header><subsection id="ida7da0a7152ff41588adea3867d69af19"><enum>(a)</enum><header>Establishment</header><text>There is established in the Department within the Office of the Secretary an office to be known as the <quote>Veterans Experience Office</quote> (hereinafter referred to as the <quote>Office</quote> in this section).</text></subsection><subsection id="iddd6d9ca25b5e4708ab23548d7f7ab95a"><enum>(b)</enum><header>Head of Office</header><paragraph commented="no" display-inline="yes-display-inline" id="id5c108cbfee474a7fa604b9e300d7fcf1"><enum>(1)</enum><text>The head of the Office shall be the Chief Veterans Experience Officer.</text></paragraph><paragraph id="id03723673afe64f1ebaa34bf6ce23f2b3" indent="up1"><enum>(2)</enum><text>The Chief Veterans Experience Officer shall—</text><subparagraph id="iddcf4aa964749489aab9961fd3d1440d0"><enum>(A)</enum><text>be appointed by the Secretary from among individuals the Secretary considers qualified to perform the duties of the position; and</text></subparagraph><subparagraph id="idf46286ad6a624c919c4ee9f48ea20d9c"><enum>(B)</enum><text>report directly to the Secretary.</text></subparagraph></paragraph></subsection><subsection id="id4f5b7cf5eb594e8eb10600f771442b42"><enum>(c)</enum><header>Function</header><text>The functions of the Office are as follows:</text><paragraph id="id534a466599474cd9b6aaf7cf7923de2d"><enum>(1)</enum><text>To carry out the key customer experience initiatives of the Department, including setting the customer experience strategy, framework, policy, and other guidance for the Department.</text></paragraph><paragraph id="id6b7e3e0a684b442baad86753a95b2a20"><enum>(2)</enum><text>Requiring the heads of other organizations and offices within the Department to report regularly on customer experience metrics, action plans, and other customer experience improvement efforts.</text></paragraph><paragraph id="id08d35d10029048c4b3ff74cc4c3196c2"><enum>(3)</enum><text>To carry out such other functions relating to customer experience as the Secretary considers appropriate.</text></paragraph></subsection><subsection id="idbde3551111e04206934f377eb43e9cc9"><enum>(d)</enum><header>Staff and resources</header><paragraph commented="no" display-inline="yes-display-inline" id="idf3708005c34e42ed93050dc08ffc6890"><enum>(1)</enum><text>The Secretary shall ensure that the Office has such staff, resources, and access to customer experience information as may be necessary to carry out the functions of the Office.</text></paragraph><paragraph id="id8a507315e6d64c71874552bbe8a55ab8" indent="up1"><enum>(2)</enum><text>Funds available for basic pay and other administrative expenses of other Department organizations shall also be available to reimburse the Office for all services provided at rates which will recover actual costs for services provided to such organizations.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idcca0c28bdcd548eea8eb1f7df3653f3e"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 3 of such title is amended by adding at the end the following new item:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3AFC594FF7FE41ACA4B7A7D250E45D91"><toc><toc-entry level="section" bold="off">325.
