<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 3236</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231107">November 7, 2023</action-date><action-desc><sponsor name-id="S422">Mr. Welch</sponsor> (for himself and <cosponsor name-id="S313">Mr. Sanders</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title XVIII of the Social Security Act to provide Medicare coverage of ambulance services that do not include transportation.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Emergency Medical Services Reimbursement for On-Scene Care and Support Act</short-title></quote>.</text></section><section id="id0a18feaafeba4ff78571c338ec92f629"><enum>2.</enum><header>Coverage of ambulance services that do not include transportation</header><text display-inline="no-display-inline">Section 1861(s)(7) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(s)(7)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id7a8c2e580beb4d1c89975f966c761a17"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>(A)</quote> after <quote>(7);</quote></text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id187650a1182f46de9cf281479296daa0"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (A), as added by paragraph (1), by inserting <quote>and</quote> after the semicolon; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id273a92db11ac43419a514327135bbdb0"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following new subparagraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA271C4DFBE514E32AB5D5938741DA6A1"><subparagraph commented="no" display-inline="no-display-inline" id="idb92601b983bd47f3a1f7206b779ac794" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">notwithstanding subparagraph (A), ambulance service includes such services described in such subparagraph that are furnished on or after January 1, 2025, to an individual by a provider or supplier of ambulance services regardless of whether the provider or supplier provides the transport for the individual at a reimbursement comparable to the transport reimbursement;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
