Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the National Quantum Initiative Act to require the Secretary of Energy to conduct research on how quantum information science, technology, and engineering can enhance the resilience and security of the electric grid, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Grid Resilience Innovation and Development Act</short-title></quote> or the <quote><short-title>GRID Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="ide02e4d007f5a40acb40dd7ce05501d2f"><enum>2.</enum><header>Quantum information science to enhance the resilience, security, and efficiency of the electric grid</header><subsection commented="no" display-inline="no-display-inline" id="idb465fcb2a7b8446b9e9ac09781eefc52"><enum>(a)</enum><header>In general</header><text>Title IV of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8851">15 U.S.C. 8851 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id43D575BBC47147FEB15D2CE70B3DB47C"><section id="id06c2d508c5f841da82c304ba69f37fd8"><enum>405.</enum><header>Quantum information science to enhance the resilience and security of the electric grid</header><subsection commented="no" display-inline="no-display-inline" id="id182fc24a1909486cb6b11cabd3105ffb"><enum>(a)</enum><header>In general</header><text>The Secretary of Energy (referred to in this section as the <term>Secretary</term>) shall conduct research, development, and demonstration activities focused on the use of quantum information science, engineering, and technology, including through quantum applications and quantum computing, to enhance the resilience, security, and efficiency of the electric grid in the United States.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id4dcff8bc11c642b28e115c2441ff42ed"><enum>(b)</enum><header>Research areas</header><text>In carrying out subsection (a), the Secretary shall conduct research in the following areas:</text><paragraph commented="no" display-inline="no-display-inline" id="idd98e5b7c5aa240f6a894ef1cfa8a0e44"><enum>(1)</enum><text>Fault detection and prediction.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd946da4940894dbbaec974f2bf3770da"><enum>(2)</enum><text>Grid security and safety, including through post-quantum cryptography.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id03a72dea38a349b69f4d34a448b3af49"><enum>(3)</enum><text>Integrated grid planning.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idde31f54f79b547a294515f26bcda53f6"><enum>(4)</enum><text>Grid optimization.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0a5b1fdb2a40437fb6e23e18b221b292"><enum>(5)</enum><text>Enhanced modeling.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6e9c64dfc3064160919c10429e4c499d"><enum>(6)</enum><text>Energy storage.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id43a14ddd8ec14501ba8fff595f951a61"><enum>(7)</enum><text>Energy market optimization.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0594568f6db44d72a6e3b838c2a1a0d7"><enum>(8)</enum><text>Any other area in which, in the determination of the Secretary, quantum information science, engineering, and technology can enhance the resilience, security, and efficiency of the electric grid in the United States.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id36070582debd4bed929af09e9616e444"><enum>(c)</enum><header>Cooperation</header><text display-inline="yes-display-inline">To the extent practicable, the Secretary shall conduct research, development, and demonstration activities under subsection (a) in cooperation, including through partnerships, as the Secretary determines to be appropriate, with members of relevant industries, National Laboratories, institutions of higher education, and other relevant institutions, including research institutions, as determined by the Secretary.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id21671b63076942d58585d3697a05ef0d"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the National Quantum Initiative Act (<external-xref legal-doc="public-law" parsable-cite="pl/115/368">Public Law 115–368</external-xref>; 132 Stat. 5092; 136 Stat. 1441) is amended by inserting after the item relating to section 404 the
