Congressional briefing.</toc-entry></toc></subsection></section><section id="id8a76f295ff8041c597c26a395beaffe4"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="id77017f1cb270435f8a10f6c7132f0e96"><enum>(1)</enum><text>High-quality education is central to economic prosperity and social well-being in the United States and around the world.</text></paragraph><paragraph id="id6416b949f33a433eafc599e0bba97174"><enum>(2)</enum><text>Historically Black colleges and universities and other minority serving institutions play a critical role in ensuring that students of all races, ethnicities, and backgrounds have access to high-quality educational opportunities.</text></paragraph><paragraph id="id1283ce2da3b5450d81365efa28bf11f5"><enum>(3)</enum><text>HBCUs have a long and rich history in educating and facilitating relationships between members of the African diaspora in the United States and throughout the world, from Europe and the Western Hemisphere to Asia and the African continent.</text></paragraph><paragraph id="ided8c5488b4434bf5a08ef335bdff57e2"><enum>(4)</enum><text>HBCU alumni have made important contributions to relations between the United States and Africa in the areas of—</text><subparagraph commented="no" display-inline="no-display-inline" id="id607d3000b76f46489d2aacdc89dc9d06"><enum>(A)</enum><text display-inline="yes-display-inline">democracy and political governance;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id250bd7a10015413598ad7be411a70724"><enum>(B)</enum><text display-inline="yes-display-inline">food and agricultural security;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc5b0fd18549c40a69590146080a64d8e"><enum>(C)</enum><text display-inline="yes-display-inline">education and human capital;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0cef7699854f4b8f816a07769d3bd281"><enum>(D)</enum><text display-inline="yes-display-inline">youth development; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id97c9fb70ac0d4a209e33bb4bd6284ad1"><enum>(E)</enum><text display-inline="yes-display-inline">public health infrastructure.</text></subparagraph></paragraph><paragraph id="id09ea89b02f7b47efbc5ed5b37d3277f3"><enum>(5)</enum><text>The United States Government has partnered with HBCUs and other United States colleges and universities, including through—</text><subparagraph commented="no" display-inline="no-display-inline" id="id59f59406d51845039a11ff795a71dd68"><enum>(A)</enum><text display-inline="yes-display-inline">the Department of State’s educational and cultural exchange programs;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id57c7c79e7e034e87abd9323cc1dc0d38"><enum>(B)</enum><text display-inline="yes-display-inline">the Young African Leaders Initiative, which supports United States Government efforts to invest in the next generation of African leaders; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7524c3f310f143aaa65b04697df07902"><enum>(C)</enum><text display-inline="yes-display-inline">USAID's Minority Serving Partnership Initiative to facilitate research partnerships and engagements with minority-serving institutions, including HBCUs. </text></subparagraph></paragraph></section><section id="id6abda72b6e8649e3aca818c0d2acc8d1"><enum>3.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="id6d71ba858c9b48ffb74b1bc55adc3d25"><enum>(1)</enum><text>the United States should promote and expand collaborative research partnerships between Federal agencies and HBCUs that advance joint partnerships in education, economic growth, food security, democracy and governance, agriculture, environmental conservation, small and medium-sized business development, humanitarian assistance, and conflict stabilization in developing countries; and</text></paragraph><paragraph id="idf91d1742be0149a489a170f51d8a8b9c"><enum>(2)</enum><text>the United States should continue to facilitate and deepen partnerships between HBCUs and Sub-Saharan Africa.</text></paragraph></section><section id="idb6bc0547140e47c9a5f1552b34a04fe2"><enum>4.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text><paragraph id="idd1ba369109ef4f5d969466fbc99be9b1"><enum>(1)</enum><text>to strengthen the capacity of HBCUs to partner with relevant Federal departments and agencies in support of United States and African joint interests, including in the areas of democracy and good governance, food and agricultural security, education and human capital, youth development, trade and economic development, and public health infrastructure;</text></paragraph><paragraph id="id6d837ec186994eb596465fa45020d04b"><enum>(2)</enum><text>to help integrate the work of HBCUs with the foreign policy and foreign assistance priorities of the United States, as appropriate;</text></paragraph><paragraph id="id2cee3ee579af4ca2a80daea4853ad91f"><enum>(3)</enum><text>to bolster and facilitate productive interactions between HBCUs and relevant Federal departments and agencies;</text></paragraph><paragraph id="id40fa827adf514c7883f0ea9743042a55"><enum>(4)</enum><text>to encourage HBCU participation in relevant Federal programs, grants, contracts, and cooperative agreements;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2e636e857f484718b061d2af17970d2e"><enum>(5)</enum><text>to expand existing partnership initiatives between HBCUs and relevant Federal departments and agencies; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4671ae097af4430fbbd450236818c8d6"><enum>(6)</enum><text display-inline="yes-display-inline">to recognize the historic contributions of HBCUs to relations between the United States and Africa.</text></paragraph></section><section id="id1cbcf2d89e8c4c718df27eac4eb45644"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id9452ba0bece84c44a1b5ad32c16a1e52"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="ida0f2374382944d48b66fa687dcf5212a"><enum>(A)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>; and</text></subparagraph><subparagraph id="id96871409b2894d368cd63fa57fc915ab"><enum>(B)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>.</text></subparagraph></paragraph><paragraph id="idbfb7ad6116cc46b8805c7738e3eed252"><enum>(2)</enum><header>Educational exchange</header><text>The term <term>educational exchange</term> means an activity listed in section 602(a) of the Mutual Educational and Cultural Exchange Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2452a">22 U.S.C. 2452a(a)</external-xref>). </text></paragraph><paragraph id="idcb5cea9b89de4c5ebf6a88d8ab3c6df1"><enum>(3)</enum><header>Historically black college or university; HBCU</header><text>The terms <term>historically Black college or university</term> and <term>HBCU</term> mean a part B institution described in section 322(2) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/22/1061">22 U.S.C. 1061(2)</external-xref>).</text></paragraph><paragraph id="idC2417E83213A409CAF7ACD12FF42024D"><enum>(4)</enum><header>Minority-serving institution</header><text>The term <term>minority-serving institution</term> means an institution listed in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id08e05ff6ff4947eb88409ffa03a6ac66"><enum>(5)</enum><header display-inline="yes-display-inline">Relevant federal departments and agencies</header><text>The term <term>relevant Federal departments and agencies</term> includes—</text><subparagraph id="idcb02b44c3ea049058ec28f656e20bb34"><enum>(A)</enum><text>the Department of State;</text></subparagraph><subparagraph id="id4bc6c91c03904fb3a1d572a51d5fe8b3"><enum>(B)</enum><text>the United States Agency for International Development; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7d56ca2663cf40f08bedbc618688b522"><enum>(C)</enum><text>any other Federal department or agency that is engaged in designing, providing, or supporting United States foreign assistance (including development finance) that the President determines is relevant for the purposes of this Act.</text></subparagraph></paragraph><paragraph id="id1B12DFA22B8244EFBAA17640DE5153E2"><enum>(6)</enum><header>Short-term graduate and technical expert exchange program</header><text>The term <term>short-term graduate and technical expert exchange program</term> means an exchange program lasting 12 months or shorter, including university exchange programs, professional non-degree programs, and internships. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id140D72145B2B461C933E4F186B764E53"><enum>(7)</enum><header>USAID</header><text>The term <term>USAID</term> means the United States Agency for International Development.</text></paragraph></section><section id="idf8d52abb51714277be138f5d8823ea4d"><enum>6.</enum><header>Expanding partnerships between relevant departments and agencies and historically Black colleges and universities</header><text display-inline="no-display-inline">To develop educational grant opportunities and expand partnerships with HBCUs—</text><paragraph id="idFEE8C31910644C47A1FD7BFFE1BF7891"><enum>(1)</enum><text>the Secretary of State and the USAID Administrator should identifying HBCUs that—</text><subparagraph id="idCE2FB0BD044643928623F63A9A42B5A1"><enum>(A)</enum><text>have entered into a grant, contract, or cooperative agreement with the Department of State or USAID; or</text></subparagraph><subparagraph id="id52a7d19fb80c44ee92e4adac7a2bd199"><enum>(B)</enum><text>are eligible to participate in programs and initiatives under the jurisdiction of either such agency; and</text></subparagraph></paragraph><paragraph id="id1331e497208146d584abcf808e99561b"><enum>(2)</enum><text>the Bureau of Educational and Cultural Affairs should develop an educational exchange for HBCUs identified pursuant to paragraph (1) to deepen relationships between partners in Sub-Saharan African and the United States in ways that advance United States policy goals in Africa and increase academic collaboration. </text></paragraph></section><section id="id891be157224d4438a7c21925069a99e1"><enum>7.</enum><header>Expanding exchange programming for scholars from Sub-Saharan Africa</header><subsection id="id81f52bd88abf48e2b66d3fdb978d1cf1"><enum>(a)</enum><header>In general</header><text>The Secretary of State and the USAID Administrator should seek to strengthen and expand partnerships and educational exchange opportunities, including by working with HBCUs, that build the capacity and expertise of students, scholars, and experts from Sub-Saharan Africa in key development sectors, including— </text><paragraph id="id8ab06682328247a5917502617d838a99"><enum>(1)</enum><text>food systems and agriculture-led economic growth;</text></paragraph><paragraph id="id827e4033ed804ea7aee6e93d6a27d646"><enum>(2)</enum><text>food safety and security, nutrition, and farming, including aquaculture;</text></paragraph><paragraph id="id7e8e49df866a48acb0ceb840c699d4fd"><enum>(3)</enum><text>animal health and pathology;</text></paragraph><paragraph id="ida784dd51453644b89ab6c37e47c7222d"><enum>(4)</enum><text>democracy and governance;</text></paragraph><paragraph id="id03293133b9e5444883a99704bf30c3bc"><enum>(5)</enum><text>water, sanitation, and hygiene;</text></paragraph><paragraph id="id3b1e3c95d049490189dd49fc2e7f7698"><enum>(6)</enum><text>public health;</text></paragraph><paragraph id="id4ff0fce55814439bb96695279d316bbd"><enum>(7)</enum><text>microenterprise business development and entrepreneurship;</text></paragraph><paragraph id="id3b19624b3b954616a8b8bd81837e49f5"><enum>(8)</enum><text>water security; and</text></paragraph><paragraph id="id97371e14a3234c558ce67871baf756b6"><enum>(9)</enum><text>environmental resilience.</text></paragraph></subsection><subsection id="id80ce5cf7d4874e6ab8a9bb13f5efe00e"><enum>(b)</enum><header>Bureau of Educational and Cultural Affairs programming</header><text>The Secretary of State may establish a short-term graduate and technical expert exchange program for African students, scholars, and technical experts to spend a semester or academic year of nondegree study at institutions referred to in section 6(a) to support knowledge and skills training in the sectors referred to in subsection (a).</text></subsection></section><section id="id1cbe26895d004b63b5f3d47160bc3196"><enum>8.</enum><header>Communications and outreach programming</header><text display-inline="no-display-inline">The Secretary of State and the USAID Administrator shall advance outreach and communications between HBCUs, the Department of State, and USAID and expand partnerships with HBCUs by—</text><paragraph commented="no" display-inline="no-display-inline" id="ide6152696d73c41ffa2a1cfa8ae1a291b"><enum>(1)</enum><text display-inline="yes-display-inline">providing technical assistance in the development of grant and partnership applications; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaebf467b203b4b28a57763588714e77e"><enum>(2)</enum><text display-inline="yes-display-inline">upon request, providing feedback to HBCUs, to the maximum extent practicable, after a grant rejection in order to improve future grant applications, as appropriate.</text></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idd7cfeae4a12049b0a19362dcb4bb9c2f"><enum>9.</enum><header display-inline="yes-display-inline">Congressional briefing</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary of State, in consultation with the USAID Administrator, shall brief the appropriate congressional committees regarding—</text><paragraph id="id66c67d1a5c9245348c8c11f90d2f6243"><enum>(1)</enum><text>the implementation of existing partnerships and programs between relevant Federal departments and agencies and HBCUs and efforts to expand such partnerships and programs;</text></paragraph><paragraph id="idf20709e3460b4afebddc469f6e17cfd1"><enum>(2)</enum><text>efforts to strengthen the capacity of HBCUs to participate, or to be eligible to participate, in relevant programs and initiatives;</text></paragraph><paragraph id="ida4e3930fd5374642a90da142cf68d296"><enum>(3)</enum><text>any progress made towards—</text><subparagraph id="idCD02351A6611464E9525686EB6FFA1A4"><enum>(A)</enum><text>advancing plans to develop partnerships or programs and initiatives with HBCUs that are not engaged in existing partnerships with relevant Federal departments and agencies; and </text></subparagraph><subparagraph id="idDE79638E09FB474AB0F8BF07AC66421B"><enum>(B)</enum><text>identifying plans in which an HBCU may participate; and</text></subparagraph></paragraph><paragraph id="id60cd51c197a7435293ced94139f966b4"><enum>(4)</enum><text>any other information that relevant Federal departments and agencies determine is relevant to promoting opportunities to fund, partner, contract, or otherwise interact with HBCUs. </text></paragraph></section></legis-body></bill>
