Short title

This Act may be cited as the Restoring Internet Freedom Act.

Limitation on authority of FCC

(a)

In general

The notice of proposed rulemaking adopted by the Federal Communications Commission in WC Docket No. 23–320 on October 19, 2023 (relating to broadband internet access service) shall have no force or effect, and the Commission may not adopt any rule pursuant to that notice or adopt any substantially similar rule unless the rule is specifically authorized by a law enacted after the date of enactment of this Act.(b)

Applicability

Subsection (a) shall apply to any rule adopted pursuant to the notice described in that subsection, or any substantially similar rule, that is adopted before, on, or after the date of enactment of this Act.(c)

Rule defined

In this section, the term rule has the meaning given the term in section 804 of title 5, United States Code.
