which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Labor to establish an offshore wind career training grant program, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H98BBA17EFF53484982946B3D8D3042A5"><section section-type="section-one" id="H80AFC53A406C4F389751DFEAD3F598B3"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Offshore Wind Jobs and Opportunity Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="H2A044C3EE3414060A1833102E15A5202"><enum>2.</enum><header>Offshore wind career training grant program</header><subsection id="H91B594741C614EF59C50E9A95D2B2476"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id0A80094B35444EE694E19F6163919A06"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="id92a7988f84374910869d94ea8417e0eb"><enum>(A)</enum><text>the Committee on Health, Education, Labor, and Pensions of the Senate;</text></subparagraph><subparagraph id="id1acf6ff22fad4f5d8710e273c6282f79"><enum>(B)</enum><text>the Committee on Energy and Natural Resources of the Senate;</text></subparagraph><subparagraph id="id1fceef7adbfc406cbdac92fc1f076938"><enum>(C)</enum><text>the Committee on Education and the Workforce of the House of Representatives; and</text></subparagraph><subparagraph id="id308e8db903434ebdab2ef491f1984510"><enum>(D)</enum><text>the Committee on Energy and Commerce of the House of Representatives. </text></subparagraph></paragraph><paragraph id="HED8DCF8B40B64A3C8DA0F0EDFF245F32"><enum>(2)</enum><header>Community college</header><text display-inline="yes-display-inline">The term <term>community college</term> has the meaning given the term <term>junior or community college</term> in section 312 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1058">20 U.S.C. 1058</external-xref>).</text></paragraph><paragraph id="ida083f3dcd9f54bc8ab321e7507138726"><enum>(3)</enum><header>Dislocated worker</header><text>The term <term>dislocated worker</term> has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph><paragraph id="H7D26C380D8D645D794AAE6B3E350E76A"><enum>(4)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means an entity that is—</text><subparagraph id="H82387D4C7869478F8EF5D6F5D55FF42C"><enum>(A)</enum><text>an institution of higher education;</text></subparagraph><subparagraph id="H74938215FF9147C6A1A50D55B5663020"><enum>(B)</enum><text>a labor organization;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0a2bca154e784efb84c6d7a1708104f7"><enum>(C)</enum><text>a maritime center of excellence; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9caa63706746432cb096b0192cfb0ed7"><enum>(D)</enum><text>a nonprofit organization the primary mission of which is to provide education and training to meet the needs of maritime professionals and the United States maritime industry. </text></subparagraph></paragraph><paragraph id="idAAF9539E36774745A291DC4355CFF40B"><enum>(5)</enum><header>Grant program</header><text>The term <term>grant program</term> means the grant program established under subsection (d).</text></paragraph><paragraph id="HAB3AD0AB76A74EB5ABC57F77D26E1155"><enum>(6)</enum><header>Grantee</header><text>The term <term>grantee</term> means an eligible entity that has received a grant under this section.</text></paragraph><paragraph id="id74b825bf44a948df93ab2fb5c950d148"><enum>(7)</enum><header>Individual with a barrier to employment</header><text>The term <term>individual with a barrier to employment</term> has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph><paragraph id="idD4A6B0C125E04045A662A8B723DB0A9D"><enum>(8)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph><paragraph id="HBBAC25B1C0FB4197BED20EE4DA6D5729"><enum>(9)</enum><header>Lead applicant</header><text display-inline="yes-display-inline">The term <term>lead applicant</term> means the eligible entity that is primarily responsible for the preparation, conduct, and administration of the project for which a grant is awarded under this section.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1f12cb71c79b47cfa6f05801d0b16324"><enum>(10)</enum><header>Maritime center of excellence</header><text>The term <term>maritime center of excellence</term> means a center of excellence for domestic maritime workforce training and education designated by the Secretary of Transportation under section 51706(a) of title 46, United States Code.</text></paragraph><paragraph id="id6CE69B36B9DF4227B37DBF6359F4A725"><enum>(11)</enum><header>Qualified intermediary</header><text>The term <term>qualified intermediary</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph><paragraph id="idAA84607EBA7F44C29E89F075057190BE"><enum>(12)</enum><header>Recognized postsecondary credential</header><text>The term <term>recognized postsecondary credential</term> has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph><paragraph id="id04E6A3B6DC0C4535A58574B95E87E570"><enum>(13)</enum><header>Registered apprenticeship program</header><text>The term <term>registered apprenticeship program</term> means an apprenticeship program registered under the Act of August 16, 1937 (commonly known as the “National Apprenticeship Act”) (50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA9BD771BB4CC473790177395A94E9955"><enum>(14)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Labor.</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="id45342C4BF9564940ABB9EDF3C3BACD8D"><enum>(15)</enum><header>United States maritime industry</header><text>The term <term>United States maritime industry</term> means—</text><subparagraph display-inline="no-display-inline" commented="no" id="id8D6186CD787A43AC8DA4B3995A8655ED"><enum>(A)</enum><text>all segments of the maritime-related transportation system of the United States, including in—</text><clause display-inline="no-display-inline" commented="no" id="id0717674B79174CFAB7E3B97E855803FA"><enum>(i)</enum><text>domestic trade;</text></clause><clause display-inline="no-display-inline" commented="no" id="idF6A0C069F7F64052807A376C2AE0FC33"><enum>(ii)</enum><text>foreign trade; and</text></clause><clause display-inline="no-display-inline" commented="no" id="id59CB28A9492F4F129855769331E18D75"><enum>(iii)</enum><text>coastal, offshore, and inland waters;</text></clause></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="id63640EEAAE2343F08EC127532ED55B91"><enum>(B)</enum><text>non-commercial maritime activities, such as pleasure boating and marine sciences (including all scientific research vessels); and</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="idCD292F9D47C648D3BF7D33C69A102E8B"><enum>(C)</enum><text>all industries that support offshore wind development, including vessel construction and repair, vessel operations, ship logistics supply, berthing, port operations, port intermodal operations, marine terminal operations, vessel design, marine brokerage, marine insurance, marine financing, chartering, maritime-oriented supply chain operations, and maritime-oriented research and development.</text></subparagraph></paragraph><paragraph id="idc8a1be7cdad5482785baf352b4434d4a"><enum>(16)</enum><header>Veteran</header><text>The term <term>veteran</term> has the meaning given the term in section 101 of title 38, United States Code.</text></paragraph></subsection><subsection id="H1A8107CF67B44DECA73F27EA6792C374"><enum>(b)</enum><header>Identification of educational and career training needs</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, the Secretary, in consultation with the Secretary of Energy, representatives from the offshore wind industry, the United States maritime industry, eligible entities, including eligible entities that are community colleges and labor organizations, State and local governments, ports, and nonprofit organizations, shall identify educational and career training needs with respect to the offshore wind industry, including needs relating to manufacturing, construction, installation, operation, vessels, engineering training and education, and maintenance activities.</text></subsection><subsection id="H5CE415091733496FA1A7D7677286F70C"><enum>(c)</enum><header>Guidelines</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary shall—</text><paragraph id="HB9BD489D67A940119AB457A341E6AF99"><enum>(1)</enum><text display-inline="yes-display-inline">issue guidelines for the submission of grant proposals under this section, which shall include a list of the educational and career training needs identified under subsection (b); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8BC30B5D74814C268045106BC8ED08C0"><enum>(2)</enum><text>publish and maintain the guidelines described in paragraph (1) on a public website of the Secretary.</text></paragraph></subsection><subsection id="H6F63302CF1884E178E61369165C325E9"><enum>(d)</enum><header>Establishment of grant program</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act and in consultation with the Secretary of Energy, the Secretary shall establish a grant program under which the Secretary may award offshore wind career training grants to eligible entities for the purpose of developing, offering, or improving educational or career training programs that provide individuals who are enrolled in those programs with skills that are necessary for employment in the offshore wind industry or the United States maritime industry.</text></subsection><subsection id="HDF291E90A0B347978499498883A0FD91"><enum>(e)</enum><header>Allocation of grants</header><paragraph id="H0907D7E0688641D19A8370A8C6395489"><enum>(1)</enum><header>Limitation on grant quantity and size</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary may not award to an eligible entity—</text><subparagraph id="H016186E6AD8F41B39D67183A6C83463C"><enum>(A)</enum><text>more than 1 grant for which the eligible entity is the lead applicant; or</text></subparagraph><subparagraph id="HB11C3D79B5824A30B845C24B878D40A0"><enum>(B)</enum><text display-inline="yes-display-inline">a grant that is in an amount that is more than $2,500,000.</text></subparagraph></paragraph><paragraph id="H1D6FE679C05B454A8B3C66AEB3B7DE06"><enum>(2)</enum><header>Allocation to entities with registered apprenticeship programs</header><text display-inline="yes-display-inline">The Secretary shall ensure that, in a fiscal year, not less than 25 percent of the total amount that the Secretary awards in grants under this section is awarded to eligible entities that sponsor registered apprenticeship programs.</text></paragraph><paragraph id="id007DC565EB7B4D94BC1B0A8ABFFA4AFC"><enum>(3)</enum><header>Allocation of construction and maintenance grants</header><text>To the maximum extent practicable, the Secretary shall ensure that grants relating to construction and maintenance career training are reserved for—</text><subparagraph id="idA9DB9CE29A7444E5A8A26B4F93E44C83"><enum>(A)</enum><text>eligible entities that sponsor a registered apprenticeship program or offer a pre-apprenticeship program that facilitates entry into a registered apprenticeship program; and</text></subparagraph><subparagraph commented="no" id="idDA9A37572FCC4791830F25C20B5E3F95"><enum>(B)</enum><text>eligible entities that are participating in a joint labor-management partnership.</text></subparagraph></paragraph></subsection><subsection id="HC97FD8996E2B40B88A5215C65F911C08"><enum>(f)</enum><header>Partnerships</header><text display-inline="yes-display-inline">An eligible entity seeking to receive a grant under this section may partner with 1 or more of the following:</text><paragraph id="HEC035BD609C24E8C82AE51D0700C5E98"><enum>(1)</enum><text display-inline="yes-display-inline">Another eligible entity, including an eligible entity that is—</text><subparagraph id="id6B2C0015C0AA4365895B9BF85F63A59E"><enum>(A)</enum><text display-inline="yes-display-inline">a community college; or</text></subparagraph><subparagraph id="id6B9232F56A3949BBBA0E0DAC0DD05DDA"><enum>(B)</enum><text display-inline="yes-display-inline">participating in a joint labor-management partnership.</text></subparagraph></paragraph><paragraph id="HE7291A053CA24EE0BC2A445910654FB2"><enum>(2)</enum><text>A State or local government agency responsible for education, workforce development, or offshore wind energy activities.</text></paragraph><paragraph id="HB94C2E46714D4B209CF9EBEF3D298A86"><enum>(3)</enum><text>A nonprofit organization.</text></paragraph><paragraph id="id36FE9D30BAB1479AB7803486759C798C"><enum>(4)</enum><text>A provider who is an eligible provider of training services under section 122 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3152">29 U.S.C. 3152</external-xref>). </text></paragraph></subsection><subsection id="HC79445532EA84D839B9A2721BAB49927"><enum>(g)</enum><header>Use of grant</header><text display-inline="yes-display-inline">An eligible entity may use a grant awarded under this section to carry out—</text><paragraph id="H2F9AD402D68D4CF28ACA7859D5AD55D7"><enum>(1)</enum><text display-inline="yes-display-inline">occupational skills training, including curriculum and career pathway development, on-the-job training, safety and health training, and classroom training;</text></paragraph><paragraph id="idb09385724e134f1eab527a0507aa760b"><enum>(2)</enum><text>incumbent worker and career ladder training and retraining, including skill upgrading and transitional job strategizing;</text></paragraph><paragraph id="id9902392035964f9cb49fccf5d7a94b15"><enum>(3)</enum><text>individual referral and tuition assistance for a training program through which an individual may attain a recognized postsecondary credential;</text></paragraph><paragraph id="id1c2cbee8e14543a6b4bfb905c129ea3b"><enum>(4)</enum><text>customized training in conjunction with an existing registered apprenticeship program or pre-apprenticeship program, paid internship, or joint labor-management partnership; and</text></paragraph><paragraph id="HF102A021013B46838A2A35D365305EE4"><enum>(5)</enum><text>other activities that the Secretary, in consultation with the Secretary of Energy, determines meet the purposes of this section.</text></paragraph></subsection><subsection id="H6FAA2E83EC854826816AF6FB9CE54C2D"><enum>(h)</enum><header>Submission procedure for grant proposals</header><text display-inline="yes-display-inline">An eligible entity seeking to receive a grant under this section shall submit a grant proposal to the Secretary at such time, in such manner, and, in accordance with the guidelines issued under subsection (c)(1), containing such information as the Secretary may require.</text></subsection><subsection id="H725F397AEA2D45039EB18AC0A27FC279"><enum>(i)</enum><header>Criteria for award of grants</header><paragraph id="HDCAD4E0A86034CD38208D63307FF6714"><enum>(1)</enum><header>In general</header><text>Subject to the availability of appropriations, the Secretary may award a grant under this section only after an evaluation of—</text><subparagraph id="H09D2359DA8804F6F8FF8AC7FBCA5B84F"><enum>(A)</enum><text display-inline="yes-display-inline">the merits of the grant proposal with respect to the grant;</text></subparagraph><subparagraph id="ida3dc90fe840d4ba5a22c86b95455be1f"><enum>(B)</enum><text>the employment opportunities or projected employment opportunities, including the projected wages, benefits, future skill and career advancement opportunities, job security, and working conditions available to individuals who complete the educational or career training program that the eligible entity applying for the grant proposes to develop, offer, or improve;</text></subparagraph><subparagraph id="id9b81369892d9405a9a40df99e09ab3cf"><enum>(C)</enum><text>the recruitment practices of the educational or career training program that the eligible entity applying for the grant proposes to develop, offer, or improve to ensure such practices are free from discrimination and that unnecessary educational, credential, or experience requirements are minimized; </text></subparagraph><subparagraph id="HBACA93211B50421E9F66E00812025312"><enum>(D)</enum><text display-inline="yes-display-inline">the availability and capacity of existing educational or career training programs in the community served by the eligible entity applying for the grant to meet future demand for the educational or career training programs; and</text></subparagraph><subparagraph id="idF574680190214424A31829E6FA4530D0"><enum>(E)</enum><text>the employment opportunities or projected employment opportunities for members of groups that have been historically underserved in the engineering and construction of energy facilities or the engineering and manufacture of energy facility components.</text></subparagraph></paragraph><paragraph id="H7FF7FF1BC1D6439281094473BAC8B77C"><enum>(2)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to eligible entities that—</text><subparagraph id="id4B23087583524EDB9A8B31083BE3CBF4"><enum>(A)</enum><text>are—</text><clause id="id96E625E28FCA43FA82E94A9DAD303BB9"><enum>(i)</enum><text>institutions of higher education that have formed partnerships with labor organizations;</text></clause><clause id="id31EE7C11343B4BBF8D0F41C546D96B2E"><enum>(ii)</enum><text>labor organizations that have formed partnerships with institutions of higher education;</text></clause><clause id="id8757a5c723154264a67dae43fd62e955"><enum>(iii)</enum><text>nonprofit organizations described in subsection (a)(4)(D) that primarily serve members of a maritime labor organization; or</text></clause><clause id="id58eb91f1a63e457399b95f35e2c2b312"><enum>(iv)</enum><text>labor organizations that support, sponsor, partner with, or are otherwise affiliated with a nonprofit organization described in that subsection;</text></clause></subparagraph><subparagraph id="ida1ada09ef45740718af1f76f1003e4aa"><enum>(B)</enum><text>have entered into a memorandum of understanding with 1 or more employers in the offshore wind industry or the United States maritime industry to partner on the establishment or expansion of the educational or career offshore wind training program that the eligible entity applying for the grant proposes to develop, offer, or improve; or</text></subparagraph><subparagraph id="idEDE86A0E6805416C8A17EC2C6FCC7B76"><enum>(C)</enum><text>will use the grant funds to assist individuals who are—</text><clause id="ida6b413ba68f74921ae619da2615fb5bf"><enum>(i)</enum><text>dislocated workers or mariners, with a focus on workers or mariners displaced from the offshore oil and gas, onshore fossil fuel, nuclear energy, or fishing industry;</text></clause><clause id="id2442704c29a9406daaccc06c392bc30c"><enum>(ii)</enum><text>veterans, members of the reserve components of the Armed Forces, or former members of those reserve components; or</text></clause><clause id="id9e52c3034d6c459ba0382eeeea0c6362"><enum>(iii)</enum><text>individuals with a barrier to employment.</text></clause></subparagraph></paragraph></subsection><subsection id="HC0765EF8F34446E68BC2D687FB484D85"><enum>(j)</enum><header>Matching requirements</header><text display-inline="yes-display-inline">A grant awarded under this section may not be used to satisfy any non-Federal funds matching requirement under any other provision of law.</text></subsection><subsection id="HA1085F7F090C471099B0A115A41C8FB3"><enum>(k)</enum><header>Grantee data collection</header><paragraph id="H8FC1959727F4497AB2AE5167F7555DE8"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A grantee shall collect and report to the Secretary on an annual basis the following information regarding the educational or career training program for which the grantee receives a grant under this section:</text><subparagraph id="H7880D564C3FF4D74BE1E6987ADEF8C8A"><enum>(A)</enum><text display-inline="yes-display-inline">The number of participants enrolled in the educational or career training program (referred to in this subsection as <quote>participants</quote>).</text></subparagraph><subparagraph id="idBC24E352BEE4492BA308BA13A14C8F30"><enum>(B)</enum><text>The number of participants that completed the educational or career training program during the previous 1-year period.</text></subparagraph><subparagraph id="H45E51F40F07641078D36899A2C906EB6"><enum>(C)</enum><text display-inline="yes-display-inline">The services received in the educational or career training program by the participants, including a description of training, educational, and supportive services.</text></subparagraph><subparagraph id="id8758F6F06621429799992085D6942220"><enum>(D)</enum><text>The amount of grant funds expended by the grantee per participant.</text></subparagraph><subparagraph id="H9ACFD6AC4E8C44FB950B54B3C36E7C09"><enum>(E)</enum><text display-inline="yes-display-inline">The rate of job placement of participants in the offshore wind industry, the United States maritime industry, or related fields that have completed the educational or career training program.</text></subparagraph><subparagraph id="H932C15F5C0054701A373BC295D45C207"><enum>(F)</enum><text display-inline="yes-display-inline">The rate at which participants are retained in positions of employment 1 year after the date on which the participant has completed the program.</text></subparagraph><subparagraph id="idED13BB80D61E4487A165B468BABE304B"><enum>(G)</enum><text>The percentage of participants enrolled in the educational or career training program who obtain a recognized postsecondary credential or a secondary school diploma or its recognized equivalent not later than 1 year after exiting the program.</text></subparagraph><subparagraph id="idC89909E9B2574D898CA285F2F1F2A7EF"><enum>(H)</enum><text>The wage amount of participants 1 year after program completion.</text></subparagraph></paragraph><paragraph id="id8CB41EB1C2B64DEC945D51E7F2774818"><enum>(2)</enum><header>Disaggregation of data</header><text>The data collected and reported under this subsection shall be disaggregated by—</text><subparagraph id="id4B0EAE3A465E48D783E439A7B5D2BE29"><enum>(A)</enum><text>each population specified in subparagraphs (A) through (M) of section 3(24) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102(24)</external-xref>);</text></subparagraph><subparagraph id="id922EDB7628444056A13FF0DDBEA6C381"><enum>(B)</enum><text>race;</text></subparagraph><subparagraph id="id569B1291B6CB42B3A3949BBED00F4181"><enum>(C)</enum><text>ethnicity;</text></subparagraph><subparagraph id="id02438C37E7BF4F239642119CDC18D10D"><enum>(D)</enum><text>sex; and</text></subparagraph><subparagraph id="idFC96B36668894810846494D754320161"><enum>(E)</enum><text>age.</text></subparagraph></paragraph><paragraph id="idCD0B3E8E6B01437FB465EBBFF061F3AE"><enum>(3)</enum><header>Data collection assistance</header><text>The Secretary shall assist grantees in the collection of data under this subsection—</text><subparagraph id="idB3BAAA100F024528BF0C4C977AF6FB6A"><enum>(A)</enum><text>by making available, in coordination with the Secretary of Energy and where practicable, low-cost means of tracking the labor market outcomes of participants; and</text></subparagraph><subparagraph id="id3A36BAF1FA79411AA00A7AFFCE9E5B6B"><enum>(B)</enum><text>by providing standardized reporting forms, where appropriate.</text></subparagraph></paragraph></subsection><subsection id="id4FC06EC03664499084E4CCD282B2E2DD"><enum>(l)</enum><header>Technical and oversight assistance</header><text>The Secretary shall provide technical assistance and oversight—</text><paragraph id="id663853F23A894EE99F0EBBE9777B2E46"><enum>(1)</enum><text>to assist eligible entities in applying for grants under this section; and</text></paragraph><paragraph id="id83E9E7F8232A42E09B606D9710D4D0EF"><enum>(2)</enum><text>to assist grantees in administering grants received under this section.</text></paragraph></subsection><subsection id="H42FE47CBD8594E4DA4ABFDD1D7D7EA54"><enum>(m)</enum><header>Reporting requirements</header><paragraph id="id4CED0F4ABDA74F029B4DCB80D6CA37D3"><enum>(1)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than 18 months after the date on which the grant program is established, the Secretary shall submit to the appropriate committees of Congress an initial report describing the results of the grant program, including a description of—</text><subparagraph id="idD88CB46167164451A623FAB58C0904D4"><enum>(A)</enum><text display-inline="yes-display-inline">the grantees that were awarded a grant under this section; and</text></subparagraph><subparagraph id="id1C333BC81FFC4FE98664F0F33304721F"><enum>(B)</enum><text display-inline="yes-display-inline">the activities for which the grantees described in subparagraph (A) used a grant awarded under this section.</text></subparagraph></paragraph><paragraph id="idA604355D0EC64EC8A56E7288A0176369"><enum>(2)</enum><header>Additional reports</header><text>Not later than 2 years after the date on which the initial report is submitted under paragraph (1), and every 2 years thereafter, the Secretary shall submit to the appropriate committees of Congress a report describing the results of the grant program for the 2-year period preceding the report.</text></paragraph></subsection><subsection id="H46608BAFF82443258D4BFC854E291FA3"><enum>(n)</enum><header>Authorization of appropriations</header><paragraph id="idEB21A415A1A845D689AE0A5F5FA05A51"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to carry out this section $25,000,000 for each of fiscal years 2024 through 2028.</text></paragraph><paragraph id="idF09D3E947B1F4BFE843192BCDC2BB394"><enum>(2)</enum><header>Administrative expenses</header><text>The Secretary may use not more than 4 percent of the amount appropriated under paragraph (1) for each fiscal year for administrative expenses, including expenses relating to providing technical assistance and oversight activities under subsection (l).</text></paragraph></subsection></section></legis-body></bill>
