which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Office of National Drug Control Policy Reauthorization Act of 1998 to require a Caribbean border counternarcotics strategy, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H7A570A4D543D4E728D33E2191753CDB2"><section section-type="section-one" id="H4701080C470A4574A8F35D72233EE0E8"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Caribbean Border Counternarcotics Strategy Act</short-title></quote>.</text></section><section id="HD92A008E32924A81964036985BE6C2BE"><enum>2.</enum><header>Caribbean Border Counternarcotics Strategy Act</header><subsection id="H4234A9F9F9BB48DFB89BD1FD5DBB179C"><enum>(a)</enum><header>Definitions</header><text>Section 702 of the Office of National Drug Control Policy Reauthorization Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/21/1701">21 U.S.C. 1701</external-xref>) is amended—</text><paragraph id="H2B97D33752414EE18573CC88FE92FFC4"><enum>(1)</enum><text>by redesignating paragraphs (15) through (17) as paragraphs (16) through (18), respectively;</text></paragraph><paragraph id="H7FA88AE0F1F04DA69854A8A28BD44803"><enum>(2)</enum><text>by inserting after paragraph (14) the following:</text><quoted-block style="OLC" id="HDDD857FFCDB746FF992D5B14DAFB645E"><paragraph id="HB96C2EAF9E0F495691F84B2190F58C78"><enum>(15)</enum><header>State</header><text>The term <term>State</term> means each of the several States of the United States, the District of Columbia, and each territory or possession of the United States.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph id="HA65C228AD9784A5D93D8A16E58667D2A"><enum>(3)</enum><text>by amending paragraph (18), as redesignated—</text><subparagraph id="H16B76370B97848ED9E48A4B06463C75B"><enum>(A)</enum><text>by redesignating subparagraphs (G) and (H) as subparagraphs (H) and (I), respectively; and</text></subparagraph><subparagraph id="HE9923488C551429BBE5BD646D7A9F24E"><enum>(B)</enum><text>by inserting after subparagraph (F) the following:</text><quoted-block style="OLC" id="HEE6D3550390547ACA2329755500FF98C"><subparagraph id="H93BB28070EA34D999B4CEFA8F61E4B6E"><enum>(G)</enum><text>activities to map, track, dismantle, and disrupt the financial networks of drug trafficking organizations, transnational criminal organizations, and money laundering organizations involved in the manufacture and trafficking of drugs in the United States and in foreign countries;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H1E7D73CD84B14AFD933C46BC7AB97478"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HF8C44AA8381A4F22A740F89E9E4EEEB5"><paragraph id="HE622B0449A26454581B9D4F33C776B1C"><enum>(19)</enum><header>United States</header><text>The term <term>United States</term>, when used in a geographical sense, means all of the States, the District of Columbia, and the territories and possessions of the United States, and any waters within the jurisdiction of the United States.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H80A586D151E0463A9F903711B4F4F3CE"><enum>(b)</enum><header>Requirement for Caribbean Border Counternarcotics Strategy</header><text>Section 706(c)(3) of the Office of National Drug Control Policy Reauthorization Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/21/1705">21 U.S.C. 1705(c)(3)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HCDDD785A46384B4DA0054429F165830F"><subparagraph id="HB045FE6B58BC43B895082F242EEE25AA"><enum>(D)</enum><header>Requirement for Caribbean Border Counternarcotics Strategy</header><clause id="H69F701F860974352BAB3EB47E82AB9F5"><enum>(i)</enum><header>Purposes</header><text>The Caribbean Border Counternarcotics Strategy shall—</text><subclause id="H89CBBF047142445596022D21187E7DCA"><enum>(I)</enum><text display-inline="yes-display-inline">set forth the strategy of the Federal Government for preventing the illegal trafficking of drugs through the Caribbean region into the United States, including through ports of entry, between ports of entry, and across air and maritime approaches;</text></subclause><subclause id="H736C9113494948FE8E7D5E6E6F6551A4"><enum>(II)</enum><text>state the specific roles and responsibilities of each relevant National Drug Control Program agency for implementing the strategy;</text></subclause><subclause id="HE5995557039C4E75AE2D741A2E82489C"><enum>(III)</enum><text>identify the specific resources required to enable the relevant National Drug Control Program agencies to implement the strategy; and</text></subclause><subclause id="HA672C384BF074B81AFC0B3B3B533DD85"><enum>(IV)</enum><text>be designed to promote, and not hinder, legitimate trade and travel.</text></subclause></clause><clause id="HC7B4912DCAD5449A929FCB267F79B0B2"><enum>(ii)</enum><header>Specific content related to Puerto Rico and the United States Virgin Islands</header><text>The Caribbean Border Counternarcotics Strategy shall include—</text><subclause id="H2406BE2FDF124F659CFF029726612F29"><enum>(I)</enum><text>a strategy to prevent the illegal trafficking of drugs to or through Puerto Rico and the United States Virgin Islands, including measures to substantially reduce drug-related violent crime on such islands; and</text></subclause><subclause id="H3F8AAD4A7BAF47F4A3ECC895F5DC51E2"><enum>(II)</enum><text>recommendations for additional assistance or authorities, if any, needed by Federal, State, and local law enforcement agencies relating to the strategy, including an evaluation of Federal technical and financial assistance, infrastructure capacity building, and interoperability deficiencies.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
